Following are responses as to how Walgreens meets the design guideline requirements for the City of
Yelm Mixed Use Designation:
1.A.(2) Relate development to street fronts (other than pedestrian-oriented streets).
a) Define the street edge with building landscaping or other feature.
The street edge is defined with Type II landscaping in the form of 8-foot planters along
Yelm Avenue and Creek Street and landscaping in the storm pond area at the corner of
the property.
b) Provide direct access to building fronts from the sidewalk. Preferably these access
ways should be separate from the parking lot. If access traverses the parking lot, then
it should be specially marked.
A pedestrian-oriented space is provided along Yelm Avenue, with a marked walkway to
the main entrance of Walgreens. The walkway will be raised above the parking lot
pavement and constructed of concrete to distinguish it from asphalt parking areas.
c) If parking is adjacent to street frontage, provide substantial landscaping, as provided
for in Chapter 17.80, that inclzzdes a sight obscuring evergreen hedge, existing
vegetation, trees approved to screen walls, and/or- other treatment....
8 feet of Type II landscaping is provided where parking is adjacent to the street along
Yelm Avenue.
d) Parking reductions, or joint use parking may be achieved in accordance with Chapter
17.72, Off-Street Parking and Loadntg.
The parking lot has been designed to comply with the standards of the Yelm Parking &
Loading chapter.

e) For businesses which require outdoor display oriented to the street, such as nurseries
and auto sales, the street edge shall be defined as required in Section V.H.
Not applicable. This project is a drugstore with pharmacy drive-thru.
~ Provide sufficient room for a sidewalk (or sidewalk and planter strip) at least 8 feet
wide if there is not space in the public right-of--way.
Additional right-of--way has been dedicated to allow for planter strips and sidewalk.
I.B.(1) Minimize visibility and impacts of service areas.
A wood dumpster enclosure will be constructed to be compatible with the Walgreens building.
The screening will be a minimum of 6 feet high. The dumpster area is located at the back
corner of the store adjacent to the loading area.
I.C.(1) Take advantage of special opportunities and mitigate impacts of large developments.
The project site is 1.86 acres in size; therefore, this guideline does not apply.
I.D.(1) Reduce impact of service areas and mechanical equipment.
The loading area is located along the side of the building, where it will be least visible from the
street. The dumpster is located adjacent to the loading area, at the rear corner of the building.
I.E.(1) Integrate biofiltration swales and ponds into the overall site design.
The biofiltration Swale is located on the north side of the lot and incorporated within a Type II
landscaped area. The pond will be planted with Type V landscaping as required by the Yelm
code.
LF.(1) Enhance the visual quality of development on corners.
The storm pond for the project is located at the corner, incorporated within a .16 acre
landscaped area. The pond area itself will be planted with Type N and V landscaping
materials, and the balance of the area will be Type II landscaping.

III.B(1)Minimize driveway impacts.
Although the project has over 500 foot of road frontage, only two driveways are being
proposed. Because the site is at the corner of Creek St. and Yelm Avenue, one driveway to
each fronting road is provided. Both driveways have been located away from the intersection.
III.C(2) Meet requirements for parking lot design detail standards.
a) All parking areas and driveways will be surrounded by a 6" high vertical concrete curb.
b) Parking lots will be lighted to a level of at least 5 foot candle average as measured on
the ground. Parking lot light fixtures will be non-glare and mounted no more than 20
feet above the ground.
c) Curbs will be located between edges of parking spaces and landscaped areas.
d) Pathways are provided as required in Section II.B.(3)g.
III.D(1)MinimiZepacking areas through joint use and management.
This project is not requesting a reduction in number of parking stalls.
III.D(1)Encouragestcuctured parking.
This project does not require or warrant use of structured parking.
IV.A(1)hacorporate human-scale building elements.
The Walgreens building will provide more than 150 square feet of pedestrian-oriented space
that meets City requirements, as well as a covered entry. Awnings are also provided over
windows along the length of the building which will offer protection from the weather for
pedestrians.
IV.B(1)Reduce scale of large buildings.
In order to be compatible with downtown Yelm's architectural size and character, the proposed
Walgreens will have modulated roof line through a tower element at the main entrance. The
south and west elevations incorporate several types of building materials, windows and
integrated columns to break up the facade.

IV.C(1)Arclzitectzzrally accentuate building corners at street intersections.
The building has a corner entrance located within a tower element. This entrance will be
covered with a metal canopy to provide weather protection. Apedestrian-oriented space will be
constructed along Yelm Avenue which will have a walkway to the entrance.
N.D(1)Enhance buildings with appropriate details.
The proposed Walgreens will utilize rock veneer wainscoting and columns with rock veneer.
The tower feature will have a full wall of windows.
N.E(2) Use compatible building materials.
The primary surface of the building will be Portland cement stucco with rock veneer trim. The
metal roofing will be of high quality and not be brightly colored.
IV.F(1) Treat blank walls that are visible from the street parking or adjacent lot.
The proposed Walgreens does not have any blank walls visible from the street or adjacent lot.
As mentioned above, all walls visible from the street will have windows, columns, and varying
materials to create an attractive and inviting building.
N.G(1)Locate and/or screen roof-mounted mechanical equipment so as not to be visible from tl:e
street or from the grou~zd--level of adjacent properties.
Roof-mounted mechanical equipment will be screened so as not to be visible from the street or
ground-level of adjacent properties. The screening will blend with the architecture of the
building.
V.G.(1)Develop a site landscape design concept.
A conceptual landscape design is submitted as part of the site plan for this project. It includes a
pedestrian circulation system with amenities and plantings, as well as perimeter and parking lot
landscaping. A storm~vater pond is located in .16 acres of landscaped area at the corner of the
site, adjacent to the pedestrian-oriented space.

V.H.(1)Provide substantial site landscaping.
Landscaping is provided on site in accordance with City of Yelm requirements. Approximately
43% of the site will be landscaped.
V.H.(2) Protect and enhance natural features.
The site is currently built out with an apartment complex and two residential structures that
have been converted to commercial uses. It is relatively flat and doesn't contain any trees or
shrubs or water access.
V.I.(1) Screen all parking lots as required by Chapter 17.80, Landscaping.
The parking area is landscaped in accordance with Chapter 17.80, including Type II
landscaping around the perimeter of the site and Type IV landscaping in the parking lot.
V.I.(2) An alternative to the required perimeter parking area landscaping plan may be submitted.
This option is not being used for this project.
V.I.(3) Provide internal parking lot landscaping.
1,728 square feet of parking lot landscaping is required for this project, and 1,850 sf is being
provided. No parking stalls will be located more than 50 feet from a tree and there will be at
least one tree for every 5 parking spaces.
V.J.(1) Consider alternative building a~:d parki~ag siting strategies to preserve existing trees.
This site is currently built out with apartments and two commercial buildings. There are no
existing trees on the site.
V.J.(2) Consider the integration of pedestrian and bicycle paths with stands of n:ature trees where
feasible to co~:nect adjacent uses.
No mature trees are located on this site. Paths will be provided to the adjoining sidewalks so
pedestrians may walk to nearby businesses and residences. As the adjacent properties are built
out, a connection may be considered at that time.
