The regular meeting was called to order at 7:30 PM by Mayor Sanders. All
joined in the flag salute. Counci].rr~mbers present: Kathy Wolf, Amos
Lawton, Arnold Drogseth, Martha Parsons and Rick Kolilis. Staff: Daisy
Lawton, Shelly Badger, Gene Borges, Don Barnard, Ken Anderson and Sandy
Mackie (Owens Davies and Mackie). Visitors: Devin Smith (Olympian) and
Don Miller.
The minutes of the October 24, 1990 Regular Council Meeting and the
November 8, 1990 Special Meeting of the Council were approved on a motion
by Rick Kolilis, second by Martha Parsons. Motion carried.

Cindy Cecil, Executive Director, U.C.B.O., was present to update the
Council on the recent activities and programs of the U.C.B.O. Mrs. Cecil
thanked the City of Yelm for their monthly contribution and stated that
the assistance helped to obtain a $15,000 grant from the Human Services
Review Council to be used for additional staff support. The Community
Development Block Grant application will be submitted by the U.C.B.O.
(for a community center) by February 28, 1991, the City of Yelm will be
the lead agency for the application. She stressed the need for programs
in the Yelm community and that the U.C.B.O. is limited on what can be
provided due to space constraints.
At 7:44 PM, the Regular Meeting was closed and the Public Hearing on the
1991 Preliminary Budget was opened. Staff explained that the budget is
preliminary only and reflects all department head's budget requests. At
this time, all funds are in balance with the exception of the current and
garbage fund. With no further co~mnents from the public, the Public
Hearing was closed at 7:50 PM and the Council meeting was reopened.
A 1991 budget workshop of the Yelm City Council was scheduled for
Wednesday, November 28, 1990 at 5:00 PM at Yelm City Hall.
A letter notifying the City of Yelm of a garbage rate increase was
received from LeMay Pierce County Refuse. Effective January 1, 1991, a
cost of living adjustment of 5.440 and a tipping fee increase from $38.00
per ton of garbage to $52.00 per ton will be added to Yelm's contract
with LeMay. Staff will prepare garbage rate information for Council to
review so as Yelm may decide on a rate increase for its customers.
Council certified the 1991 property tax certification in the amount of
$150,000.00.
A policy on release of personnel information and records was presented to
the Yelm City Council, effective immediately.
Sandy Mackie, Owens Davies Mackie, who will be providing civil legal
services to the City of Yelm, was present to update the Council on the
Thurston Highland & Associates annexation petition. He has provided
representatives from TH & A with the legal paperwork to complete the 75%
petition to submit to the City of Yelm.
Mr. Mackie presented Council with a draft zoning amendment on-~inance
scheduled for Public Hearing on November 28, 1990. The ordinance will
allow three options for zoning in regards to an annexation to the City of
Yelm; 1) on those parcels that are exempt from Boundary Review Board
review, the abutting zone may be adopted, 2) annex to Yelm with the
nearest comparable zone to that under which it is zoned in Thurston
County, 3) annex using existing Thurston County zoning classification
and the zone change and Yelm Comprehensive Plan revision are dealt with
as a separate issue.
'~.~,-. Mackie informed the Council that the "Planning Commission" structure
'~~ ~ ~. -~~-<~ ~~-.:- ~~ currently in ordinance and he recommends that it remain. To bring the
current "Planning Committee" into compliance with the ordinance, a
Resolution will be prepared with appointments and terms to the 11 mn.~mber
Planning Commission and brought before the Council on November 28, 1990.
He~explained that a.Commission is much more efficient as the statutes
outline procedures that the body must follow and that a Commission will
still remain an advisory body to the City Council.
Rick Kolil;_s moved to refer the annexation request of Acceptance N.W. to
Sandy Mac}ue for his review and recommendation, prior to a Council action
on~the "letter of intent", second by Arnold Drogsefh. Motion carried.
Staff recorrrnended legal counsel review of future annexation petitions
prior to Council action. Council concurred.
Staff reported to Council that several cities had been contacted in
regards to animal control ordinances on cats since Mr. McCammant's
request at the November 14, 1990 council mieeting. No cities contacted
had animal control ordinances in place for cats. Council decided to take
no action at this time, Mr. McCamrnant will be notified.
Staff informed Council that staff and representatives from Parametrix,
Inc. have requested to be on the City. of Centralia's November 27, 1990
City Council agenda to discuss Yelm's proposed discharge of effluent to
the City of Centralia Power & Light Canal. A technical memorandum has
been prepared by I'arametrix, Inc. to address Centralia°a concerns.
Received word from FrriHA that Yelm's grant/loan application had been
reviewed by the state office. Original grant request for 1.6 million
dollars will be reduced due to the State of Washington's allocation from
federal government. Staff will be meeting with local FYr~E-IA
representatives to discuss the change and plans for proceeding.
Yelm Parks Advisory Committee Meeting of November 13, 1990: Martha
Parsons updated the Council on the recent meeting with a "Christmas in
the Park" (December 1, 1990) briefing.
Councilwoman Wolf suggested that Mayor Sanders respond to-the recent
letter received form Debbie Spontan in regards to serving liquor at
certain community events in the park. The Yelm Parks Advisory Committee
decided to take no action on the letter due to the fact that all local,
state and federal laws are adhered to.
Daisy Lawton updated the Council on the Recycling Committee meeting of
November 8, 1990. Michelle Arnold, Solid Waste Specialist, was present
to brief the Yelm committee on activities of the Thurston County Solid
Waste Advisory Comrni.ttee. Council did not object to writing a "letter of
intent" to comply with Thurston County's minimum levels of service for
household recycling and regional drop-off recycling centers. This
statement will give Yelm customers access to promotional and public
information prepared by Thurston County and many other programs at no
cost to Yelm other than for distribution.
The Yelm Historic Commission's dedication of the H.L. Wolf Building to
the Yelm Register of Historic Places and the Puget Power Centennial
plaque honoring Yelm's Hawthorne trees on November 7, 1990 was a huge
success with many Wolf and Eide family members attending to make the
event very special.
Correspondence was received from, Jean Gardner on the Early Childhood
Telecommunications Project.
With no~ further business, Council adjourned at 8:52 PM on a motion by
Arnold Drogseth, second by Martha Parsons.
