PURPOSE: Public Hearing to receive comments on the Amendment to the City of Yelm
1997 Comprehensive Transportation Plan and Transportation Component
of the 1995 Comprehensive Plan & Joint Plan with Thurston County.

The Yelm Planning Commission will hold a public hearing to receive comments on the
Amendment to the City of Yelm 1997 Comprehensive Transportation Plan and Transportation
component of the 1995 Comprehensive Plan & Joint Plan with Thurston County. The
Amendment incorporates the preferred alternative for the Y2/Y3 Corridor, the Y-13 Yelm/Roy
Prairie Railroad Line, and includes a new plan chapter "House Bill 1487 Compliance".
Testimony may be given at the hearing, or through any written comments on the
proposal, and must be received by the close of the public hearing on June 18, 2001.
Such written comments may be submitted to the City of Yelm at the address shown
above or mailed to City of Yelm, PO Box 479, Yelm WA 98597.
The supporting information is available for public review during normal business hours at the
City of Yelm, 105 Yelm Ave W., Yelm WA. For additional information, please contact the

The Yelm City Council will receive the Planning Commission's recommendation regarding the
Amendment, and will review and take action on the Amendment at the regularly scheduled City
Council meeting on July 11, 2001.

PROPOSED ACTIONS
A. ADOPTION OF THE Y2/Y3 TRANSPORTATION CORRIDOR PREFERRED
ALTERNATIVE
The City of Yelm developed a Transportation Plan in 1992, subsequently amended in 1995 and
1997, to meet the requirements of the Growth Management Act and establish a planning
document to assist the City in developing a good, efficient transportation system.
The 1992 Transportation Plan assessed alternatives for potential solutions to its transportation
problems throughout the City and its urban growth area, in particular the congestion and failing
levels of service along Yelm Ave (SR 510 and SR 507). As a result the Y2/Y3 alternative route
of the urban core was selected as the preferred alternative for this specific transportation
problem. The location of the Y2/Y3 corridor was adopted in a conceptual location in the City of
Yelm Transportation Plan.
In 1997, the City received a transportation grant to conduct a Transportation Corridor Study for
the Y2 corridor. In late 1997, the Thurston Regional Planning Council approved an expansion of
the Transportation Corridor Study to include the Y3 corridor. A product of the study was an
environmental assessment that evaluated the alternatives for the Y2/Y3 locations. The Y2/Y3
Corridor Environmental Assessment was issued a Finding of No Significant Impact by the
Federal Highway Administration on February 1, 2000. The City Council approved the preferred
alternative of the Y2/Y3 Environmental Assessment March 8, 2000, Resolution No. 398.
This amendment incorporates the preferred alternative for the Y2/Y3 Corridor, which provides
an alternative route to bypass the urban core as a solution to congestion on Yelm Avenue.
Given that and Environmental Assessment was completed for the location of the Y2/Y3
Transportation Corridor and it found that environmental impacts could be mitigated, this
Addendum is adequate for the purposes of analysis associated with the proposed amendment.
B. AMENDMENT TO COMPLY WITH HOUSE BILL 1487.
During the 1998 session, the Washington State Legislature passed House Bill 1487, which
amended the Growth Management Act and several other statutes relating to planning. This
legislation, referred to as the "Level of Service" Bill, requires local jurisdictions to include
certain specific information concerning transportation facilities and services of statewide
significance in their comprehensive plan. Anew section has been added to the Transportation
Plan which includes the best available information to comply with mandates of the Bill. This

amendment addresses specific GMA planning requirements for local jurisdictions regarding
transportation facilities and services of statewide significance, changes the application of
concurrency for these facilities, and enhances the coordination of planning efforts and plan
consistency at the local, regional and state level.
Given that the amendment does not pose new probable significant adverse environmental
impacts, this Addendum is adequate for the purposes of analysis associated with the proposed
amendment.
C. AMENDMENTS TO INCLUDE YELM/ROY PRAIRIE RAILROAD LINE
In 1997, the City of Yelm became aware that the Burlington Northern Sante Fe Railway was
interested in discontinuing rail service over the Yelm-Roy segment of the line. It was felt that the
continued availability of freight rail service to the Yelm and Roy areas is vital to business
retention and development. Acquisition of the rail corridor would preserve the line and maintain
an economic link to other communities. Additionally, it would provide a possible future link to
the light rail system serving Pierce and King Counties. The City applied for and received
$340,000 in grant funding to be used for acquisition, maintenance, and operation of the Yelm-
Roy segment.
This action does not pose new probable significant adverse environmental impacts, this
Addendum is adequate for the purposes of analysis associated with the proposed amendment.
