CITY OF YELM REGULAR COiINCIL MEETING ,
WEDNESDAY, AUGUST 28, 1991, 7:30 PM, YELM CITY HALL COUNCIL CHAMBERS
The Regular Meeting was called to order by Mayor Robert A. Sanders at 7:30
PM. All present joined in the flag salute. Councilrnembers present: Kathy
Wolf, Amos Lawton, Arnold Drogseth and Martha Parsons. Rick Kolilis was out
of town. Staff: Shelly Badger, Gene Borges, Glenn Dunnam and Sandy Mackie
(Owens Davies Mackie). Visitors: Stephen A. Masini, Frank Densmore, R.A.
Rants, Jocelyn Eastland, Bill Tipton, R. Loden, Miriam Lange, Amy Fortier,
Jane A. Betsacon (all of Thurston Vision 2020); Jerry Morrissette and E.A.
Wiltsie (both of Morrissette and Associates); Joe Huddleston, D. Ney, M.L.
Clemens, E. Newby and Don Miller.
The following was added to the agenda:

The agenda was approved as amended on a motion by Amos Lawton, second by
Kathy Wolf. Motion carried.
The minutes of the August 14, 1991 Regular Council Meeting was approved on a
motion by Martha Parsons, second by Amos Lawton. Motion carried.
Payroll for the month of August 1991 was approved on a motion by Martha
Parsons, second by Kathy Wolf. Motion carried.
At 7:32 PM, a Public Hearing was opened on the proposed amendment to the 1985
Yelm Comprehensive Plan adopting the Yelm/Thurston County Joint Plan as
Yelm's extraterritorial plan and the proposed amendment to the Yelm Zoning
Ordinance adopting the Thurston County zoning ordinance for those areas
outside the City of Yelm.
Gene Borges, City Administrator, stated that the Yelm Planning Commission
recommended unanimously that the City Council approve of the above stated
amendments as they are consistent with the recommendations of the
Yelm/Thurston County Joint Planning Committee and the motion of approval by
the Thurston County Commissioners. He illustrated on the map dated August
20, 1991 the expanded Sphere of Influence boundary line (west to Fort Lewis)
which has been approved by the Thurston County Commissioners as Yelm's Urban
Growth Boundary.
Sandy Mackie explained to all that the amendment to Yelm's 1985 Comprehensive
Plan adopts the Yelm/Thurston County Joint Plan as the extraterritorial plan
for areas outside of Yelm but inside the Sphere of Influence (as illustrated
on the August 20, 1991 map) with the following amendments:
1. The Urban Growth Boundary map in the Joint Plan will be replaced
with the map dated August 20, 1991 showing the expanded Urban Growth
Boundary.
2. The zoning map and future land use map are-to be replaced with
the "Yelm Joint Plan Area Proposed County Zoning" map dated August
20, 1991.
3. The Joint Planning Area map to be replaced with the August 20,
1991 map showing the expanded "Sphere of Influence/Urban Growth
Boundary" and "Immediate Annexation Area".
The Council also must consider adoption of pre-annexation zoning for those
areas identified on the map dated August 20, 1991 (zoning) for those areas
east of Mill Road within the immediate annexation boundary. These
properties, upon petition to annex, will be allowed to proceed under the zone
identified on the August 20, 1991 map. The properties west of Mill Road, may
proceed after an environmental review and master plan proposal to the City.
The Public Hearing was closed at 7:42 PM.
Martha Parsons moved to adopt the Yelm/Thurston County Joint Plan as Yelm's
extraterritorial plan as recommended by the Yelm Planning Commission. Second
by Arnold Drogseth. Motion carried with Kathy Wolf abstaining due to her
participation on the original Comprehensive Plan Committee (1984) and the
Yelm/Thurston County Joint Planning Committee.
Martha Parsons moved to amend the Yelm Zoning Ordinance by adopting the
sections of the Thurston County Zoning Ordinance that pertain to the zoning
identified on the Yelm Joint Plan Area Proposed County Zoning map of August
20, 1991 as part of the Yelm Zoning Ordinance. Second by Kathy Wolf. Motion
carried.

