Call to Order: Mayor Rivas called the meeting to order at 7:30 p.m.

Public Hearings
Public Hearina: Yelm Community Schools Rezone - ZON-03-9349-YL,
Approximately 12 Acres Adjacent to Mill Pond Intermediate School from Low
Density Residential (R-4) to Institutional District (ID).
Mayor Rivas opened the public hearing at 7:33 p.m. announcing the time,
date, place and purpose of the hearing. No objections to participants were
stated. Mayor Rivas called for a staff report.
Grant Beck reported that Yelm Community Schools is requesting rezoning of

8. New Business
a. Resolution No. 439 Amending and Clarifying Resolution 435, and concerning
a State Revolving Loan Agreement. Shelly Badger provided background on
the original $755,000, 1.5% interest Department of Ecology State Revolving
Loan approved by Council with Resolution 435 earlier this year.
An additional $100,705 request was submitted to Ecology for funding to
complete work on the Equalization Basin at the Waste Water Treatment
Facility. The work reduced the size of the basin to better accommodate actual
production amounts. Department of Ecology approved the request for the
additional funding. Resolution 439 combines the two amounts and approves
the increase. Debt repayment costs are expected to increase from $45,000 to
$51,000 per year.

APPROVING RESOLUTION NO. 439 APPROVING RECEIPT OF AN
ADDITIONAL $100,705 DEPARTMENT OF ECOLOGY STATE REVOLVING
LOAN TO BE COMBINED WlITH THE EXISTING $755,000 LOAN
APPROVED IN RESOL TUION 435. CARRIED.
b. Ordinance No. 795 Amending the YMC Chapter 2.36.010 by Reducing the
Number of Yelm Planning Commission (YPC) Members from Nine to Seven.
Grant Beck reported that since changing to a Hearings Examiner system the
Yelm Planning Commission's focus has been on long range planning issues,
which would be easier to manage with fewer members. Additionally, as the
code has not been amended since implementing the Growth Management Act
some updating was needed to comply with changes and with enabling
legislation from the Growth Management Act and the Planning Enabling Act
for Code Cities.
The YPC approved this recommendation to Council earlier this year, but was
waiting for Planning Commission vacancies to allow the reduction.

ORDINANCE NO. 796 AMENDING YELM MUNICIPAL CODE CHAPTER
2.36 BY REDUCING THE NUMBER OF PLANNING COMMISSION
MEMBERS FROM NINE TO SEVEN. CARRIED.
c. Resolution No. 440 Requesting a Speed Limit Reduction on S.R. 507 within
Yelm City Limits.
Grant Beck reported that the city requested on various occasions that WSDOT
lower the speed limit on S.R. 507 between Mill Rd (25 m.p.h.) and city limits
(55 m.p.h.). WSDOT denied the requests as the traffic impacts did not meet
established criterion for a speed reduction on a state highway.
Recently WSDOT contacted the City and indicated that they were considering
reducing the speed limit. WSDOT requested a resolution from the City
requesting a lower speed limit. The resolution prepared for Council was for a
reduction from 55 to 45 m.p.h. from the city limits to Mill Road.

works) remodel. The closing date is 12/05/03. He also announced the
combined meeting with Yelm elected officials and 2nd District legislative
representatives to review the status of issues important to the City of Yelm.
The meeting will be held at Yelm City Hall on Wednesday, December 10, from
5:30 to 7:00 p.m., immediately preceding the December Regular City Council
Meeting.
c. Staff Updates/Announcements
Grant Beck provided information about an upcoming TRPC Transportation
Policy Board Legislative Workshop to discuss issues and plans for the 2004
Legislative Session on Thursday, November 20 from 7-9 p.m.

Benum Enterprises.
