March 1, 1991, the City of Yelm and Thurston County will begin a
feasibility study on the need for a 40-bed minimum security facility in
Yelm. The report should be available to the City Council in January 1992.
A "Yelm Community for Drug Free Youth steering committee has been formed,
with the assistance of the TOGETHER Program. The group has been meeting to
organize a "Community Drug Abuse Prevention Forum" to be held to discuss
the drug/alcohol use prevention with a broad representation of the Yelm
area.
Chief Dunnam reported that he attended, along with Gene Borges and Mayor
Sanders, the official kick-off of the "Crime Stoppers of Thurston County
Area". Crime information will be submitted countywide and offers of reward
will be made to anonymous citizens for their assistance in the solving of
the crime. The program has been very successful in other counties.
Street & Water Report: Skillings & Chamberlain has been contacted to
assist in the correction of minor problems in the telemetry system.
Sewer grant update: Due to meetings with the Department of Ecology last
week in regards to Yelm's Centennial Grant application submittal, the City
revised its application (submitted February 22, 1991) to request dollars
only for design of the system in 1991. A 1992 application will be
submitted for construction assistance. Due to this change, the city will
not need to apply for Community Development Block Grant assistance for the
sewer project. The UCBO, with the City of Yelm as lead agency, will
prepare an application for a new community facilities center as originally
planned.
Due to the mishandling of the "severe public health hazard" documentation
paperwork by the Thurston County Health Department, the State of Washington
Department of Health was unable to declare that a "severe public health
hazard" exists in Yelm in regards to groundwater quality. The lack of this
declaration by the Department of Health reduces the probability of Yelm's
success to receive a Centennial Clean Water Fund grant from. the Department
of Ecology to begin design of Yelm's sewer system. In the event Yelm does
not obtain the Centennial grant to begin design of the system, now
committed funding from other federal agencies may be in jeopardy.
Council was presented with a letter from the Thurston County Environmental
Health Department written on February 22, 1991 to Gene Borges explaining
actions (effective immediately) taken by the Department in regards to
septic tank installation and rriaximlun densities for residential and
commercial development in the Yelm area (including city limits).
Gene Borges and Randy Walker met with Representative Karen Fraser on
President's Day to discuss the LEOFF 1 Retirement System "pitfall" and to
see if our representatives could offer any assistance to change the current
law which could have "disastrous effects on Washington's'small cities. No
assistance was received but suggestions were made to contact the
Association of Washington Cities & Counties for assistance. Staff &
Attorney Walker will continue to work to solve the problem.
At 8:40 PM, Council went into an Executive Session to discuss~a potential
real estate contract. They reconvened at $:57 PM.