Ron Rants, representing Thurston Vision 2020, introduced Frank Densmore Ito
explain the goals of th organization. Developing a vision for Thurston
County through public involvement is the number one goal. First, the
question of what the communities in Thurston County see as a vision and set
of values for their community will be answered; next the planning can be done
to meet the vision using SHB 2929 & SHB 1025 regulations; plans are then
implemented and monitored.
The group feels there is a lack of cohesiveness at the Thurston County level
and they hope the visioning process will bring all together to work toward
common goals.
Bill Tipton, also from Thurston Vision 2020, highlighted the benefits of the
visioning process:
1. An opportunity to create a future in Thurston County that the
citizens want.
2. The vision sets the building blocks to carry out the planning to
achieve the goals.
3. Bridges can be built between community groups, political groups
and citizens on significant issues.
4. Public confidence in community leaders can be increased.
5. Thurston Vision 2020 sees the process as having potential to
motivate the public more than any other method.
6. Implementation of growth management is aided by a vision.
Jerry Morrissette, Morrissette and Associates, was present to re-introduce
himself to the Council. The engineering firm specializes in serving
municipalities. He introduced Ed Wiltsie, an engineer with the firm, who
lives in the Yelm community.
Gary Tuller was not present to discuss his complaint regarding mandatory
garbage service within the city limits of Yelm.
Resolution No. 226 allowing for orderly and proper growth of commercial and
industrial areas within the City of Yelm and to insure that future commercial
and industrial developments incorporate proper design practices as they
relate to engineering factors including surface drainage and runoff, waste
disposal and traffic control was approved on a motion by Kathy Wolf, second
by Martha Parsons. Motion carried. Effective date September 5, 1991.
The park use request submitted by Leona Coombs to use the Yelm City Park on
September 7, 1991 for a family celebration was approved on a motion by Amos
Lawton, second by Kathy Wolf, subject to a sani-can being provided. Motion
carried.
Ordinance No. 414 relating to consideration of annexation as a means of
meeting community needs and establishing definitive objectives and policies
as an official City position regarding annexations was approved on a motion
by Martha Parsons, second by Kathy Wolf. Motion carried. Effective date:
August 28, 1991.
THURSTON HIGHLANDS ANNEXATION: Thurston Highlands & Associates submitted to
the Council an "amended" Notice of Intent to Begin Annexation Proceedings, in
response to staff's request due to the delay in approval of the Yelm/Thurston
County Joint Plan and to conform with Yelm's annexation ordinance No. 399
dated May 8, 1991. The original loo petition was submitted on June 13, 1990,
approved by the Planning Commission on July 10, 1990 and accepted by the City
Council on July 11, 1990.
Kathy Wolf moved to accept the amended "Notice of Intent to Begin Annexation
Proceedings" to include all properties depicted on the map attached to the
petition and to begin processing of the loo Annexation Petition in accordance
with Yelm Ordinance No. 399 & 414. Second by Martha Parsons. Motion
carried.
The NE portion of Section 26 and the NW portion of Section 25 were
intentionally left out of the annexation request to preserve the open space
and agricultural nature of the properties.
Kathy Wolf moved to direct staff to proceed immediately with the scoping
process of the environmental impact statement for the Thurston Highlands &
Associates proposed annexation in accordance with the State Environmental
Protection Act, second by Martha Parson. Motion carried.

Gene Borges informed the Council that the City was not able to purchase the
vehicle that had been found for the Water Department as planned. Staff will
continue the search for a different vehicle.
ASHER ANNEXATION: Staff informed the Council that originally West Road had a
40' right-of-way, an additional 10' was dedicated on the north side when the
four lots were short-platted, for a total West Road right-of-way of 50'.
Arnold Drogseth moved to approve Ordinance No. 408 annexing lots 1-4 of SS
1948 to the City limits of Yelm, second by Amos Lawton. Motion carried with
Kathy Wolf abstaining. Effective date: September 5, 1991.
Resolution No. 225 supporting the statewide implementation of Enhanced 9-1-1
emergency communication service and encouraging voters to approve Referendum
42 during the general election this fall was approved on a motion by Martha
Parsons, second by Amos Lawton. Motion carried. Effective date: September
5, 1991. '
Gene Borges informed Council that they would receive a draft of the ordinance
relating to public nuisances prepared by Bob Hauth, Owens Davies Mackie at
the September 11, 1991 Regular Council Meeting.
Amos Lawton moved to allow Chief Dunnam to search for a used vehicle to
replace the 1985 LTD & 1986 T-Bird surplused at the August 14, 1991 meeting,
second by Kathy Wolf. Motion`carried.
The minutes of the August 20, 1991 Planning Commission Meeting were presented
to the Council.
Yelm has drafted a proposed scope of work for the traffic study. Currently
Thurston County Planning and Department of Transportation are reviewing the
scope.
YELM POLICE REPORT: Chief Dunnam informed the Council that the DOT work on
SR 510, including the reduction of speed to 35 MPH has kept the Yelm Police
Department very busy. Council stated that they were against the lowering of
the speed limit and asked that Chief Dunnam only respond to life safety calls
due to the fact that the area is not under Yelm's jurisdiction.
YELM MUNICIPAL COURT REPORT: Reports were submitted for June 1991 showing
that 157 tickets were processed and July 1991 had 166 tickets.
STREET REPORT: Chip-sealing has been completed, Yelm Street Department did
excellent job in preparing streets. Chip-seal work was very well done.
GROW'i~-i MANAGEMENT WORK UPDATE: Staff has been busy attending required
meetings on SHB 2929 ~ SHB 1025. It is critical that Yelm be represented on
the county-wide committees. The Urban Growth Management Steering Committee
initially agreed that Yelm be funded separately than other south county towns
because we are ready to proceed on many growth management requirements.
In the event that Gene Borges, City Administrator or Mayor Sanders can not
attend a meeting relating to growth management, Martha Parsons moved to
authorize Sandy Mackie to serve as Yelm's alternate and be allowed to vote on
issues, second by Kathy Wolf. Motion carried. Mr. Mackie has agreed to do
so within Yelm's present retainage.
Yelm received a letter from Bill DaVee, City Manager, City of Centralia,
stating that Centralia agrees in principal with the draft interlocal
agreement for wastewater disposal to the Centralia Power & Light Canal.
Technical issues are currently being resolved, then a meeting will follow of
the elected officials for a recommendation to their respective Councils.
Leslie Taggesell, Acting Community Librarian, Yelm/Tenino gave the August
1991 Library Report. She provided statistics showing circulation through
July 1991 at 7,038 items, 1990 total circulation was 5,333 items. 323
children participated in the Summer Reading Program.
At 9:00 PM, Yelm City Council went into an Executive Session to discuss real
estate negotiations. At 9:16 PM, Council reconvened.
With no further business before the Council, Arnold Drogseth moved to adjourn
at 9:17 PM, second by Martha Parsons. Meeting adjourned.
