10-24-2017YELM CITY COUNCIL REGULAR MEETING TUESDAY, OCTOBER 24, 2017 MINUTES PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA 1. Mayor Foster called the meeting to order at 6:00 p.m. 2. Roll Call Present: EJ Curry, Molly Carmody, Jennifer Littlefield, Tad Stillwell, Tracey Wood, Joe DePinto and Russ Hendrickson. 3. Agenda Approval 17-222 MOTION BY MOLLY CARMODY TO APPROVE THE AGENDA AS PRESENTED. SECONDED BY E7 CURRY. MOTION CARRIED. 4. Special Presentations - Student of the Month- Anisha Payne Mayor Foster read Anisha's biography and presented her with a plaque. Rotary International `World Polio Day' Proclamation Mayor Foster read the 'World Polio Day' Proclamation and presented it to the Rotary Club. 5. Public Comment - Steve Klein thanked Mayor Foster and the Council for removing the restrictions on the Public Comment section of the agenda to allow citizens to ask a question about an item that is on the agenda or not. 6. Consent Agenda a. Minutes - Regular meeting October 10, 2017 & Special Workshop, October 10, 2017. b. Payables - Checks #69743 - #69862 Totaling $ 548,927.45. 17-223 MOTION BY TRACEY WOOD TO APPROVE THE CONSENT AGENDA. SECONDED BY TAD STILLWELL. MOTION CARRIED. 7. Budget Workshop - Personnel Presentations - City Clerk/HR & CDD Lori Mossman, City Clerk/Human Resource Manager, gave a presentation on the accomplishments of 2017 and additional staff needed for 2018 in the Executive Department. Grant Beck, Planning & Economic Development Director, gave a presentation on the accomplishments of 2017 and the goals and needs going forward for the Planning & Community Development Department as well as the Information Technology Department. 8. Public Hearing - a. Continuation from October 10, 2017 meeting of Ordinance No. 1033, 2018 Budget Joe Wolfe, Finance Director gave a brief presentation of the 2018 Budget. Receiving no comments from the public, Mayor Foster closed the Public Hearing at 6:47 p.m. 10-24-17 9. New Business — a. Ordinance No. 1033, 2018 City of Yelm Budget 17-224 MOTION BY MOLLY CARMODY TO ADOPT ORDINANCE NO. 1033, APPROVING THE 2018 CITY OF YELM BUDGET. SECONDED BY EJ CURRY. 17-225 COUNCILMEMBER MOLLY CARMODY MADE A MOTION TO AMEND THE BUDGET TO ALLOCATE $20,000 OF ONE-TIME FUNDS FOR A FACILIATED RETREAT OF THE LEGISLATIVE AND EXECUTIVE BRANCHES OF GOVERNMENT TO IDENTIFY PRIORITIES TOGETHER AND CREATE A STRATEGIC PLAN FOR THE PATH FORWARD IN 2018. SECONDED BY EJ CURRY. OPPOSED: TRACEY WOOD. MOTION CARRIED. 17-226 COUNCILMEMBER DEPINTO PROPOSED AN AMENDMENT TO THE 2018 BUDGET TO DECREASE THE MAYOR'S SALARY BY $10,000 MAKING IT $20,000 PER YEAR. COUNCILMEMBER CARMODY RECOMMENDS THAT AFTER THE BUDGET IS PASSED THAT THE MAYOR HAVE THE CITY ADMINISTRATOR WORK WITH COUNCIL TO PREPARE AN ORDINANCE TO ESTABLISH AN INDEPENDENT COMMISSION TO REVIEW THE SALARIES OF THE MAYOR AND COUNCILMEMBERS. SECONDED BY MOLLY CARMODY. ROLL CALL VOTE: EJ CURRY -NO, MOLLY CARMODY-NO, JENNIFER LITTLEFIELD-NO, TAD STILLWELL-NO, TRACEY WOOD -NO, JOE DEPINTO- YES, RUSS HENDRICKSON-NO. AMENDMENT FAILS. The Finance Committee, represented by Councilmember Molly Carmody, recommends that the Mayor direct staff to start working with businesses to create a cost sharing plan to help pay for the Buxton Company contract. MOTION CARRIED. 10. Old Business — none scheduled 11. Department Updates- . Farmers Market will be moving back into the city limits of Yelm and be located at the Yelm Community Center. • Study Session Agenda for November 7, 2017 will be about the 'Use of the Community Center'. This is an item from the Council Priorities list of topics. 12. Mayor and Council Initiatives Councilmember Curry was asked to thank Chief Stancil and Mayor Foster for their presentations at the Yelm Adult Community Center. Councilmember Carmody attended the American Association of Public Transit Conference in Atlanta last week. On October 30 at 5:00 pm, the Thurston Conservation District along with the City of Yelm will be offering a "Know your Water Rights" workshop at the Yelm Community Center. 10-24-17 Councllmember Littlefield attended the Thurston Thrives steering committee. Councilmember Stillwell attended the Yelm Finance Department committee meeting, Thurston County EDC Board meeting and the Yelm Public Safety commission meeting. Mayor Foster met with the Nisqually Pines Board of Director. Mayor Foster attended the Pathways to Prosperity' event at the Yelm Community Center, met with the Yelm Farmer's Market, and hosted a coalition of legislators from all over the region, to discuss the traffic issues, along with Councilmember Carmody. Mayor Foster also met with Washington Department of Transportation along with Michael Grayum, Grant Beck, and Chad Bedlington to discuss the final design of the bypass since it has been moved up by two years. Met with the Lodging Tax Advisory Committee today and reminded everyone of the'Water Rights' workshop at the Yelm Community Center on October 30, 2017. The Special workshop on October 31, 2017 has been cancelled. 13. Executive Session - none scheduled 14.
