Dear Cathie:
We are pleased to present the Transportation Impact Analysis for the proposed Yelm Avenue
Walgreens.
Our analysis indicates that the Yelm Avenue Walgreens will add approximately 76 new PM peak hour
trips to the area roadways after completion. The study indicates that the increase in traffic generated by
the proposed project will be accommodated by the planned roadway improvements within the area.
Traffic generated by the proposed Walgreens will have a measurable impact on the local roadway
system. The project should be required to construct half street frontage improvements along the
property frontage on Creek Street and Yelm Avenue and to pay a Transportation Facility Charge to the
City of Yelm.

I. INTRODUCTION
Project Overview
The Yelm Avenue Walgreens project will consist of a 14,490 square foot drugstore on 1.86 acres
at the NW corner of Yelm Avenue and Bald Hill Road-Creek Street in Yelm. Access to the
project will be provided through a driveway to Creek Street and a driveway directly onto Yelm
Avenue. Figure 1 illustrates the site vicinity and the transportation network serving the project
area.
Study Context
This report by The Shea Group documents the results of a Traffic Impact Analysis (TIA) of
existing and future traffic conditions in the project vicinity. The study was prepared according to
City of Yelm TIA guidelines for new developments as part of the required environmental review
submittal for the proposed project. Two intersections in the study area were analyzed. The
project is expected to be completed by 2002, which was used as the horizon year for this study.
The work scope for this study was determined through a scoping process involving
representatives of the developer, the City of Yelm, and The Shea Group. The intersections to be
analyzed were identified with input from City staff.

II. PROJECT DESCRIPTION
Development Proposal
The Yelm Avenue Walgreens project consists of construction of a 14,490 square foot Walgreen's
drugstore with adrive-through pharmacy and 57 parking spaces. The site is located on 1.86 acres
at the northwest corner of the intersection of SR 507 and Bald Hills Road-Creek Street. Access
to the site will be from two driveways, one from Yelm Avenue (SR 507) and one from Creek
Street. The project site is located within the C-1 Commercial Zone in Yelm's Mixed Use
Downtown District. A drugstore with drive-through is a permitted use in this zone.
The site is currently occupied by a 10-unit apartment complex and a small commercial building.
All of the existing buildings will be removed prior to constructing the Walgreens project. There
are several existing driveway access points on Yelm Avenue and Creek Street serving the subject
property. The existing accesses will be replaced by the two access points shown on the proposed
site plan.
A reduced copy of the site plan showing the proposed building configuration and internal
roadway network is provided on Figure 2.

III. BACKGROUND INFORMATION
Area Land Uses
Prairie Plaza, a strip mall containing several small retail uses, is located immediately north of the
project site. A Chevron station is situated across Creek Street from the project site, and an Arco
station is located at the southeast corner of the Yelm AvenueBald Hill Road-Creek Street
intersection. A mobile home park is located across Yelm Avenue from the subject property.
Other commercial uses are located along Yelm Avenue.
Roadway Inventory
Creek Street NE is a two-lane roadway running north-south between SR 507 (Yelm Avenue) and
103rd St. It is designated a commercial collector, with shoulders on both sides of the road and a
sidewalk on the east side. There is a stop sign on Creek St. at 103rd St. SE. The intersection at
Yelm Avenue and Creek St. is signalized. There is a center turn lane along the portion of Creek
Street near Yelm Avenue, extending from the intersection to Prairie Plaza. The posted speed
limit is 25 mph.
103rd Avenue
103rd Avenue is a two-lane roadway which runs east-west between Yelm Avenue and Bridge St.
SE. In the project vicinity, 103rd Avenue has no shoulders, and the posted speed limit is 25 mph.
There is a stop on 103rd Avenue at Grove Rd. SE. The intersection at Yelm Avenue is under stop
sign control.
Morris Road
Morris Road begins just south of the intersection of SR 507/Creek St. NEBaId Hill Road SE,
and runs southerly from its intersection with Bald Hill Road. It is a two-lane roadway with
paved shoulders. There is a stop-sign on Morris Road at the intersection with Bald Hill Road.
Bald Hills Road
Bald Hills Road runs generally east-west from the intersection of SR507/Creek St. NE. It is a
two-lane roadway with paved shoulders.
Yelm Avenue (SR 507)
Yelm Avenue (State Route 507) is a State facility classified as an urban arterial. There are no
bike lanes or sidewalks in the immediate vicinity of the project site. East of the project site,
Yelm Avenue has two lanes and a posted speed limit of 35 mph. West of the site, the roadway
has athree-lane section and a speed limit of 25 mph.
Traffic Volume Data
Trafficount, a local traffic data collection firm, provided evening peak period turning movement
counts for the following locations:
• Yelm Avenue/First Street
• Yelm AvenueBald Hill Road-Creek Street

