NOTICE OF SPECIAL MEETING
MONDAY, APRIL 29, 1991, 7:00 PM, YEIM HI(~I SCHOOL CAFETERIA
The City Councils of Yelm, Rainier & Tenino will hold a Special Meeting on
Monday, April 29, 1991, at 7:00 PM at the Yelm High School Cafeteria.
Thurston Regional Planning Council staff will be present to update the
Councils on regional transportation and land use work accomplished to date
and gather input from the Councils and citizens present.
All interested citizens are invited to attend.

*Kathy Wolf moved approval of the LeFebvre property (where Central
Redi-Mix is located) large 1•ot division into two 5-acre parcels,
second by Rick Kolilis. Motion carried.
Planning Commission denied request for variance to situate a mobile home
on the property between the bike shop & styling salon. Property owners
were advised the variance request could be brought before the City Council.
Commission re-stated their position that the present ordinance regarding
placement of mobile homes in the city limits be followed. They requested
staff to draft the ordinance regarding the replacement of existing mobile
homes for approval by the Yelm City Council.
Police Report: Chief Dunnam informed the Council that visits have been
made to other communities with jail facilities. The National Institute of
Corrections will be sending a representative to Ye]m the first week in June
to conduct a study. A packet was given to each councilmember showing
police activity comparisons from 1989 to 1990. Assaults, drug & weapon
offenses, DWI's, citizen assists and house checks were all up from 1989 to
1990.
Yelm Municipal Court Report: 118 tickets were processed in March 1991, 34
criminal, 84 infractions. Comparison: 68 tickets were processed in March,
1990 & 60 in March, 1989.
Street Report: Rick Kolilis reported that a complaint had been received by
Mayor Sanders regarding the flagging of the trees on Hwy. 510 by the
Department of Transportation for the planned highway improvement project
scheduled to be advertised in April 1991. The complainant was concerned
that the trees would be cut down. Councilman Kolilis expressed that the
Council has been aware of the project to realign Hwy. 510 from the Yelm Wye
intersection to Yelm's northwest city limits, which includes the
realignment of the Southworth Elementary School corner to provide a left
turn lane and improved illumination. Motion: Rick Kolilis moved to go on
record that the City of Yelm Council & Administration support the planned
Department of Transportation Hwy. 510 improvement project, due to the
improved safety and roadway drivability that will result from the project.
Motion was seconded by Kathy Wolf. Motion carried.
Regarding the Yelm Parks Advisory Committee's inquiry to the City Council
to begin charging a fee or donation for park use, Amos Lawton moved to not
allow a mandatory fee or mandatory request for donation for use of the Yelm
City Park, second by Kathy Wolf. Motion carried. Council expressed that
donations are always graciously accepted.
The First Quarter Financial Report was presented to the Council by
Treasurer Daisy Lawton.

With no further business before the Council, Arnold Drogseth moved to
adjourn at 8:16 PM, second by Martha Parsons. Meeting adjourned.
