CITY OF YEIM REGULAR COUNCIL MEETING
WEDNESDAY, JANUARY 8, 1992, 7:30 PM, YELM CITY HALL COUNCIL CHAMBERS
The Regular Meeting of the Council was called to order by Mayor Sanders at
7:30 PM. All present joined in the flag salute. Council present: Kathy
Wolf, Amos Lawton, Arnold Drogseth and Martha Parsons. On leave of absence:
Rick Kolilis. Visitors: Tim Schlosser (Mosman Agency), Don Miller, Jim
McDonald and Jim Justin (Association of Washington Cities), Fred Rapp
(Fournier Insurance) and Richard Bline (Richard D. Blinn & Associates).
Staff: Gene Borges, Glenn Dunham, Shelly Badger and Todd Stamp.
The agenda was approved on a motion by Martha Parsons, second by Kathy Wolf.
Motion carried.
The minutes of the December 20, 1991 "special" meeting were approved on a
motion by Amos Lawton, second by Arnold Drogseth. Motion carried.
The following vouchers numbered 11185 - 11270 were approved on a motion by
Martha Parsons, second by Arnold Drogseth, motion carried:
Current: $30,217.45
Police: $18,509.36
Street: $ 1,606.67
Water: $ 7,170.04
Garbage: $11,877.79
Art. St.: $ 3,519.36
CDBG: $23,203.83

Kathy Wolf moved to assign the duties of environmental review officer (FRO)
to Todd Stamp, City Planner, until such time as an ordinance can be formally
adopted, second by Martha Parscr~s. Motion carried.
Tim Schlosser, The Mosman Agency, Jim McDonald & Jim Justin, Association of
Washington Cities Risk Management Service Agency and Fred Rapp, Fournier
Insurance representing the Cities Insurance Association of Washington were
all present to answer questions of the Council regarding the city's property
and liability insurance coverage for 1992.
After much discussion on comparisons between the three, prepared by staff,
the following motion was made:
In as much as the City of Ye]m has received superior service from Tim

1 ~,~`,L~ insurance pools to offer a significantly lower premium to cities than
1('(~ ~'~, private companies, promotes a change in companies. Therefore, Amos
.~ ~; Lawton moved to enter into the interlocal agreement with the
~~~` ~~'~~~ Association of Washington Cities Risk Management Service Agency
~~ ^~~~ effective 12:01 AM, January 13, 1992, for a 1992 premium of $28,368.
`!y1 Motion was seconded by Arnold Drogseth. Martha Parsons voted "yes",
Kathy Wolf voted "no". Motion carried.
Ordinance No. 420 amending Section 8.20.010 of the Yelm Municipal Code
relating to the issuance of burn permits by the City of Yelm was approved on
a motion by Martha Parsons, second by Arnold Drogseth. Motion carried.
Council were presented with the "draft" copy of the scope of work and budget
from the contract between the City of Ye_lm and Parametrix, Inc. for review.
Upon approval of the contract by Department of Ecology, the City may take
formal approval action.
Kathy Wolf moved to allow Councilman Rick Kolilis a temporary "excused"
leave of absence for the months of January and February 1992, second by
Martha Parsons. Motion carried. The preceding motion re-confirms the
motion of December 20, 1991.
Bids were received for towing city vehicles, police vehicles and evidence
impoundments from two businesses. Kathy Wolf moved to accept the low bid
submitted by B & H Towing for city towing services for the year 1992, second
by Amos Lawton. Motion carried.
Todd Stamp announced that the firm R.W. Thorpe had been chosen to prepare
the environmental impact statement for the Thurston Highlands annexation
