1. Mayor Foster called the meeting to order at 6:00 p.m.
2. Present: EJ Curry, Cody Colt, Molly Carmody, Tad Stillwell, Tracey
Wood, Joe DePinto, and Terry Kaminski.
Staff present: City Administrator Michael Grayum, Public Works Director Chad Bedlington,
Community Development Director Grant Beck, Finance Director Joe Wolfe, Police Chief Todd
Stancil and City Clerk and HR Manager Lori Mossman.
3. a. Presentation for Investment Grade Audit by Johnson Controls Inc. (JCI)
Peter White and Larry Owens with Johnson Controls Inc. gave a power point presentation on
potential cost savings to the City through an energy improvement plan. The money would be
used to upgrade the Wastewater Treatment Facility and renovations to other city owned
buildings.
3. b. Hazard Mitigation Plan
Todd Stancil presented a power point and description of the Hazard Mitigation Plan for the
Thurston Region. A Hazard Mitigation Plan must be adopted to be eligible for certain grant
funding. Todd will be bringing a Resolution to the last Council meeting in May for their
approval.

5. Council Initiatives
Councilmember Kaminski said the Home & Garden Show was great and the Bountiful
Families event was well attended last week.
Councilmember Wood asked about the pot holes in the Nisqually Plaza parking lot.
Councilmember Carmody STP is coming July 14th. Finance Committee has been talking
about the Senior Center Contract. Councilmember Carmody asked about naming of the streets.
Councilmember Stillwell asked about different dates for all the Councilmembers to attend a
Council Retreat.
Councilmember DePinto working with YMCA to set up some meetings.
Councilmember Colt attended the first Government Committee meeting today.
6. Executive Session At 7:21 pm Council went into a 60-minute Executive Session to
discuss the acquisition of real estate. City Attorney Brent Dille was present. RCW 42.30.110(b).
At 8:10 pm Mayor Foster reconvened the Study Session.

staff for being easy to work with. There will be a fund raiser on Saturday, May 12
at the Prairie Hotel at 5:00 pm. The Mayor and Council thanked Andrew for the
great job he has done on reporting city news.

Jennifer Beauchamp is the new Public Works Administrative Assistant and is a
wonderful asset to Public Works.
Daniel Havirco is the new Public Defender and he started last week.
Civil Review Engineer position is still open.
Eric Kolb is the new Custodian for the City of Yelm.
Open employment opportunities: Civil Review Engineer, 3 Seasonal positions
in Public Works, 1 Water Operator Intern and HR Specialist.
There will be 2 lateral Police Officers hired and 2 new Police Reserves are off
to the academy.

The 1 5K For the Fallen Run/walk for our fallen military members and their
families. Congressman Denny Heck will be attending and it is planned for May
25, 2018 from 3:00 pm 5:00 pm.
Michael Grayum clarified that no theft of groceries from an elder lady took
place at Walmart, from an elderly lady as Facebook stated. She has dementia
and her groceries were found in the parking lot. Our police officers delivered
the groceries to the woman.
Spring Clean Up will take place on May 19, 2018 at the Public Works Facilities
on Rhoton Road from 8:30 am 5:00 pm. Please bring the permit you
received in the mail. The event is open only to city residents.

Celebration.

Mayor Foster stated Intercity Transit had an Open House at the Yelm Community
Center tonight. Mayor Foster is excited that the Lodging Tax Advisory Committee
(LTAC) will be accepting applications from organizations for past events that
benefit tourism in our community.

Background
The City of Yelm has been a part of the Hazard Mitigation Plan for the Thurston Region
since the first plan was produced in 2003. This was the first plan of its kind in

Plan and currently in the final stages of being part of the 3 Edition of the Thurston
Hazards Mitigation Plan that will be in effect upon adoption.
Current Situation
Work on the current plan started in the fall of 2013. Since that time City of Yelm
Employees took part in at least 17 formal trainings, meetings and public participation
events to provide input on the current proposed plan. We have identified three (3) key
areas within city control that could benefit from pre-disaster mitigation funding if
available. These include the existing city hall structure and road improvement on Bald
rd
Hills Rd. and the bridge on 103. Adopting the proposed plan will allow the city to be
eligible for funding for pre and post disasters.

YELM CONSIDERS PURCHASE OF DOWNTOWN BUILDING
Wednesday, May 2, 2018 The Mayor and City Council are excited to consider the purchase of
a building and vacant land located behind the Police Department and Municipal Court on
Second Avenue SE. The opportunity to purchase the property previously owned by the
Fairpoint Company (Yelm Telephone Company) presents a unique opportunity to consolidate
operations, increase efficiency, and continue improving customer service by integrating services
at City Hall. The building would meet current staffing space needs and support future demand
for city services, which the current building does not. The current City Hall and additional
vacant land would be repurposed for the long-term benefit of the community.
The potential
population, and do so within existing means. The building and vacant land would be paid for
using savings from the recent refinancing of city debt, increased returns on short-term
investments from improved financial portfolio management, and the use of some reserve
funds. The reserves would be replenished over a five-year period using proceeds from
increased interest earnings and continued cost savings.
City Council will consider the potential acquisition during their next two public meetings on
May 8 and May 22. The community is encouraged to participate.

Approve Resolution 590 providing authorization to the Mayor to execute the purchase of

Background
The Yelm City Hall located at 105 Yelm Ave W has supported services to the residents
and customers of the City for many years. As the City has grown, so has the need for
additional services and staffing needs to provide those services.

In April of 2018 the City contacted Dust LLC, the owner of the real estate at 106 2
interest in selling their building as a the new home for City Hall and adjacent property to
the City as an asset for future public benefit. A purchase and sale agreement was
negotiated in good faith and provided the City with 60-days to complete its due diligence
and determine if the facilities were viable for their needs, determine space
requirements, assess the buildings condition, and ascertain if the project was financially
viable. The original asking price from the seller for the building and adjacent vacant
commercial property was $1,200,000. The negotiated selling price is $925,000.

Current Situation
An appraisal and title review was recently completed and determined that the
negotiated price of the building and vacant land was below fair market value. The
appraiser determined the value of the building and land at $1,000,000. Preliminary
estimates for maintenance and repair needs to the building range from $40,000 to
$75,000, making the asking price reasonable and fair for a commercial space of this
type and quality in the downtown core of the City.
The creation of a unified campus for City services is highly desirable and would
increase efficiency and effectiveness for operations and customer service. This location
is optimal to meet current and future needs as a City Hall and as the primary meeting
location for City Council. The addition of the vacant property creates an optimal
opportunity to strengthen partnerships with community organizations to revitalize the
downtown core, as well as proactively manage the need for future services in the City of
Yelm resulting from continuing population growth.
It is the recommendation of City Staff to pass the resolution whereby authorizing the
Mayor to finalize and execute the purchase of the property as described.
