94-109 3. MOTION BY MARTI;.A PARSONS, SECONDED BY BOB GALLAGHER THAT
MINUTES BE APPROVED WITH CHANGES TO PAGE 4: a) PARAGRAPH 6,
ADDING ABOUT BETWEEN OF AND $32,000 AND b) DELETING THE BID
AMOUNT FROM MOTION 94-106. CARRIED.
94-110 4. MOTION BY DON MILLER, SECONDED BY AMOS LAWTON APPROVING
PAYMENT OF VOUCHERS #16845-16951 TOTALLING $668,629.49.
CARRIED.
4A. Police Chief Glenn Dunnam introduced Dean Hanks, United Way
Executive Director. Mr_ Hanks presented the City with the
first $500 installment to the skateboard park fund. Total
grant award amount is. $1,000.
5. Todd Carlson, Thurston Regional Planning Council spoke of
funding for regional needs.' Comparisons of items planned and
projected revenues indicate a 35~ shortfall. Possible
additional revenue could come from a gas tax. Work elements
in determining how to fund what has been planned include:
determining funding needs, developing eligibility
requirements and developing regional funding strategy
alternatives. Public involvement through informal opinion
polling, transportation fair, focus groups and outreach
meetings are planned and a video will be developed to help
communicate the problem.
To Councilmember Don Miller's question if rail is being
planned for in this process, Todd Carlson responded that rail
was not now identified in the plan.
Jim Walker questioned plans for a possible bypass to help
Yelm's traffic problems. Mayor Wolf answered that the Y-1
and Y-2 bypass to the south and Y-3 bypass to the north were

identified in'Yelm's;'Tr-ansporta,tion Plan, but that fund'in~g

for a feasibili~ty~study.for the Y-2 bypass. Mr. Walker then
questioned if:.p`rob~lems. jhad" been encountered from land owners
that might be"affecte'd~by"this: ~~;Mayor Wolf responded that as
it had not been determined exactly where the roads will go,
this couldn't really be answered at this time. Todd Carlson
agreed with Mr. Walker's estimate that even with funding it
would be five years until these roads were in place.
" City officials and staff were thanked for their continued
involvement and support of Thurston Regional Planning
Council.
6. Public_ Hearing - Ordinance No. 505, Sewer Utility Service.
Mayor Wolf closed the regular session and opened the public
hearing at 7:58 pm. Mayor Wolf explained that first draft
copies of this ordinance had been given to Council several
meetings ago and that revised copies had been distributed to
members.
Being no comment, Mayor Wolf closed the public hearing at
8:01 pm.

ADOPTED. CARRIED.
7. Public Hearing - Ordinance No. 506 Sewer Utility Rates
Mayor Wolf closed the regular session and opened the public
hearing at 8:02 pm. Bob Connolly, Skillings and Connolly,
explained that monthly fee appropriateness was based on local
income levels which have increased since the project first
began. A monthly fee schedule in the ordinance was
established based on base flow and unit type. This fee
should be sufficient to cover expenses for operation and
' maintenance of the system. FmHA would reduce the grant to
. loan ratio amount if-charges were less. The ordinance
includes provisions for a discount for senior citizens who
are head of a household, over 65, retired and below the City
established median income. Users could, with City approval
and at their own cost, have outflow meters installed and be
charged for measured effluent outflow instead of water
through the meter.
Council expressed concern at the fee of .29 p/cf for usage
exceeding 900 cubic feet per month. Councilmember Gallagher
stated that the first 900 cf use in a month would cost $26,
the next 900 would cost $261.00. Councilmember Forrester
expressed concern at the potential cost of both monthly and
excess flow charge and questioned if the sewer fee would be
charged if the customer went on vacation for a period or must
. they pay year round. Consensus was that clarification was
needed and that no decision be made at this time. Mayor Wolf
closed the public hearing at 8:20 pm.

