1. Mayor Foster called the meeting to order at 6:00 p.m.
2. Present: Councilmember's: El Curry, Tad Stillwell, Cody Colt, Joe DePinto, Molly Carmody,
Tracey Wood and Terry Kaminski.
Staff present: Public Works Director Chad Bedlington, Community Development Director Grant
Beck, Finance Director Joe Wolfe and City Clerk and HR Manager Lori Mossman.
3. a. Presentation from Thurston County Veterans Advisory Board & Veterans
Assistance Fund -
Department of Defense Special Operations Command Sean Smith and Lacey Veterans Services
Hub Manager Keith Looker gave a presentation of statistics past and present and the services
they provide to Veterans at their Lacey Services Hub.
3. b. Presentation on Refinancing - Jim Nelson
Jim Nelson from DA Davidson gave a presentation on refinancing bonds for interest cost
savings and gave the Council background in past bonds and the potential savings to the City to
refinance the current bonds. Cynthia Weed from KL Gates Law Firm explained the two Bond
Ordinances that would need to be approved by Council to refinance.
3. c. Park Fee Adjustments and Cut Fees
Chad Bedlington explained Park fee adjustments policy that he would like to implement in
2019 to the sports teams that use Longmire Park, to help recover some of the costs the City
pays for maintenance and up keep of the park. Right-of-way permit adjustment fees were also
discussed and will come to Council in the future for Council approval. These are costs to
developers or franchises for cutting into the asphalt to place utility services.
3. d. Salary Commission Ordinance
Finance Director Joe Wolfe handed out a draft Ordinance to establish an independent
commission to review the salaries and benefits of the elected officials. The Yelm Municipal Code
would need to be updated with the new salaries.
4. Mayors Report -
Mayor Foster updated the Council on some of the code enforcement issues that are being
addressed. Mayor Foster asked the Council for clarification on the "message to the Council" on
our website.
S. Council Updates -
Councllmember Wood asked about Cullens Road and the smoothness of the asphalt.
Councilmember Stillwell handed out information on the upcoming Council Retreat and the
homelessness in our area.