These traffic volumes were used for our base year operations analysis, and as the basis for future
year traffic volume projections. Figure 3 represents the 2001 base year peak hour traffic
volumes for this study. The turning movement count worksheets are provided in Appendix A.
Public Transportation
Public Transit is provided to the site by Intercity Transit via Yelm Avenue. Two routes serve the
area: The South County Special, Route 92, provides mid-day service one day a week, on Friday.
Route 94 provides two morning and two afternoon commuter hour runs to Yelm on weekdays,
terminating at the Nisqually Plaza on Yelm Avenue.

IV. PROJECT TRAFFIC CHARACTERISTICS
The two project-related characteristics having the most effect on area traffic conditions are peak
hour traffic generation and the directional distribution of these traffic volumes.
Traffic Generation
Vehicle trip generation was calculated for this project using the current edition of the Trip
Generation report by the Institute of Transportation Engineers (ITE). The Pharmacy/Drugstore
with Drive-Through Window land use (land use code 881) was determined to be the most
applicable to the project. The trip generation rate used for this analysis is shown below in Table
1.

The total trip generation expected from this development is calculated by applying the total
square footage to the appropriate trip generation rate. It is expected that some of the project
traffic will constitute pass-by traffic as described below.
Pass-by Traffic
A project such as a drugstore with adrive-through pharmacy tends to attract a large amount of
traffic from people already driving on the area roadways. These trips are not new trips added to
the local roadways (primary trips) but represent "pass-by" trips according to the following
definition:
Pass-bv Triers are trips made as an intermediate stop from an origin to a primary
destination (i.e. stopping to shop on the way home from work) by vehicles
passing directly by the project driveway.
Documentation provided by the Institute of Transportation Engineers (ITE) indicates land uses
such as pharmacies with drive-through windows commonly experience pass-by rates of 50 to
60%. In previous discussions between the developer and the City of Yelm, a pass-by rate of 50%
was agreed to. For this analysis, we have reduced the total project trips by 50% to reflect the
occurrence of pass-by trips. Project traffic volumes after this reduction represent the "new-to-
network" trips. The project trip generation calculations are shown on Table 2.

Trip Distribution
The vehicle directional trip distribution to and from the site will distribute onto the area
roadways based primarily on the following factors:
• the area street system characteristics
• current travel patterns on the area roadways
• the proposed access system for the project
• locations of residential areas, employment bases, and shopping/commercial centers
For this analysis, the directional distribution of traffic to and from the proposed project was
estimated using the regional transportation model. The Thurston Regional Planning Council
(TRPC) created the area-wide transportation model with cooperation from the local jurisdictions
within the County. The model, developed using the Tmodel2 software package, has been
calibrated to accurately represent the existing vehicle travel patterns throughout the entire
county.
In the transportation model, the county-wide transportation network is divided into 483 "Traffic
Analysis Zones" (TAZs). The Yelm Avenue Walgreens property is located within TAZ number
397. A distribution analysis was performed for this project by conducting a "Select Zone
Analysis" for TAZ 397. This feature of the TMode12 software package allows all of the traffic
into and out of a particular zone to be isolated and shown separately from the rest of the traffic
on the network. This graphically shows the percentage of vehicles currently using each of the
available routes into and out of the area (SR 507, Morris Road SE, Bald Hill Road SE, Creek
Street, 103rd Street, etc.). From this information we calculated distribution percentages for future
traffic from the proposed Yelm Avenue Walgreens project. The "pass-by" trips were distributed
onto the roadway network based on current PM peak hour directional traffic volumes on Yelm
Avenue and Bald Hill Road. The new-to-network distribution for this project is shown on
Figure 4, with a site area detail, including pass-by trips, on Figure 5.

