11/08/90~~~ ~ MIlV(PiES ,_ ,., ,p,,, , „~'~i.=`t~ CITY OF YEIM SPECIAL COUNCIL MEETING Tf-ILIRSDAY, DIORIII+~ER 8, 1990, 6:00 PM, YEIM CITY HALL COUNCIL (~IANI6ERS The Special Meeting of the Yelm City Council to discuss Yelm's position on the Yelm/Thurston County Joint Plan was called to order by Mayor Sanders at 6:00 PM. All present joined in the flag salute. Councilm~exnbers present : Kathy Wolf , Arnold Drogseth, Martha Parsons and Rick Kolilis. Staff: Daisy Lawton, Gene Borges, Shelly Badger and Attorney Randy Walker. Gene Borges updated the Council on meetings with Thurston County staff over the last two months in~regards to the Yelm/Thurston County Joint Plan. Some minor changes in language have been made in the~plan that have been agreed upon by Yelm and .County staff, but after much discussion on the size and boundary of the Urban Growth Management Boundary, Yelm and Thurston County staff have decided that they cannot agree on a boundary and that the matter will have to go before Yelm and Thurston County elected officials. Thurston County staff would like the boundary left as is in the present "draft" Yelm/Thurston County Joint Plan and Yelm staff have argued that the Urban Growth Boundary Boundary be the same as Yelm's "sphere of influence" established in in the 1985 Yelm Comprehensive Plan. Yelm City Council agreed that the boundary should remain as in the 1985 Comprehensive Plan stating that the "sphere of influence" meets the requirements of HB2929 in regards to planning for urban growth around cities for the next 20 years. Kathy Wolf moved that the Council notify the Thurston County Commissioners in writing that the Yelm City Council strongly opposes the Thurston County staff recommendation on the location of the Urban Growth Boundary and request a direct meeting with the Commissioners to resolve this issue, second by Martha Parsons. Motion carried. At 6:35 PM the Yelm City Council went into an Executive Session. At 7:45 PM, Council reconvened to the Special Meeting. Discussed during the session was legal contract negotiations relating to joint plan issues. Meeting adjourned at 7:46 PM on a motion by Arnold Drogseth, second by Kathy Wolf. ATTEST: ~ 'Shelly A.
