Call to Order
1. . Mayor Rivas called the meeting to order at 7:30 p.m.

5. Public Comment
Gregory May, Thurston County
, expressed support for using the most stringent
traffic standards available. He requested direction on the correct person to speak
to on this issue. Mayor Rivas responded that Mr. May could address council or
staff on this issue and expressed the importance of federal/state road funding,
pointing out that a community of 4,000 can’t build roads for 26,000 vehicles.
Mr. May understood that if changes were made they would apply only to future
projects.

Proposed Fire Impact Fees
a. 1) Public Hearing – Mayor Rivas opened the public
hearing at 7:41 pm, announcing the date, time and purpose of the hearing. Grant

Beck reported that provisions of the Growth Management Act allow collection
of impact fees for fire protection services associated with growth. The first step,
preparation of a capital facilities plan, has been completed and council adoption
of an ordinance updating the Yelm Concurrency Code will complete the
requirements. Fees will be collected by the city and either passed thru to the fire
district or used to purchase equipment. The fee for 2006 is $0.216 per square
foot of new commercial/residential development, or approximately $446 per
housing start.
Mayor Rivas called for comment. Chief Hutchinson spoke about the process.
Being no additional comment/questions, Mayor Rivas closed the public hearing
at 7:46 pm.
2) Ordinance No. 838 Updating the Yelm Concurrency Code by adding a fire
protection services impact fees.

3) Resolution No 457, Yelm Fire District Capital Facilities Plan
05-84 MOTION BY BOB ISOM ENDORSING THE 2006-2010 CAPITAL
FACILITIES PLAN ADOPTED BY THE YELM FIRE DISTRICT.
CARRIED.
Initiative 912 Public Hearing.
b. 1) Mayor Rivas opened the public hearing at 7:48
pm, announcing the date, time, place and purpose of the hearing.
Shelly Badger reported that council directed staff to schedule a public hearing
providing an opportunity for initiative supporters and opponents to testify prior
to council taking a formal position on Initiative 912. Passage of the initiative
would result in the loss of $33 million in transportation funding designated for
the SR510 loop in addition to an annual distribution of approximately $16,900
from the gas tax.
Jean Handley, Thurston County, sought
Mayor Rivas called for comment.
clarification on existing Yelm Loop funding if Initiative 912 passes. Staff
responded that the existing $2 million in federal funding is secure and that
design and right-of-way tasks would continue to the extent possible.
Being no additional comment, Mayor Rivas closed the hearing at 7:54 pm.

8. New Business
a. Reclaimed Water User Agreement with Yelm City Hall. Stephanie Ray reported
that reclaimed water irrigation connections have been completed for landscaping
at Yelm City Hall. The agreement finalizes the process.

Business
Councilmember Fetterly
attended a Home Visitation Advisory Board meeting.
The organization helps children suffering from abuse or neglect.
Councilmember Baker
attended IT budget meetings, where discussion
concerned ways to reduce routes and a SWAC meeting, where discussion
concerned ways to encourage recycling.
Executive Session –
11. Mayor Rivas announced that Council would be going into
an executive session for approximately 45 minutes to discuss collective
bargaining strategy. The session was extended twice and the audience advised.
Mayor Rivas reopened the regular meeting at 9:05 pm.
