1., The meeting was called to order at 7:30 pm by Mayor Wolf. All
present joined in the flag salute.
Council present: Martha Parsons, Patty Forrester, Amos Lawton,
. Don Miller and Bob Gallagher. Visitors: Cindy Cecil, Dick Mundt
and LeRoy Bendien. Jim Blundell (Owens Davies Mackie), Kim Gorder
and Doug Cameron. Staff: Shelly Badger, Ty Peterson, Glenn
Dunnam, Gene Borges and Agnes Colombo.
94-97 2. MOTION BY DON MILLER, SECONDED BY MARTHA'PARSONS APPROVING THE
AGENDA WITH THE ADDITION OF ITEMS 6A - RESOLUTION 311 AND 9C - LOAN
SUBORDINATION. MOTION CARRIED.
94-98 3. MOTION BY MARTHA PARSONS, SECONDED BY AMOS LAWTON APPROVING THE
MINUTES OF MAY 11, 1994 AS WRITTEN. MOTION CARRIED.
94-99~ 4. MOTION BY PATTY FORRESTER, SECONDED BY AMOS LAWTON APPROVING
PAYMENT OF THE MAY 1994 PAYROLL. MOTION CARRIED.
5. Public Hearing1 (VAR8115~. The regular session was closed at 7:33
,. ,, p.m. by Mayor Wolf and the public hearing opened. Staff Report:
Ty Peterson explained that the variance request was for property
located on 104th Ave., an area zoned. R/A but predominantly
residential in character. The variance requests reduction of side
• - and .rear yard set-back requirements to those permitted by R-1
standards. This would allow the construction of a personal
carport/garage and covered RV storage area: Expectations are that
this area will eventually be zoned R-l. Staff recommended approval
with height restrictions of 15 feet for the carport and 20 feet for
the RV garage.
Due to lack of a quorum at the last meeting the Yelm Planning
Commission submitted an informal recommendation that the project be
approved with height restrictions. Benefit to the land
interpretation was discussed.
The Public Hearing was closed and regular session reopened at 7:37
p.m. by Mayor Wolf. ,
94-100 MOTION BY DON MILLER, SECONDED BY PATTY FORRESTER THAT VARIANCE
REQUEST 8115 BE APPROVED WITH HEIGHT RESTRICTIONS OF 15 FEET FOR
THE CARPORT AND 20 FEET FOR THE RV GARAGE AS RECOMMENDED BY THE
YELM PLANNING COMMISSION AND CITY STAFF. MOTION CARRIED.

6. Public Hearing, (ANX8116Z. The regular session was closed at 7:38
p.m. by Mayor Wolf and the public hearing opened. Staff Report:'
Ty Peterson explained this request is to annex approximately 9.%
acres of R/A zoned property located at the NE corner of Crystal
Springs Rd. The annexation meets criteria for expedient annexation
due to size, location and boundaries. In keeping with existing
zoning of surrounding property"R/A 1-5 zoning was recommended.
The Planning Commission's informal recommendation favors approval
of the annexation request.
The public hearing was closed and regular session reopened at 7:40
p.m. by Mayor Wolf. "
94-101 MOTION BY MARTHA PARSONS, SECONDED BY AMOS LAWTON THAT THE
ANNEXATION (ANX8116) BE APPROVED AND FORWARDED TO THE THURSTON CO.
BOUNDARY REVIEW BOARD. MOTION CARRIED.
6A. It was determined that Resolution No. 311 was not necessary.
7. Public Comment/Questions.
Dick Mundt questioned the proposed speed limit changes for Ye1m
Avenue and for lst Street. Pol"ice Chief Glenn Dunnam explained the
safety issues involved"and the"reasons for the recommendation.
8. Executive Session. At 7:51 p.m., Mayor Wolf announced that Council
would be going into executive session for approximately 30 minutes
to discuss contracts. No action can be taken in executive session.
The regular session resumed at 8:48 p.m.
9. New Business "
a. Intercity Transit Commute Trip Reduction _Interlocal Agreement.
Shelly Badger explained that Council's approval would authorize IT
to continue acting as administrator for distributing funds
allocated to assist in defraying" costs of the CTR Plan for Thurston
County. Yelm is required to participate as one business meeting
CTR guidelines is located within the City. Yelm will receive
$2,000 to help defray City planning costs.
94-102 MOTION BY BOB GALLAGHER, SECONDED BY AMOS LAWTON APPROVING SIGNING
THE INTERCITY TRANSIT COMMUTE TRIP REDUCTION INTERI,OCAL AGREEMENT.
MOTION CARRIED.
b. Community Development Block Grant Proiect Selection. Shelly
Badger reported that 3 proposals were recieved: UCBO for facility
expansion and service additions/increases; AARP for subsidized
housing for senior citizens`;" and Citizens for Community
Center/Theater for a~multi-use cultural/recreational facility.

It was explained that as the City lacks staffing to administer the
grant, consideration must be given to the applicants ability to be
responsible for reporting functions. The UCBO's project was the
only project to meet all criteria. Other options exist for funding
the Center/Theater and Senior Housing project.
Cindy Cecil, UCBO director, stated that she is working with AARP
writing a grant for subsidized senior housing and spoke of
available funding for the cultural center project.

