Amtech Corporation's proposal is to use paint containing chromium in their existing spray booth. OAPCA's Preliminary Determination is to conditionally approve the Notice of Construction (NOC) application. The proposal has the potential to increase Amtech Corporation's divalent and hexavatent chromium emissions by 30 pounds and 3.5 pounds per year respectively. PUBLIC HEARING NOTICE: On October 10, 2001, commencing at 10:15 am at OAPCA's office in Lacey, a formal public hearing will be conducted by the OAPCA Board of Directors to hear testimony regarding air quality implications of the proposed project. DOCUMENT AVAILABILITY: OAPCA's Preliminary Determination and Amtech's NOC application are on file and available for review at the Timberland Regional Libraries located at 105 Yelm Ave W in Yelm, WA and 500 College Street SE in Lacey, WA, and at OAPCA's office in Lacey at the address indicated above. The purpose of this SEPA checklist is that Amtech is filing a Notice of Construction with Olympia Air Pollution Control Authority to revise our Air Operating Permit to allow us to use paint containing chromium. At the time we applied for our Air Operating Permit, we were permitted to paint our product in a paint booth with controls as approved by the regulations of OAPCA. However the permit excluded paint containing chromium compound. We have a contract that will require that Amtech use paint containing chromium. This is the reason for the SEPA Checklist. Amtech is having an environmental consulting firm prepare the modeling to submit with our NOC to OAPCA, to ensure Amtech meets all the requirements of the Clean Air Act and meet with OAPCA regulations. We look forward to receiving the City of Yelm determination as soon as possible. Our at the time of issuiing of the Title i/ Air Operating Permit, one condition of the permit was that Amtech not use paints containing chromium. At the time of permitting we agreed to this since we were not using paint containing chromium. V41e have a contract with the U.S. (Military to produce a product and this product will require a special paint which does contain chromium. Amtech will follow are regulatory requirements as imposed by Olympia Air Pollution Control Authority to control the emissions of #his paint. 12. Location of the proposal.