PUBLIC HEARING BE CARRIED OVER TO THE JUNE 22 CITY COUNCIL

9. No public comment/questions.
10. New Business:
a. Huntington Greens Final Plat. Staff report and Planing
Commission recommendation: that approval be granted subject
to meeting conditions contained in staff report.
94-113 MOTION BY DON MILLER, SECONDED BY BOB GALLAGHER THAT THE
HUNTINGTON GREENS FINAL PLAT BE APPROVED AS RECOMMENDED
SUBJECT TO CONDITIONS OF STAFF REPORT. CARRIED.
b. Ordinance No. 508 - Setting minimum penalties for gang
related criminal activities and establishing weapons free
zones. Mayor Wolf explained that she had requested copies of
ordinances dealing with gang problems/solutions from Lacey,
as they had taken a lead position in addressing the issue.
Chief Dunnam expressed that experience showed that probably
the biggest mistake being made is not anticipating and
preparing for gang problems. The ordinance had also been
discussed with Judge Meyer.
94-114 MOTION BY BOB GALLAGHER, SECONDED BY MARTHA PARSONS APPROVING
ORDINANCE NO. 508. CARRIED.
c. Ordinance No. 510 - Agnes Colombo explained that
Council had in the past allowed employees to receive $100 per
month extra in lieu of medical insurance. However, all
approvals had been for individuals who had additional medical
coverage from another source. Council requested that staff
contact legal counsel for a~determination of liability.

12. Reports:
a. Planning - Martha Parsons stated that due to public
hearings she did not have a lot to report but that a workshop
on the SW Yelm Conceptual Model Plan would be held at 4:00 on
June 13.
b. Park - Councilmember Lawton reported that the park
restrooms had been torn down and that some of the lumber
showed considerable damage. One park use request was
reviewed.
94-115 MOTION BY DON MILLER, SECONDED BY PATTY FORRESTER THAT A THE
HOME SCHOOL SUPPORT GROUP PICNIC AND PLAY PARK USE REQUEST
FOR JUNE 23, 1994 BE APPROVED. CARRIED.
c. Sewer - Ken Garmann reported that residential tanks
have been installed and that the rest of the tanks are
expected by 6/22; electrical connections are running behind
due to a scheduling problem with Puget Power. Restoration
has been completed in many areas and is required to be as
good or better than original condition and under a one year
warranty. The contractor is required to perform a follow-up
check in one year for any problems that have developed.
d. Police - Chief Dunnam reported that the Earthquake
Exercise had resulted in 93 events being delivered to
participants for action; that a yearly exercise would be
beneficial; resources will not be available to meet
anticipated needs. He thanked Rodney Orosko, Nisqually
Valley News, for the time he spent at the command center.

. e. Public Works~"~=` Councilmember Lawton reported that the
new backhoe had arrived this week and that equipment wise
things were looking better.
Ken Garmann reported that a tree in the park needed to be
removed, a smaller replacement was recommended. Council
requested that staff contact the Parks Advisory Board for
their input and that he also speak with the contractor
concerning the issue.

' ,~ f . Mayor - Mayor Wolf reported that she had met with staff
and was looking at ways to expedite annexations; the AWC
Conference is being held next week in Spokane.
Councilmember Miller suggested that the City begin looking
into drug/alcohol testing for employees. Mayor Wolf will
find out from AWC when they plan to address this issue. The
.; _ City will have to come into compliance with new requirements
in 1996 and will need to give consideration to budget
ramifications, as it will be quite costly. -
. Mayor Wolf requested someone to act as liaison to the Yelm
Timberland Library Board and to attend their meeting with her
on 7/12 at 7 pm. The library is interested in a new facility
the City would permit use of land by the water tower for this
purpose. Board investigation into how other small
communities funded such projects will be encouraged. Any
building would have to be a library community effort, the
.City is not in a position to make a commitment at this time.
. _ Councilmember Parsons agreed to attend the July meeting.

h. Court - Activity reported for April '94 showed 143
tickets received; 58 criminal citations and 85 infractions.
12. Correspondence - reviewed included the Thurston Co. Growth
and Environmental Planning Activities STATUS REPORT for
June/July 1994.