V. FUTURE TRAFFIC CONDITIONS
Roadway Improvements
The City of Yelm, in conjunction with the Washington State Department of Transportation
(WSDOT), has identified several improvements that will be required to maintain acceptable
traffic flows along the SR 507 corridor. The initial phase of improvements has been completed,
and the City has received a grant to widen Yelm Avenue (SR 507) to urban arterial standards
between 3rd Street and Five Corners (the intersection of Yelm AvenueBald Hill Road-Creek
Street).
In addition to the Yelm Avenue improvements, the City of Yelm has identified other roadway
improvements in the project area. These include the following;
• 103rd St. from West Road to Creek Street -widen to urban standards
• West Road from 4r'' Avenue to 103rd St. -widen to minor arterial standards
Pipeline Development Projects
A pipeline development project is defined as a development in the project area that is either
under construction, approved for construction, or in the permitting process. In the study area,
three pipeline projects were identified that will add traffic to the study area. A fast food
restaurant will be constructed on Yelm Avenue at Plaza Drive, and a 48-unit apartment complex
is planned on Vancil Road. The third pipeline project is Prairie Park mixed use development.
The first phase of Prairie Park, a cinema, has been completed. Phase 2 consists of
retail/commercial uses. Table 3 below shows an estimate of the new-to-network trips these
projects will add to the area roadway network.

methodology described for projected Yelm Avenue Walgreens site traffic. The total pipeline
traffic volumes used for this analysis are shown on Figure 6.

Projected Traffic Volumes
In addition to traffic from the identified pipeline developments, it is anticipated that background
traffic growth will occur within the study area. To estimate the traffic volumes that will be
present at the study intersections during the 2002 project horizon year, we applied a growth rate
of 4% to the base year traffic volumes. The 4% growth rate is based on historical growth trends
and was determined by the City of Yelm. The projected 2002 traffic volumes without the Yelm
Avenue Walgreens project are shown on Figure 7. We then added the estimated traffic from the
proposed Yelm Avenue Walgreens project to calculate the horizon year total traffic assignment.
The projected 2002 traffic volumes including project site traffic are shown on Figure 8.

VI. TRAFFIC OPERATIONS ANALYSIS
Traffic analyses were conducted to determine any capacity deficiencies within the study area for
the base year 2001 and project completion 2002 horizon year. The acknowledged source for
determining overall capacity for arterial segments and independent intersections is the current
edition of the Highway Capacity Manual. Capacity analyses were completed for the base year
2001 and projected 2002 peak period traffic volume scenarios.
Capacity analysis results are described in terms of Level of Service (LOS). LOS is a qualitative
term describing operating conditions a driver will experience while traveling on a particular
street or highway during a specific time interval. It ranges from A (very little delay) to F (long
delays and congestion). Level of Service C is the concurrency standard for the City of Yelm,
with the exception of the designated "urban core" area, which includes the Yelm Avenue
corridor. The City has adopted a lower service level (LOS F) for this area of the city.
The capacity analyses were completed for traffic volume conditions expected to occur during the
evening peak period at all study intersections. The analyses were performed using Highway
Capacity Software for stop sign controlled intersections and Signa12000 software for the
signalized intersections. The capacity analysis worksheets are provided in Appendix B.
Following is a description of the level of service analysis for the study intersections.

Signalized Intersections
Yelm Avenue/First Street
This operates under actuated traffic signal control with protected left-turns at each approach.
The eastbound and westbound approaches on Yelm Avenue each have single exclusive lanes for
each movement. The northbound and southbound approaches on First Street provide exclusive
left-turn lanes and shared through-right lanes. The intersection currently operates at a LOS D
condition during the evening peak hour. By the 2002 horizon, the intersection will degrade to a
LOS E condition with the addition of background and pipeline traffic growth. After completion
of the proposed Walgreens project the intersection delay will increase slightly, but the
intersection will remain at a LOS E condition.
There is an existing concern at this intersection involving the turning radius of the westbound to
northbound right-turn movement. Because of the limited turning radius, trucks occasionally
cross the sidewalk with the back axles of the trailer. The awning on the adjacent building has
been damaged by encroaching trucks. The City, in conjunction with WSDOT, has plans to
improve the intersection by re-striping the southbound approach on First Street to narrower 11-
foot lanes, and to move the southbound left-turn lane stop bar a few feet further back from the
intersection. These improvements will give trucks more room to maneuver while making their
turn. Even with these improvements, it is anticipated that larger vehicles may encroach onto the
sidewalk area, but the number of occurrences will be reduced.
As mentioned previously, the Yelm Avenue corridor has an adopted LOS standard of LOS F.
The City, in conjunction with WSDOT and the Federal Highway Administration (FHWA), has
plans to construct two bypass routes (known as Y-2 and Y-3) around the downtown area.
Construction of the bypass routes will reduce the traffic demand on Yelm Avenue and will
improve the operation of the intersections through the downtown core area. The two bypass
routes are in the preliminary planning stages with no specific construction timeline.

intersection will remain at LOS C. When the Walgreens project is completed in 2002, overall
delay at the intersection will increase slightly, but the intersection will remain at a LOS C
condition.

