CITY OF YEIM REG[JLAR COUNCIL MEETING
WIDNESDAY, DECEMBER 9, 1992, 7:30 PM, YEIM CITY HALL COUNCIL CHAMBERS
The Regular Meeting was called to order at 7:30 PM by Mayor Pro-Tempore Kathy
Wolf. Mayor Sanders was unable to attend the meeting.. Council present:
Arnold Drogseth, Amos Lawton and Martha Parsons. Don Miller was absent due to
illness. Visitors: Isabel Hay, Mary Silvis, Dewey Clawson, Fran McVay, Tobie
Nichols, Yelm Recycle, Barbara Wood, Julia Wingard, Bob Howard Jr. Arid Leo
Deatherage. Staff: Gene Borges, Todd Stamp, Glenn Dunnam, Shelly Badger and
Jerry Prock.
The agenda was approved as printed on a motion by Amos Lawton, second by
Martha Parsons. Motion carried.
The minutes of the November 18, 1992 Regular Council Meeting were approved on
a motion by Martha Parsons, second by Arnold Drogseth. Motion carried.

Gene Borges introduced Jerry Prock who is currently working for Yelm on a
Department of Labor and Industries on-the-job training program as a Building
Inspector/Plan Reviewer. As on January 1, 1993 he will assume the role of
Building Official and will stay with the City as a permanent employee when his
OJT training program ends in May 1993.
PUBLIC HEARING: 1993 City of Yelm Final Budget. Hearing opened at 7:37'PM.
Kristen Blalack and Faith Hagenhofer, Yelm Timberland Library, requested the
Council consider paying one-half of the signage costs for the new library
addition (Timberland to pay the other half). Shelly Badger informed Library
staff that there is approximately $2100.00 budgeted for equipment ,and
miscellaneous items. Part of those budgeted dollars could be used for signage
at the library's wishes. With no further comments from the Public, the
Hearing closed at 7:45 PM.
Martha Parsons moved to continue the Public Hearing on the 1993 Final Budget
to the December 16 Regular Council Meeting, second by Amos Lawton. Motion
carried. Council scheduled a Budget workshop for Tuesday, December 15, 1992
at 7 :00 PM in the Ye1m City Hall Council Chambers. ~ ~~~~::
PUBLIC HEARING: Washington Court Vacation. Hearing opened at 7:48 PM. Stamm
explained that the City is the proponent on a proposal to vacate ten-feet
along the full perimeter of Washington Court within the West End Addition to
Yelm. Gene Borges stated that since there are no plans for Washington Court
to be extended, there only needs to be a 40' right-of-way as proposed by the
vacation. However, the perimteter of the cul-de-sac may not need to be
vacated. Staff will talk to Dennis Cochrane about the radius of the cul-de-
sac and bring forth a recommendation from him on this issue. Starrrn mentioned

that the City will need to get easements from the property owners for the
vacated portion as the water meters are located in this strip. Hearing closed
at 7:53 PM.
Martha Parsons moved to table this issue until the Engineer forwards a
recommendation, second by Amos Lawton. Motion carried.
PUBLIC MEETING ON THE YELM CREEK ANNEXATION (property owners proposed within
this annexation, and along Middle and Railway Roads were invited to ask
questions and learn more about the annexation process). Stamp explained to
all that the City is not the proponent of annexation. The original boundary
proposed by the Seasons Development (petitioner for Yelm Creek annexation) did
not have a 600 of assessed value signature approval. The petitioner has been
attempting to alter the boundary of the original proposal to obtain the needed
60% approval and also retain logical boundaries that will be acceptable to the
City of Yelm and Thurston County Boundary Review Board.
In response to a question by a property owner, Stamm explained that the
$1,000.00 annexation fee is per annexation and not per property owner.
Mayor Pro-Tempore Kathy Wolf read a letter dated December 7, 1992 to Mayor
Sanders from Isabel Hay and Mary Silvis expressing their objection to
annexation to the City of Yelm. Staff cleared up some of the misconceptions
they had in regards to annexation, including assessments for sewer and water
and retention of agricultural animals.
Mr. Deatherage, Seasons Development Company, (annexation petitioner) stressed
that they are attempting to put together an annexation boundary that does not
include those property owners that are adamantly opposed, however, the
boundaries do have to be acceptable to the City of Yeltn and Thurston County
BRB. He provided those present with his feelings of pros of being in the City
of Yelm versus unincorporated Thurston County.
Mr, Deatherage will be submitting revised boundaries to the City Council for
their consideration at the December 16, 1992 meeting.
Norm LeMay, LeMay Enterprises: Mr. LeMay was present to greet the Council and
inform them that garbage rates for the year 1993 will not increase. He will
be submitting a cost of living adjustment increase and possibly a tipping fee
increase next fall for garbage rate increases effective January 1, 1994. He
stressed that staffing and service within the City of Yelm runs very smoothly
and their company enjoys working with the City.
YELM POLICE CAR LOGO REVISIONS: Chief Dunnam presented the City Council with
a diagram of the proposed marking changes to all new police cars. Council
unanimously approved of the changes stating that the markings will make the
cars more visible and identifiable.
PLANNING CCI`9MISSION APPOINTMENTS: Todd Stamm informed the Council that the
entire Planning Commission's terms expire December 31, 1992. All have
expressed an interest in continuing, except for Jim Brown, who may be
resigning.
IVERSON REZONE #8072: At Mr. Iverson's request, this issue will be tabled to
December 16, 1992.
PUBLIC WORKS DEPAR`IMENT BACKHOE REPAIRS: Gene Borges stated that the bill for
necessary engine repairs is approximately $6400.00 including repairs to the

upper and lower engine. No objection from Council.
LIBRARIAN REPORT - DECEMBER 1992: Circulation up 1000 items over November
1991. The report states, "it has been a landmark year in several ways for the
library...new building, new staff, expanded hours, steadily increasing
circulation...the enthusiastic response of the public gives evidence of the
ever-expanding support for increased library service in Yelm".
SEWER REPORT: Wastewater Treatment Plant bids will be opened at 2:00 PM on
January 13, 1993. `
PLANNING COMMISSION WORKSESSION OF DECEMBER 1, 1992: Economy and Design STEP
Forward group will host "The Look of Yelm" slide presentation on Monday,
January 11, 1993. Stamm informed the City Council that the draft EIS for the
SW Yelm Annexation is available and that there will be a Public Hearing on
January 4, 1993 to receive public comment.
YEIM PARKS ADVISORY COMMITTEE MEETING OF DECEMBER 8, 1992: Committee
critiqued the December 5, 1992 Christmas in the Park celebration and will
continue their discussion on January 12, 1993 at their regular meeting.
Dinner at Nisqually Moose Lodge will be Saturday, January 16, 1993 for any
interested to discuss and celebrate Christmas in the Park.
YELM HISTORIC PRESERVATION COMMISSION,MEETING OF DECEMBER 8, 1992: Commission
held Public Hearings on nomination of the Senior Center and Masonic Temple to
the Yelin Register of Historic Places. Commission recommended approval by
Council for placement on the Register. This item will be on the December 16
Council agenda for action.
YELM MUNICIPAL COURT: Reports for October and November were submitted.
At 9:25 PM, Council went into an Executive Session for approximately 10
minutes to discuss real estate negotiations. They reconvened at 9:38 PM.
