Public Comment

Kellie Peterson, Yelm, addressed council voicing infrastructure concerns. Ms.
Peterson presented examples of two recent bicycle/vehicle accidents and how the
congested road situation can contribute to drivers losing patience and performing
unsafe acts after sitting for long periods in traffic backups. She questioned adding
additional shopper traffic and congestion to already overburdened roadways.

a. Yelm Economic Development Committee Update. Contract for Services with Thurston
County Economic Development Council. Mayor Rivas requested a staff report.
Shelly Badger reported that the Yelm Economic Development Committee investigated
conducting a retail trade area and market analysis for the City’s commercially zoned
properties to establish the City’s primary and secondary trade areas and determine
types of sales leaking from Yelm, and types of retail that could be supported locally.
E.D. Hovey & Company, the firm that participated in the Yelm Industrial Area Market
and Development Assessment was the top candidate of the three firms responding.
Project management would be provided by Thurston County EDC. A contract for
services between the Thurston County EDC and the City of Yelm addressing the scope
of work and setting a contract maximum of $23,000, including contract management
was provided for review.
Michael Cade, Thurston County Economic Development Council Executive Director,
and Mike Edwards, Chairman, EDC Board, addressed council providing information
about EDC’s governing board, purpose and goals. Mr. Cade also spoke of EDC’s intent

to use a holistic approach in developing a strategy that’s right for Yelm. There was some
discussion concerning strengths that made E.D. Hovey the recommended candidate.

MOTION BY PAT FETTERLY, SECONDED BY RON HARDING AUTHORIZING
MAYOR RIVAS TO SIGN AND ENTER INTO A CONTRACT FOR SERVICES WITH
THE THURSTON COUNTY ECONOMIC DEVELOPMENT COUNCIL TO COMPLETE
A YELM RETAIL TRADE AREA STUDY, NOT TO EXCEED $23,000. CARRIED.

Mayor and Council Reports and Initiatives and Board/Commission Business

a. Council Reports:
Councilmember Baker attended an IT meeting where discussion concerned shuttle
appearance, Yelm rider levels, and increases possibly due to fuel cost increases as well
as safety issues concerning strollers on buses.
Councilmember Miller asked about budgeted funding for special events banner poles.
Discussion concerned project leadership, WSDOT approval, possibility of a reader
board sign instead. The item will be discussed further at Thursday’s Study Session. He
also represented the City at Yelm Community Services dedication ceremony.
b. Mayor’s Report:
Mayor Rivas recommended changing the June Study Session from Thursday, June 23,
to Wednesday, June 22 at 4:30 p.m. due to a conflict with the annual Prairie Day’s
Parade. Council concurred although not all will be able to attend the meeting.
