1. Mayor Foster called the meeting toorder at 6:00 p.m
2. Present: Councilmember's: E] Curry, Joe DePinto, Tracey Wood and Terry Kaminski. Molly
Carmody arrived at 6:05 pm and Cody Colt arrived at 6:19 pm. Molly Carmody left the
meeting at 7:00 pm.
Staff present: City Administrator Michael Grayum, Public Works Director Chad Bedlington,
Community Development Director Grant Beck, Public Works Projects and Program Manager Pat
Hughes and City Clerk and HR Manager Lori Mossman.
3. a. Legislative Update
Kathleen Collins updated the Council on the Legislative Bills relevant to Yelm such as Water
Rights and the Yelm Loop funding. Kathleen also updated Council on the Capital Budget
projects such as the playground equipment that will go in the City Park.
3. b. Tahoma Terra Phase 2, Division 2 Final Subdivision 20070187
Grant Beck explained the water rights in great detail for Tahoma Terra Phase 2, Division 2
Final Subdivision 20070187. Council was provided a list of training resources and possible
speakers to come and educate them on Water Rights.
3. c. 2018 Work Plan
Michael Grayum shared the Gantt chart with the projects that staff are working on in 2018 and
briefly went over some of the projects and timelines.
3. d. Study Session Committee topics
Michael will email the current list of topics that have been brought up from Council members.
The topics may go to Council Committees for a recommendation to be brought to full Council.
4. Mayors Report -
Mayor Foster has been busy attending meetings and establishing and maintaining regional
partnerships. Mayor Foster is the Vice Chair of the Thurston Regional Planning Council Board
and was recently appointed to the Risk Management Service Agency (RMSA) Board.
Councllmember Kaminski asked about the term Nuisance Properties.
Councilmember DePinto asked about the wording on the agenda.
