09/25/91~ .~ ~~ ~.~`~~ MINUTEs CITY OF vFr~ REG[JLAit COUNCIL MEETING WEDI~SDAY, SEPTEMBER 25, 1991, 7:30 PM, YEIM CITY HALL COUNCIL (~~1~lN6ERS The meeting was called to order by Mayor Sanders at 7:30 PM. All present joined in the flag salute. Councilmembers present: Kathy Wolf, Amos Lawton, Arnold Drogseth and Rick Kolilis. Staff: Shelly Badger and Glenn Dunnam. Visitors: Don Miller, Dorothy Craig and Rose Valbracht (both of the "Children of the Green Earth" organization). Kathy Wolf moved to approve the agenda as printed, second by Amos Lawton. Motion carried. Rick Kolilis moved to approve the minutes of the September 11, 1991 Regular Council Meeting, second by Kathy Wolf. Motion carried. Payroll for the month of September 1991 was approved on a motion by Arnold Drogseth, second by Arms Lawton. Motion carried. Dorothy Craig and Rose Valbracht were present from the nonprofit organization "Children of the Green Earth", which encourages grassroots tree planting activities around the world. They are particularly interested in making connections between groups in the United States and Third World countries. Currently a project is underway in the village of Nallathur, South India (slides were shown of the project). Ms. Craig asked the Council for suggestions to assist in their fund raising efforts. Councilwoman Wolf suggested that the group spread the word about their efforts to service clubs, church groups, Yelm Community Schools, etc. Ms. Craig announced that the "Children of the Green Earth" are helping to coordinate a tree planting event on Saturday, November 9. 1991 to begin the re-vegetation of YeLm Creek. They asked for the community's support in using this occasion to raise funds for the Village Rehabilitation Project in Nallathur. Mayor Sanders announced the City of Yelm's proclamation of National Deaf Awareness Week, September 22 - 28, 1991. Ordinance No. 415 relating to public nuisances was approved on a motion by Arnold Drogseth, second by Arms Lawton. Motion carried. Effective date is October 8, 1991. The September Library Report was tabled to the October 23, 1991 meeting. Shelly Badger briefed the City Council on the September 10 & 17, 1991 meetings of the Yelm Parks Advisory Committee. The YPAC recomrended approval of private park functions with alcoholic beverage consumption with the following conditions: * that alcoholic beverage consumption be confined to designated and fenced areas * that the requesting parties hire and fund their own security personnel, to be approved by the Yelm Police Department * that the event be governed by all the laws of the State of Washington * that an approved liability insurance rider covering the event be on file with the City After much discussion, the City Council chose to table action on the YPAC's recommendation until staff can obtain an opinion from legal counsel regarding alcohol consumption in Yelm City Park. Councilmernbers also asked for community opinion on alcohol consumption in the park. The YPAC also recommended that the City of Yelm provide security for all annual COMMUNITY EVENTS. Chief Dunnam informed the Council that approximately $2,000 annually in additional salaries would be needed to cover all of Yelm's community events. The Council felt that the City could not afford to provide security at this time, therefore the Council asked that the service clubs work with the Yelm Parks Advisory Committee to come up with an affordable solution (for both the City and service clubs) to bring back to the Council for consideration. Kathy Wolf moved to approve the following park use request, second by Amos Lawton. No action items. ~ ~^ f * i f , After requesting "Statements of Qualifications" for preparation of a Comprehensive Transportation Plan, Yelm received one submittal. Rick Kolilis moved to authorize staff to begin negotiations with Skillings & Chamberlain, Inc. and authorize Mayor Sanders to sign an agreement subject to: approval by the Department of Transportation to participate in the funding of the project. Second by Kathy Wolf. Motion carried. Growth Management Act requirements update: Staff reported that Administrator Gene Borges has been attending numerous meetings relating to impact fees, SHB 1025 and urban growth management. The Urban Growth Management Steering Committee currently supports Yelm's request for receipt of direct grant dollars to employ a planner to meet the June 1992 deadline for urban growth boundary assessment work. Ye1m will complete the 1992 Growth Management work program by October 4, 1991 for the Thurston Regional Planning Council meeting on October 11, 1991 where allocation of county-wide SH62929 monies will be discussed. Police Report: Chief Dunnam updated the Council on recent grant applications for the DARE program. The Yelm Police Department will soon be hooked up to the CAD computer system which gives Yelm access to Department of Licensing and FBI records. Only Yelm cost will be one-half of the telephone line. Rick Kolilis moved approval to place the order for a 1992 Ford Taurus police car, subject to, review of the upcoming 1992 Preliminary Budget by Liaison Amos Lawton, Mayor Sanders and staff to insure availability of funds. Second by Kathy Wolf. Motion carried. Yelm Municipal Court Report: 153 citations were processed in August of 1991 of which b0 were criminal and 93 were infractions. Street/Water Report: Staff noted that the Public Works Department has been short-staffed due to illness. Real estate purchase update: Staff noted that an earnest money agreement has been entered into for the purchase of the portion of Lot #11 (located on Railroad Avenue S.W. across from Yelm City Hall) as described in Boundary Line Adjustment #8033. Closing of sale should be final by October 9, 1991.
