I spoke with Mr. John Hamilton. Mr. Hamilton stated that

owner) would not be renewing leases, but putting all tenants on a month-to-month
status.
Mr. Hamilton said that both he, and Walgreen's will be sensitive to the tenants needs,
and will give the most amount of time possible to relocate. It will take some time after
land use approval from the City, before the sale of the property can be completed, and
then on to construction.

We have received and reviewed the subject proposal and have the following
comments:
1. The Department requests that you provide us the opportunity to review and
comment to the traffic analysis for this development.
2. The Department has classified this section of SR 507 as a Class 2 Controlled
Access Highway with minimum access spacing of 660 feet. Per WAC 468-52,
private direct access to the State Highway system shall be permitted only when
the property has no other reasonable access to the general street system, or if
access to the general street system would cause traffic operational conditions or
safety concerns unacceptable to the local governmental entity. The Department is
strongly opposed to the addition of a SR 507 access for this development.
3. The Department normally only accepts stormwater runoff that currently enters
State right-of--way from the existing site. If any stormwater is directed onto State
right-o~ way, we request the opportunity to review and comment on the drainage
plans and supporting calculations prior to project approval.

An application submitted by Evergreen Devco, Inc., 21743 21St. Ave., W., Brier, WA 98036, for the
above referenced project was received by the City of Yelm on July 27, 2001. The City has
determined the application to be complete on August 8, 2001. The application and any related
documents are available for public review during normal business hours at the City of Yelm, 105 Yelm
Avenue W., Yelm WA. For additional information, please contact the Community Development

PROJECT DESCRIPTION: The project proposal consists of the demolition of two commercial
buildings, and an apartment complex. Anew 14,490 sq. ft. retail building will be constructed. The
project will provide on-site parking, loading areas, landscaping, pedestrian and automobile circulation,
and storm water treatment and drainage.
ENVIRONMENTAL and OTHER DOCUMENTS SUBMITTED WITH THE APPLICATION: An On Site
Drainage Plan, Traffic Analysis, and Environmental Checklist have been submitted.
Additional Information or Project Studies Requested by the City: The City has not requested any
additional information at this time.
No preliminary determination of consistency with City development regulations has been
made. At minimum, this project will be subject to the following plans and regulations:
City of Yelm Comprehensive Plan, Zoning Title (17), Critical Areas Ordinance (14.08), Storm Water
Drainage Design and Erosion Control Manual (DOE), Uniform Building Code, State Environmental
Policy Act (SEPA) Title (14), Road Design Standards, Platting and Subdivision Title (16), and the
Shoreline Master Program.
The City of Yelm invites your comments early in the review of this proposal. Comments should be
directed to the Community Development Department at Yelm City Hall, PO Box 479, Yelm WA 98597.

Evergreen Devco is proposing construction of a Walgreens Drug Store on 2.25 acres at the NW corner
of Yelm Avenue and Creek Street in Yelm. The project site is located within the C-1 Commercial Zone
in Yelm's Mixed Use Downtown District. The project will consist of a 14,490 square foot drug store
with drive-through pharmacy and 66 parking spaces. Access to the project will be provided by one new
driveway onto Yelm Avenue and one new driveway onto Creek Street. Project completion is expected
in 2002, which will be the horizon year for analysis purposes.
Project Trip Generation
Vehicle trip generation was calculated for this project using the trip generation rates contained in the
current edition of the Trip Generation report by the Institute of Transportation Engineers (ITE). The
Pharmacy/Drugstore with Drive-Through Window land use (land use code 881) was determined to be
the most applicable to this site. The trip generation rate used for this analysis is shown below in
Table 1.

A project such as a drugstore with adrive-through pharmacy tends to attract a large amount of traffic
from people already driving on the area roadways. These trips are not new trips added to the local
roadways (primary trips) but represent "pass-by" trips according to the following definition:
Pass-bv Trips are trips made as an intermediate stop from an origin to a primary
destination (i.e. stopping to shop on the way home from work) by vehicles passing
directly by the project driveway.
Documentation provided by the Institute of Transportation Engineers (TTE) indicates land uses such as
pharmacies with drive-through windows commonly experience pass-by rates of 50 to 60%. In previous
discussions between the developer and the City of Yelm, a pass-by rate of 50% was agreed to. For this
analysis, we have reduced the total project trips by 50% to reflect the occurrence of pass-by trips.
Project traffic volumes after this reduction represent the "new-to-network" trips. The project trip
generation calculations are shown on Table 2.

