We reviewed the environmental checklist and have the following comments: Solid Waste Services: Demolition debris can often be recycled for less than it costs to landfill the materials. Call Ecology's 1-800- RECYCLE to see if there are facilities in the area that will accept your demolition wastes. Please consider the use of materials that have been salvaged or are made from recycled/recyclable materials. There are many opportunities to incorporate environmentally sound principles, such as on-site recycling or scrap building materials, in your project. Many of the principles can save you money. Please call Paige Sorensen at (360) 407- 6352 for more information and ideas. Water Quality Erosion control measures must be in place prior to any clearing, grading, or construction. These control measures must be effective to prevent soil from being carried into surface water by stormwater runoff. Sand, silt, and soil will damage aquatic habitat and are considered pollutants. Any discharge of sedimen. t-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface Waters of the State of Washirgten, and is subject to enforcement action. During construction, all releases of oils, hydraulic fluids, fuels, other petroleum products, paints, solvents, and other deleterious materials must be contained and removed in a manner that will prevent their discharge to waters and soils of the state. The cleanup of spills should take precedence over other work on the site. ENVIRONMENTAL CHECKLIST Purpose of checklist: The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental agencies to consider the environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. Instructions for applicants: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Following construction, emissions from customer vehicles will be released on site. All emission quantities are anticipated to be within normal ranges for projects of this type. b. The site boundary at NE Creek St. is approximately 1,000 feet east of Yelm Creep 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. No work will be done within 200 feet of Yelm Creep 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Treatment that meets or exceeds tl:e standards will be provided prior to infiltration to the ground. All plans will be reviewed and approved by the City of Yelm prior to construction. 4. Plants a. EVALUATION FOR AGENCY USE ONLY The project is located on the north side of Yelm Aver:ue, which is the main arterial through Yelm. Standard traffic noises at levels typical for an urban environment therefore exist in the project area. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. Short term noise will be generated by heavy equipment and construction activity. Long term noise will include typical traffic noise associated with commercial areas and parking lots. 3) Proposed measures to reduce or control noise impacts, if any: Standard muffling equipment will be installed on all heavy equipment. 8. Land and shoreline use a. What is the current use of the site and adjacent properties? An 10-unit apartment complex is located on the larger parcel, consisting of two buildings with S units each and a separate buildigg used for laundry facilities and storage. Two vacant buildings which appear to have been built as single family residences and converted to commercial uses are located on the smaller parcels. Prairie Plaza, a strip mall contaiizing several small retail uses, is located irztrzzediately zzortli of tJze apartmer:ts. A Chevron station is located across Creek Street from the site, and an Arco statioz: is located at t/ze sorrtlzeast corner of tl:e intersection. Other commercial uses are located along Yelm Avenzre to tl:e west of tl:e property. b. Has the site been used for agriculture? If so, describe. The site has not been used for agriculture in recent years. What is the tallest height of any proposed structure(s), not including antennas; what is the principal exterior building material(s) proposed? Views of the property from the surrounding area will change from older residential structures to a new commercial building with related improvements. c. Yelm Avenue (SR 507), an urban arterial, and Creek Street, classified as a commercial collector, serve the site. An access is proposed from the project onto each of these streets. b. Is site currently served by public transit? If not, what is the approximate distance to the nearest transit stop? Intercity Transit serves Yelm via Yelm Avenue. Two routes serve the area: The South County Special, Route 92, provides mid-day service one day a week, on Friday. Route 94 provides two afternoon commuter hour runs to Yelm on weekdays, terminating at the Nisqually Plaza on Yelm Ave. c. How many parking spaces would the completed project have? How many would the project eliminate? Tlie completed project will have 66 parking spaces. The site does not have any striped parking spaces; however, it appears that at least two spaces are available for each apartment unit, plus additional parking along t1:e Creek Street side of the paved area. A gravel driveway with space for parking is available for use by the two commercial buildings. d. Will the proposal require any new roads or streets, or improvements to existing roads or streets, not including driveways? If so, generally describe (indicate whether public or private).
