1. Mayor Foster called the meeting to order at 6:00 p.m
2. Present: Councilmember's: EJ Curry, Tad Stillwell, Cody Colt, loe DePinto, Molly Carmody,
Tracey Wood and Terry Kaminski.
Staff present: City Administrator Michael Grayum, Public Works Director Chad Bedlington,
Community Development Director Grant Beck, Finance Director Joe Wolfe, Building Official
Chris Vacarro and City Clerk and HR Manager Lori Mossman.
3. a. Pavement Management Plan was removed
3. b. Presentation on Economic Development Plan
Grant Beck, Economic Development Council's Executive Director Michael Cade, Business &
Investor Relations Manager Aslan Meade and Project Manager Kyle Wiese presented an
Economic Development Strategy to assist with local business development needs, identify
partners and recruit and retain businesses in our City.
3. c. Nuisance Resolution
Grant Beck and Chris Vacarro gave a presentation on properties within the City that need to be
brought into compliance with the Yelm City Code. A resolution will be brought to Council in the
near future asking for permission to move with legal action for the properties identified if they
fail to comply with notices.
3. d. Revisit Study Session Priorities
Michael handed out a list of the items that Councilmember's have brought forward to come to
a future Study Session. Michael asked Council to go through and prioritize the items and get
the list back to him by close of business on Wednesday, March 7, 2018.
4. Mayors Report -
Mayor Foster shared the process followed by the proposed Marijuana Store on Vancil, met with
Washington Fish & Wildlife about Habitat Conservation Plans, met with Tyler Smith regarding a
public outreach project he is doing for college, attended the grand opening for a small local
business, met with the Farmers Market committee to go over details for the upcoming Market
at the Yelm Community Center, met with Prairie Days Committee and announced that Prairie
Days events will be moved to the old bus barn behind the Middle School, and went to the
Legislature and attended the Agriculture Business Regional Partnership meeting.
Councilmember Curry asked if Bud Blake could speak at the next Council meeting about
Hazardous Weather.
Councilmember Carmody will be taking a tour of the Yelm Community Services facilities on
Friday and asked for clarification on the process for items to go to Committees.
Councilmember Wood asked for the list of resources for families in need be posted to our
Facebook page or website.
Councllmember DePinto stated a new House Leader will be selected by the end of the week,
he would like to get a homeless task force created and proposed the two festivals held in Yelm
receive some of the Lodging Tax Advisory Committee funds.
Counciimember Colt asked when the fences would be removed from the Yelm City Park.