Mayor Wolf and City Councilmembers expressed their appreciation for
Cindy Cecil's support and participation in working with the
community to obtain funds for subsidized senior housing
94-103 MOTION BY DON MILLER, SECONDED BY AMOS LAWTON THAT THE STAFF
RECOMMENDATION TO APPROVE THE UCBO PROJECT FOR CONSIDERATION FOR
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING BE APPROVED. MOTION
CARRIED.
c. Loan Subordination Request. Shelly Badger explained that this
request was tied into the housing rehab program. Twin County
Credit Union has r-equested that Yelm allow the Credit Union to
replace Yelm as second lien holder. This would permit processing
of an approved loan for the home owner. Changing to third would
not increase risk due to the loan amount/property value ratio.
Council has approved loan subordination requests in the past.
94-104 MOTION BY DON MILLER, SECONDED BY AMOS LAWTON THAT THE LOAN
SUBORDINATION ON THE BUCKINGHAM PROPERTY BE APPROVED. MOTION
CARRIED.
10. Old Business:
a. Ordinance No. 507 - Kingsview II Rezone (ZON/SUB8110).
Approval of the zone change was granted in motion 94-94 at the
5/11/94 Council meeting.
94-105 MOTION BY BOB GALLAGHER, SECONDED BY MARTHA PARSONS ADOPTING
ORDINANCE NO. 507 APPROVING A CHANGE IN ZONING FOR KINGSVIEW II
FROM RA 1-5 TO R-1. MOTION CARRIED.
11. Reports:
a. Planning - No report due to public hearings.
b. Library - Kristin Blalack, librarian, reported that April
stats showed Yelm's circulation ranks as #9 in the library system
and that circulation continues to increase.
c. Police - Chief Glenn Dunnam spoke concerning the Family Policy
Initiative which will ultimately result in a State Family Policy
Committee of 23 people, representing community areas of 40,000 or
more population. This committee will decide where future funding
will be allocated. Applications for funding will be distributed
although the selection process has yet to be identified.

The Chief received his formal appointment from Thurston County
Commissioner Diane Oberquell to the Thurston County Law Enforcement
Committee. He expressed his pleasure at being selected.
The final earthquake exercise planning meeting has been scheduled
for 6/3/94, 4:00, at the YPD. It was hoped that some insight might
be gleaned from similar undertakings in Lacey/Tumwater/Olympia but
as no practice exercise has been held, we are breaking new ground.
97 scenarios have been scripted for distribution to various
participants. Responses to the scenarios will promote
identification of equipment, manpower and supply needs in the event
of an actual emergency. A second exercise may be held following
evaluation of the results from the first exercise.
Councilmember Miller asked if the "three strikes and your in"
policy being considered by Tacoma for dealing with domestic abusers
would be helpful. Chief Dunnam allowed that it could be but that
confinement space is not available to support such an action.
d. Historic - Agnes Colombo announced that the celebration and
unveiling for the Yelm Senior Center Historic Register designation
has been scheduled for 12:00_on Wednesday, June 22. Mayor Wolf -
requested that the Historic Commission participate in a ceremony
recognizing the Yelm City Park donors.
e. Council Liaisons .~
1) City Hall - Mayor Wolf mentioned the announcement for th~
2nd annual City employee/officials picnic and asked Councilmember=
to contact Dana with suggested~~dates.
2) Court - Councilmember Miller reported that everything is
progressing smoothly:
3) Police - Councilmember Lawton indicated that all staff
members stay busy.
4) Public Works - Ken Garmann has been hired as the Public
Works Director effective 6/1/94. Councilmember Lawton reported
that the new slope/flail mower is in use and time/costs will be
tracked.
Shelly Badger explained that-a bid of about $32,000 was received
for park restroom construction. $19,000 was allocated in the Park
Reserve Fund for the project.' Additional funding sources to make-
up the difference were recommended.
94-106 MOTION BY MARTHA PARSONS, SECONDED BY AMOS LAWTON THAT THE BID
RECEIVED FOR PARK RESTROOM CONSTRUCTION BE ACCEPTED WITH FUNDING
COMING FROM: PARK RESERVE FUND $19,000 AND GENERAL FUND PARK
BUDGET $14,200. MOTION CARRIED.
5) Sewer Report - Gene Borges distributed edited copies of
Sewer Ordinance No. 505 which is scheduled for public hearing a

- been reviewed by DOE with their comments duly noted and considered.
Also scheduled for public hearing at the next meeting is Ordinance
No. 506 which proposes sewer rates. The rates indicated in the
ordinance have been reviewed and approved by regulatory/funding
- agencies.
f. Mayor Wolf reported attending/participating in the following:
City Hall tour'for a class from Mill Pond, the students and staff
enjoyed the visit; Air Quality Control; Nisqually River Council;
Mayor's Forum; Kiwanis Scholarship Dinner. Mayor Wolf reported
that she has been nominated to the Economic Development Board and
announced that the Chamber of Commerce Third Annual Awards Banquet
and Auction is scheduled for 6/2/94. Please-contact Shelly if you
would like to attend, we would like to have a full table from the
City.

g. Council - Councilmember Gallagher reported attending the
Transportation Policy Board meeting where STP funding was
discussed. Yelm is not a candidate for funds this year. The
certification process has been partially completed.
Councilmember Miller attended the "Roll Up Your Sleeves" workshop
co-sponsored by Thurston Regional Planning Council and the Daily
Olympian. Also attended was Intercity Transit's Internal Affairs
Committee and IT Board meetings. .
Shelly Badger will be in-Denver at the time of the next meeting
attending a Planning Workshop. Scheduled to take place while in
Denver is a meeting with Denver officials/staff to view, evaluate
and discuss the possible purchase of their inactivated water
treatment plant for use in Yelm.
12. Correspondence reviewed included invitations to the Tumwater
Library ground breaking and Elma Library grand opening; Family
Policy Initiative, Thurston Regional Planning Council's after hours
from 5:30-7:30 on 6/30/94. .
