08-28-2018YELM CITY COUNCIL REGULAR MEETING TUESDAY, AUGUST 28, 2018 MINUTES PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA 1. Mayor Foster called the meeting to order at 6:00 p.m. 2. Roll Call Present: EJ Curry, Molly Carmody, Cody Colt, Tad Stillwell, Tracey Wood, Joe DePinto and Terry Kaminski. 3. Agenda Approval 18-102 MOTION BY TRACEY WOOD TO APPROVE THE AGENDA AS PRESENTED. SECONDED BY EJ CURRY. 7-0, MOTION CARRIED. COUNCILMEMBER CARMODY WOULD LIKE TO POSTPONE THE CAMPING ORDINANCE UNTIL A HOMELESS TASK FORCE HAS BEEN FORMED. 4. Special Presentations- Potential uses for current City Hall building- Becki McGinnis would like to see the old city hall building used by the VFW 5580. Frank Persa IV spoke about using the old city hall for a Veteran's Hub. 5. Public Comment - Scott Bannister invited Council to a public speaking event at the Yelm Prairie Christian Center on Sunday, September 9, 2018 at 3:00 p.m. - 6:00 p.m. 6. Consent Agenda a. Minutes - Regular Meeting Minutes July 24, 2018 & Study Session Minutes from August 7, 2018 b. Ordinance No. 1048 Public Camping (1s' reading) 18-104 MOTION BY TRACEY WOOD APPROVING AND AUTHORIZING MAYOR FOSTER TO ADOPT ORDINANCE NO. 1048 REGULATING CAMPING IN PUBLIC PLACES IN THE CITY OF YELM. SECONDED BY TERRY KAMINSKI. 18-105 MOTION BY MOLLY CARMODY TO POSTPONE A HOMELESS TASK FORCE HAS BEEN FORMED. SECONDED BY JOE DEPINTO. YES- VOTES: MOLLY CARMODY, AND JOE DEPINTO. Resolution No. 594 Declaring Public Nuisance property - 108 4"h St. SE 8-28-18 18-106 MOTION BY TRACEY WOOD AUTHORIZING MAYOR FOSTER TO SIGN RESOLUTION NO. 594 ALLOWING THE COMMUNITY DEVELOPMENT DEPARTMENT TO DECLARE PUBLIC NUISANCE AT 108 4TH ST SE TO ALLOW THE CLEAN UP AND MAINTENANCE OF THE PROPERTY. SECONDED BY MOLLY CARMODY. 7-0, MOTION CARRIES. 9. Old Business - none scheduled 10. Department Updates by City Administrator Michael Grayum - no updates 11. Mayor and Council Initiatives- Councilmember Curry attended the Yelm Public Safety Committee meeting, Water Tower meeting, a 3 -hour boat cruise with the Nisqually Land Trust and the farewell reception for former Councilmember John Thompson who is moving to Texas. Councilmember Carmody asked the Executive branch to clarify when there is a First Reading listed on the agenda. Councilmember Carmody thanked all her neighbors and the fire fighters who saved her house from the fire while she was out of town. Councilmember Colt attended the Medic One EMS Council, S. County meeting and the ribbon cutting for the new school road named Tornado Alley. Councilmember Stillwell attended Yelm Public Safety Commission meeting and reported a new Officer will start in September. Councilmember Stillwell thanked Chief Stancil for all his hard work on the Emergency Management Plan. Councilmember DePinto attended the Yelm Public Safety Commission meeting. Councilmember Kaminski attended the Thurston Thrives Coordinating Council meeting and will be attending the Housing Summit at the South Puget Sound Community College. Mayor Foster will be bringing a Proclamation for Childhood Cancer soon. An email will be sent out to Councilmembers outlining the budget request process. We have received one application for the Salary Commission. New school road named Tornado Alley which will be nice for the start of the new school year. Mayor Foster thanked the Community Development Department for working so diligently with the school to get the new road completed so quickly. 12.
