Mayor Foster called the meeting to order at 6:05 p.m.

REFUNDING BOND IN THE PRINCIPAL AMOUNT OF NOT TO EXCEED
$2,627,000 TO PROVIDE FUNDS TO REFUND CERTAIN OUTSTANDING
LIMITED TAX GENERAL OBLIGATION BONDS OF THE CITY AND
APPROVING THE OFFER OF 7PMORGAN CHASE BANK, N.A. TO PURCHASE
THE BOND. SECONDED BY MOLLY CARMODY. 7-0, MOTION CARRIED.
b. Ordinance No. 1043, Killion Road Local Improvement District (LID) Refunding
Bond
Councilmember Curry recused herself and left the room due to a conflict of
interest.

PROVIDING FOR THE ISSUANCE AND SALE OF A LOCAL IMPROVEMENT
DISTRICT REFUNDING BOND IN THE PRINCIPAL AMOUNT OF NOT TO
EXCEED $2,569,129 TO PROVIDE FUNDS TO REFUND THE LOCAL
IMPROVEMENT DISTRICT NO. 2 BOND, 2009 OF THE CITY. SECONDED BY
TRACEY WOOD. 6-0, MOTION CARRIED.
C. 2017 AC Water Main Project Bid and Construction Agreement Award
18-019 MOTION BY MOLLY CARMODY AUTHORIZING MAYOR FOSTER TO AWARD
THE PROJECT TO AND SIGN THE CONSTRUCTION CONTRACT WITH
WAUNCH CONSTRUCTION & TRUCKING OF OLYMPIA, WA IN THE AMOUNT
OF $614,818.34. SECONDED BY EJ CURRY. 7-0, MOTION CARRIED.

10. Department Updates by City Administrator Michael Grayum-
• Officer Dan Rozier welcomed a new baby boy on February 8, 2018.
• Chat with the Chief tomorrow at 1:00 pm at Mr. Doug's Restaurant.
• A Community Garden will be created at the Yelm City Park by a committee of
volunteers.
• Yelm Farmer's Market will be located at the Yelm Community Center this year.
• Public Defender interviews have been held and there are four finalists.
• Public Records Act and Open Public Meeting Act training will be held on March
27, 2018 at 3:30 pm in the Public Safety Training Room.
• Ann McFarland will be coming in June to hold a Jurassic Parliament training.
• Council Retreat will be scheduled in the near future.
• The Public Works Project & Program Manager position has been filled.
11. Mayor and Council Initiatives
Councilmember Curry attended the Yelm Finance Department Committee
meeting and the SE Thurston County Fire Authority Liaison meeting.
Councilmember Carmody attended the Intercity Transit Authority Board
meeting, the Yelm Community & Economic Development Committee meeting and
the Hazardous Weather Task Force meeting. Councilmember Carmody would like
to the add Homelessness topic to the next Study Session.
Councilmember Stillwell attended the "State of the City" at the Yelm Chamber
Luncheon.
Councilmember Wood attended the TComm 911 Admin Board meeting.
Councilmember Kaminski attended Bounty for Families at the Yelm Cooperative
and the "State of the City" at the Yelm Chamber Luncheon.
Mayor Foster attended "City Action Days', the Thurston Regional Planning
meeting, South Sound Military Partnership meeting, the Thurston County Mayor's
Forum and gave the "State of the City" address today at the Yelm Chamber Forum
Luncheon.
