10-10-2017YELM CITY COUNCIL REGULAR MEETING TUESDAY, OCTOBER 10, 2017 MINUTES PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA Mayor Foster called the meeting to order at 6:00 p.m. 2. Roll Call Present: Jennifer Littlefield, Tad Stillwell, Tracey Wood, Joe DePinto and Russ Hendrickson. Excused: Molly Carmody and EJ Curry. 17-216 MOTION BY TRACEY WOOD TO EXCUSE EJ CURRY AND MOLLY CARMODY FROM THE MEETING. SECONDED BY RUSS HENDRICKSON. MOTION CARRIED. 3. Agenda Approval 17-217 MOTION BY TRACEY WOOD TO APPROVE THE AGENDA WITH THE ADDITION OF A 15 MINUTE EXECUTIVE SESSION TO DISCUSS WITH LEGAL COUNSEL THE AGENGY LITIGATION OR POTENTIAL LITIGATION. CITY ATTORNEY, BRENT DILLE WILL BE ATTENDING BY PHONE. RCW 42.30.110(1) (i). SECONDED BY RUSS HENDRICKSON. MOTION CARRIED. 4. Special Presentations - Draft Public Involvement and Communication Plan (PICP) Yelm Park Splash Park and Playground Equipment - informational only -Public Works Director, Chad Bedlington. 5. Public Comment - Gary Henslee, Yelm resident and winter snowbird, has his water turned off every year when he goes south. He still receives a bill for $90 even though he is not home. He does not feel he should be getting a bill if he is not using the utilities. 6. Consent Agenda a. Minutes - Regular meeting September 26, 2017 & Study Session October 3, 2017. b. Payables - Checks #69393 - #69743 Totaling $2,560,727.87. 17-218 MOTION BY TRACEY WOOD TO APPROVE THE CONSENT AGENDA. SECONDED BY RUSS HENDRICKSON. MOTION CARRIED. Public Hearing - a. Ordinance No. 1032, Ad Valorem Mayor Foster opened the Public Hearing at 6:20 p.m. and Finance Director, Joe Wolfe gave a presentation on Ordinance No. 1032. Mayor Foster closed the public hearing at 6:31 p.m. b. Ordinance No. 1033, 2018 Budget Mayor Foster opened the Public Hearing at 6:31 p.m and Finance Director; Joe Wolfe gave an overview of the Revenues and Expenditures of the 2018 Budget. 8. New Business - a. Ordinance No. 1032, Ad Valorem 10-10-17 17-219 MOTION BY TRACEY WOOD TO ADOPT ORDINANCE NO. 1032 SETTING THE AMOUNT FIXED AS AD VALOREM FOR THE REGULAR LEVY OF PROPERTY TAX NECESSARY TO RAISE REVENUES FOR ESSENTIAL EXPENDITURES FOR THE CITY OF YELM FOR THE FISCAL YEAR 2017. SECONDED BY JENNIFER LITTLEFIELD. COUNCILMEMBER DEPINTO VOTED NO. MOTION CARRIED. b. Ordinance No. 1033, 2018 Budget 17-220 MOTION BY JENNIFER LITTLEFIELD TO CONTINUE THE PUBLIC HEARING TO THE OCTOBER 24, 2017 COUNCIL MEETING. SECONDED BY TRACEY WOOD. MOTION CARRIED. 9. Old Business — none scheduled 10. Department Updates - Michael Grayum updated the Council on the following: • Thanked the staff and appreciates their hard work during the budget season. • Court Administrator, Sonia Ramirez applied and was awarded a $50,000 grant from the Washington State Office of Public Defense to hire a second Public Defense Attorney to help with caseloads. Sonia has also coordinated and partnered with SafePlace of Olympia to be present during court days to offer services to domestic violence victims. • Yelm Community Schools is working with the Yelm Police Department to train crosswalk volunteers to be present during school hours. Contact Chrissy DeHan at 360-458-6106 for more information. • Great American Shakeout will take place on October 19, 2017. This will be a to better prepare everyone in the event of an earthquake. • We are still seeking a Building Official for the Community Development Department. Edward Smith retired on October 3, 2017 after 28 years of service. Judy Butler will be retiring very soon. 11. Mayor and Council Initiatives Councilmember Stillwell attended the Yelm Chamber Forum today. Councilmember Stillwell thanked everyone, especially Councilmember DePinto for all the time and effort to bring the YMCA to Yelm. Councilmember Wood attended the Yelm Chamber Forum today and the TComm 911 Admin Board meeting. Councilmember DePinto attended the Yelm Public Safety Committee meeting and the Yelm Chamber Forum. Councilmember Hendrickson attended the Yelm Chamber Forum, the Thurston County EMS -Medic One meeting and the Yelm Emergency Operations Board meeting. 10-10-17 Mayor Foster attended the Yelm Chamber Forum, the Thurston County Mayor's Forum, the Thurston Regional Planning Council meeting, South Sound Military and Community Partnership meeting and has been spending a lot of time preparing the 2018 Budget. 12. Executive Session - At 7:20 p.m., Mayor Foster announced that Council would go into a 15 minute Executive Session to discuss with legal counsel the agency litigation or potential litigation. City Attorney, Brent Dille will be attending by phone. RCW 42.30.110(1)(i). At 7:35 p.m., the City Administrator announced that another 5 minutes would be needed. At 7:42 p.m., Mayor Foster reconvened the meeting. 13. Correspondence included 17-221 MOTION BY JOE DEPINTO TO ADJOURN, SECONDED BY TAD STILLWELL. MOTION CARRIED. 14. Adjourned 7:43 pm.
