1. Mayor Foster called the meeting to order at 6:00 p.m
2. Present: Councilmembers: Cody Colt, Tracey Wood, Terry Kaminski and Joe DePinto.
Excused: EJ Curry, Molly Carmody and Tad Stillwell.
Staff present: City Administrator Michael Grayum, Finance Director Joe Wolfe, Public Works
Director Chad Bedlington, Police Chief Todd Stancil, and City Clerk 8. HR Manager Lori
Mossman.
3. a. Thurston Planning Council presentation on traffic model - removed
3. b. Camping Ordinance briefing
Police Chief Stancil handed out a draft Ordinance to address camping or camping facilities in
the City of Yelm. The 1n reading will be at the August 28, 2018 Council meeting.
3. c. Process for determining potential uses for current City Hall building
Mayor Foster opened the discussion amongst Councilmembers to share their thoughts and
ideas for the current building. Discussion from Council followed regarding a process to move
forward for public input at the next couple of Council meetings.
3. d. City Councilmember recommendation for Salary Commission Members
The City will advertise for the Salary Commission through the website.
At 7:21 p.m. Mayor Foster announced that Council will go into a 20 -minute Closed Session for
the purpose of discussing collective bargaining strategy (RCW 42.30.140(4)(a)). Attorney Peter
Altman was present by phone. There were no members of the public present.
At 7:59 p.m. Mayor Foster reconvened the Study Session.
4. Mayors Report -will update at next Council meeting.
S. Council Initiatives
Councilmember DePinto would like the Fireworks issue to be brought to the next Study
Session. Councilmembers Colt and Wood explained that the General Government Committee is
creating a process for Councilmembers to bring issues forward to Council and that should be
completed soon.