Site Driveway Analysis
As described previously, the proposed project will have two access points: one onto Yelm
Avenue and one onto Creek Street. The following is a description of the anticipated operation of
the project driveways.
North Site Driveway/Creek Street
This driveway will be located on Creek Street approximately 330 feet north of Yelm Avenue.
The intersection will function as astop-controlled `tee' intersection. Along the project frontage
Creek Street has a single through lane in each direction, and atwo-way center turn lane. Just
north of the proposed driveway the roadway narrows to two lanes. At project completion the
driveway is expected to operate at a LOS B for the eastbound left-turn movement.
South Driveway/Yelm Avenue
This access will be located on Yelm Avenue approximately 380 feet west of Creek Street. The
intersection will function with stop control for the southbound driveway approach. Based on the
anticipated traffic volumes, the left-turn movement from the site driveway would operate at a
LOS F condition. The right-turn movement from the driveway access would operate at a LOS B
condition.
Because of the poor level of service anticipated for the left-turn movement at this driveway, we
have evaluated the potential safety of that movement from the driveway access. There are a
number of factors that indicate that prohibiting the southbound left-turn movement would
improve the overall safety and flow of the site.
• Poor Level of Service. Because of the high traffic volume on Yelm Avenue, the southbound
left-turn movement from the site driveway would operate at a poor LOS F condition at
project completion in 2002.
• Conflict with Eastbound Vehicles on Yelm Avenue at Creek Street. The proposed site
driveway location is approximately 360 feet west of the eastbound through lane stop bar at
Creek Street. Based on vehicle "queuing" estimates (the number of vehicles waiting during
the red phase of the signal) shown on the Level of Service Worksheets in Appendix B,
vehicles in the eastbound through lane will regularly queue past the proposed Walgreens
driveway. This condition would make it very difficult for vehicles to turn left onto Yelm
Avenue, even when gaps in the westbound traffic flow occur.
• Internal Site Circulation. The site design will accommodate a significant vehicle queue for
the southbound approach at this driveway. However, the internal access from the south
parking area to the Yelm Avenue Site Driveway would be blocked by a queue of two or three
vehicles waiting to turn left onto Yelm Avenue.
• Other Option Available. The site access to Creek Street would allow another option for
vehicles with a destination eastbound on Yelm Avenue or southbound on Bald Hill Road.
Rather than turn left from the site driveway on Yelm Avenue, vehicles could circulate to the
Creek Street access and utilize the existing traffic signal at the Yelm Avenue/Creek Street
intersection.

Based on the factors described above, we recommend that the south site driveway onto Yelm
Avenue be constructed to allow full movements inbound, but be limited to only right-turn
movements outbound. The additional traffic load at the Creek Street driveway access is reflected
in our site-generated traffic distribution.
Table 7 shows a summary of the operations analysis results for all study intersections. The
capacity analysis worksheets are provided with this report.

VII. MITIGATION
Traffic generated by the proposed project will have a measurable impact on the area roadways
and intersections. Analysis described in the previous section indicates that the area roadways
can accommodate the additional traffic generated by the proposed Yelm Avenue Walgreens.
Although the project will not create any unacceptable traffic impacts, the project proponent will
be responsible for some mitigation to offset the addition of traffic to the area roadway network.
Construct Frontage Improvements
The project developer will be responsible for half-street frontage improvements along the
property frontage on Creek Street and Yelm Avenue.
Pay Cif of Yelm Transportation Facility Charge (TFC)
To help fund system-wide roadway improvements, the developer of the Yelm Avenue Walgreens
will be responsible for a transportation facility charge payment to the City of Yelm. The actual
amount will be based on the current city ordinance and will be calculated by City staff.
The project developer may be eligible for an existing traffic use credit based on the current
apartment and small business usage of the property. An analysis of the existing trip generation
of the site would be required to determine the actual traffic credit allowed.
Construct the South Site Driveway on Yelm Avenue to Prohibit Left-Turn Movements Out of the
Site
This driveway location should be designed to prohibit southbound left-turns from the parking
area onto Yelm Avenue. The design would include raised curbing and signage, and would
require approval of City of Yelm Public Works staff prior to construction.

VIII. CONCLUSIONS
The Yelm Avenue Walgreens proposal will consist of one 14,490 square foot drugstore with
drive-through pharmacy and 57 parking spaces on a 1.86 acre site at 10540 Hwy 507 SE. This
development, which is consistent with the City's land use zoning, will add traffic to the local
roadway network. This study has analyzed the peak traffic potential to/from the site following
construction. Results of the analysis indicate that the planned roadway improvements within the
area will accommodate the increase in traffic generated by the proposed project.