Trip Distribution
The vehicle directional trip distribution to and from the site will be based primarily on:
• the area street system characteristics,
• current travel patterns on the area roadways,
• the proposed access system for the project,
• locations of residential areas, employment bases, and shopping commercial centers.
For this study, the regional distribution of traffic to and from the proposed project was estimated using
the regional transportation model. The Thurston Regional Planning Council (TRPC) created the area-
wide transportation model with cooperation from the local jurisdictions within the County. The model,

developed using the TModel2 software package, has been calibrated to accurately represent the existing
vehicle travel patterns throughout the entire County.
In the transportation model, the County-wide transportation network is divided into 483 "Traffic
Analysis Zones" (TAZs). The Yelm Walgreens is located within TAZ number 397. A distribution
analysis was performed for this project by conducting a "Select Zone Analysis" for TAZ 397. This
feature of the TModel2 software package allows all of the traffic into and out of a particular zone to be
isolated and shown separately from the rest of the traffic on the network. This graphically shows the
percentage of vehicles currently using each of the available routes into and out of the area (SR507,
Morris Road SE, Bald Hill Road SE, Creek St., 103rd St. SE, etc.) From this information, regional
distribution percentages were calculated for future traffic from the proposed Yelm Walgreens project.
The `pass-by' trips were distributed onto the roadway network based on current PM peak hour
directional traffic volumes on Yelm Avenue and Bald Hill Road. The new-to-network and pass-by
traffic distribution for this project is shown on Figure 2, with a site area detail on Figure 3.
Based on the site traffic volume distribution we have determined four intersection locations that will
require analysis:
• Yelm AvenueBald Hill Road-Creek Street
• Yelm Avenue/ 1St Avenue
• Creek Street/Site Driveway
• Yelm Avenue/Site Driveway.

At the request of Mr. John Hamilton, representing Evergreen Devco, Inc., we are providing a fee
proposal to complete a Traffic Impact Analysis Study for the proposed Walgreens at 10540 Highway
507 SE, Yelm. Our scope of work that follows outlines the pertinent tasks and costs associated with
completing the work effort.
Phase IServices -Traffic Scoping Letter
1. Estimate site-generated traffic for the proposed drug store development for PM peak hour
conditions. Include calculation showing the occurrence of `pass-by' trips.
2. Conduct a trip distribution analysis for the project site using the TRPC Transportation Model.
3. Distribute and assign site-generated traffic to the adjacent roadway network based upon the trip
distribution analysis. Prepare a traffic figure showing the project trip generation and
distribution onto the local roadway network.
4. Prepare driveway traffic distribution reflecting the effect of pass-by trips
5. Based on work completed in Item 2 and 3, identify the number of study intersections to be
analyzed in the traffic report in accordance with City of Yelm TIA guidelines.
6. Prepare traffic scoping letter and submit to the City of Yelm.

Phase 2 Services -Traffic Impact Analysis Report Preparation
1. Collect available traffic and accident data from the City of Yelm.
2. Conduct manual evening peak period turning movement counts at the following intersections:

Additional locations designated by the City will be considered extra services.
3. Prepare future traffic volume estimates for the project completion horizon year, with and
without project traffic. Incorporate traffic from other developments in the permitting process,
and an appropriate `background' growth rate.
4. Conduct PM peak hour capacity and level of service analyses for existing conditions and project
horizon year scenarios with and without the proposed development. The following intersections
will be analyzed for traffic impacts to satisfy City of Yelm guidelines and requirements for the
project:
• Yelm Avenue/NE Creek StreetBald Hill Road
• NE 103rd St SE/Yelm Avenue
• Creek Street/NE 103rd St. SE
• 1 S` St/Yelm Avenue
Additional locations designated by the City will be considered extra services.
5. Conduct PM peak hour intersection analysis for both site driveway intersections.
6. Assess development impact on the adjacent street network following project completion.
7. Provide recommendations and mitigation measures to accommodate traffic impacts created by
the proposed development. Proposed mitigation measures will be identified and described and
will conform to the requirements of the City of Yelm.
7. Prepare Traffic Impact Analysis Study documentation, complete with appropriate tables and
figures, summarizing our findings for review by the Client.

8. Revise report to incorporate any comments and submit report to the City of Yelm for review
and approval.
Estimated Cost for Phase 2 Services: ~S, 000
We will complete the tasks described above for a lump sum fee of $7,000. Additional services
requested, but not identified in the scope of work, will be considered "extra services" and will be
charged on a time and materials basis.
If you would like us to proceed with the above work, please sign below as authorization to proceed. We
understand that there is a tight time line for this project, and upon notice to proceed and signed
authorization, we will attempt to complete the traffic study in time to meet the July 25 submittal
deadline. This schedule may be subject to change if the project is delayed beyond the control of the
Shea Group.
