1 . The meeting was called to order at 7 : 30 pm by Mayor Wolf .
All present joined in the flag salute.
Council present: Martha Parsons, Patty Forrester, Amos
Lawton and Bob Gallagher, Don Miller arrived late. Guests:
Mary and James Plante, Jesse Issacson, Amanda Chester, Andra
Arnold, Marilyn Arnold and Sharon Fence. Staff: Shelly
Badger, Glenn Dunnam, Ken Garmann and Agnes Colombo.

THE MINUTES OF JUNE 22 AND JUNE 29, 1994 AS WRITTEN.

APPROVING PAYMENT OF VOUCHERS 16958-17055 TOTALLING
$1,045,225.60. CARRIED. _
5. Skate Board Park Donations: Chief Dunnam introduced Sharon
Fence who presented the City with $ 1,003.92 raised at a yard
sale. Jesse Issacson, Amanda Chester and Andra Arnold
presented the City with $236.00 raised at recent car wash.
Another car wash is planned for Tuesday, July 19, at Burger
King from 10-4. Mayor Wolf was the first purchaser of "Goat
Insurance" for the upcoming fundraiser.
6. Public Hearinct: Prairie Heights, Division III Preliminary
Plat, proposed 13 multi-family lot subdivision of 3.1 acres
located north of Prairie Heights Div. II on Vancil Rd. The
regular meeting was closed and the public hearing opened at
7:38 p.m. Shelly Badger reported that ERU's are available
for sewer hookup; open space is provided in Division II; the
proponent has agreed to meet state Environmental Protection
Act mitigation requirements for Y-2/Five Corners alternate
route based on evening peak hour traffic and a payment upon
request agreement will be required; in a departure from past
approvals drainage will be provided for by lot 13 instead of
using swales; staff is still waiting for a report from Bob
Connolly. Staff recommendation: that public testimony be
accepted, and the hearing closed with a decision postponed
until Bob Connolly's report and the Planning Commission
recommendation is received.
Being no public testimony, the public hearing was closed and
meeting reopened at 7:45 p.m.

9. Charles Gowder, Yelm Telephone Company introduced himself to
Council. Mr. Gowder is filling the position vacated by the
retirement of Glen McCarten:
10. New Business
a. Mary Plante addressed Council and explained her concern
with Ordinance No. 508, particularly Section 3,(1) and
Section 4,(3),(d). Ms. Plante suggested that in 3,{1) the
word and be replaced with the word to.
Chief Dunnam had no objection to the word change in Section
3,(1). He did point out that the ordinance, when taken in
context, was applicable to gang members and that like any
document text taken out of context could be interpreted in
unintended ways. The ordinance was part of a county wide
effort and has been approved~by some jurisdictions. As part
of that process the ordinance was reviewed by the Thurston
County Prosecutor's Office and had also been reviewed by the
Washington Association~of Police Chiefs and Sheriffs.

Councilmember Gallagher inquired if he was correct in his
interpretation that this ordinance would be enforceable only
if the occurrence is gang related. Chief Dunnam agreed that
this ordinance applies only to gang activity not to the
general citizen.

Following discussion Council requested that staff send the
ordinance to legal counsel for review and suggestions for
clarification. Chief Dunnam will contact Yelm's prosecuting
attorney for his recommendation and the item will be
reschedule at the next Council meeting.
b. Resolution 315. Ken Garmann explained that the purpose of
the resolution is to track activity and recover costs
incurred when adding new users into the sewer system.

e. Councilmembers were reminded of the Thurston County Fair
Egg Laying Contest.
12. Reports.
a. Planning Commission: Councilmember Martha reported that
due to public hearings she had no report. Shelly Badger
reported that although no action was possible due to lack of
a quorum, public comment was received on the scheduled public
hearings. Decisions on Yelm Builders Supply expansion,
Prairie Dental remodel and Prairie Heights Div. III
Preliminary Plat were postponed.
A public hearing has been scheduled for 6/18/94 for the
proposed amendment to the Comprehensive Plan and SW Yelm
Master Plan.
Work is proceeding on the Comprehensive Plan and hearings
should be held at the end of August or beginning of
September. Workshops for both Council and Planning Commission
will be scheduled. Public participation is planned and the
Step Forward Task Force will be called back for review.
Chamber and UCBO input is also being requested.
b. Park: Reise, 8/6/94; Yelm Nutrition Program, 7/22/94;
Homeschool Group, 7/19/94.

PARK USE REQUESTS. CARRIED.
c. Sewer: Ken Garmann reported that completion was expected
Friday or Saturday and that Farm Home's final inspection is
scheduled for 7/20/94. In response to questions concerning
hydroseeding he responded that the contractor is obligated
for a one year period. Council believed this to be an
appropriate time for a newspaper article explaining steps to
be taken when sewer alarms are activated.
Councilmember Don Miller arrived at 9:10 pm.
d. Police: Chief Dunnam reported that he had contacted Cindy
Cecil and that she was favorable to the UCBO accepting
contributions for the skateboard park making the
contributions tax deductible. Changeover should take place
around the first of August.
Chief Dunnam has looked into the possibility of phasing
construction of the skateboard park. Requests for support
of equipment/supplies/time donations have been favorably
received. A meeting with the Parks Advisory Committee and
speak with Jim Blundell concerning the City's liability.
Copies of projected 1995 CAPCOM costs to the City showed a
$3, 000 ( 39 .5$ ) increase over 1994 costs . Plans are to hire an
additional 3 staff members in '95.

e. Public Works - Yelm and Thurston Co. are sponsoring a
workshop on the care, maintenance and repair of septic
systems. The workshop wi"11`be held at City Hall on Tuesday,
July 19, at 7 pm: Public works was requested to take
corrective action"where necessary to reduce the fire threat
due to overgrown vegetation..
Visioning Meeting - Shelly Badger discussed the workshop and
requested that $2,000 be given to help defray costs to the
Chamber and to show the City's support of the project.
f. Mayor: Meetings attended: Economic Development, Special
City Council, Sewer Dedication, Regional Planning, Nisqually
River Council, Elma Library, Vision Meeting and Friends of
the Library whose members."expressed appreciation for City
support and facilities and an understanding of the city's
resource availability. Mayor Wolf and her husband offered to
replace a dead Hawthorne tree in front of Dyslexia Inc.
Similar contributions would be" gratefully accepted.

PUBLIC WORKS ADVISE COUNCIL OF TREES NEEDING REPLACEMENT AND
APPROVING REMOVAL AND REPLACEMENT OF THE DEAD HAWTHORNE.

Don Miller was thanked for agreeing to attend CAPCOM
Committee meeting
Heartwalk has been scheduled for 10/8/94. Yelm's team took
second place last year "and ho_ pes to better last year's totals
by issuing challenges to local businesses. Staff and
officials are encouraged to .participate.
E.J. Curry, who serves on both the Planning Commission and
Library Board is attending Leadership Thurston County.
h. Court: May activity included 169 tickets, 52 criminal
citations and 117 infract"ions. June activity included 159
tickets, 60 criminal citations and 99 infractions.
13. Correspondence: correspondence was reviewed.
