1. The meeting was called to order at 7:30 pm by Mayor Pro-TemporE
Niart:f~a Parsons. All present joined in the flag salute.
Council present: Bob Gallagher, Amos Lawton and Velma Curry.
Don Miller arrived late due to an IT meeting. Guests: Cindy
Cecil, UCBO, Stephanie Crone, Gayle Pritchett and Everett
Fraissinet. Annett Moon, Dean Hooper, Rae Carpenter and Freda
Willoughby. Rodney Orosco, Nisqually Valley News, M. Anderson,
Margaret Heck, Elizabeth Veness and Glen Nutter. Staff:
Shelly Badger, Ken Garmann and Agnes Colombo.

AGENDA WITH ITEM 5, AND 9 D AND E CANCELLED. CARRIED.
94-217 3. MOTION BY SOB GALLAGHER, SECONDED BY AMOS LAWTDN APPROVING THE
OCTOBER 26, 1994 COUNCIL MINUTES AS WRITTEN. CARRIED.
94-218 4. MOTION BY VELMA CURRY, SECONDED BY AMOS LNWTON APPROVING
PAYMENT OF VOUCHERS 17370 - 17461 TOTALLING $133,334.27.
CARRIED.

6. Public Hearing - Citizen Ir_put on Community development and
Housing Needs. Mayor Pro-Tempore Martha Parsons opened the
public hearing at 7:34 p.m. No conflict ~f interest or -~
objections to participants was noted. Shelly edger explained
applications must be submitted to the City by 11/18/94.
Council will review applications and make a derision on which
should be forwarded to the state.
Cindy Cecil explained that the 5 eligibilitg categories are
housing, Economic Development, Community Fatalities, Public
Facilities and Comprehensive. Projects must bexefit low income
individuals.
The floor was opened for public comment.
Rita Willoughby, AARP, spoke of the need for Dior housing in
the area and stated that lack of available housing forces
seniors to leave the area. Also mentioned w~ the Homestead
Act.
Gayle Pritchett, would like to see a fog step "senior
community" developed to include regular housing with
maintenance/upkeep provided; community for locating
mobiles/housing; assisted living apartments and full care
facility. Also identified as a community n~i was a senior
center/facility.
Anette Moon, parent to 6 disabled children, sgke of the need
of a facility to allow these special needs in~iduals to live
independently.

Rae Carpenter, resident of the Killion Ct. Apartments, ~e~af_
the social and family atmosphere shared by the seniors living
in the 5 duplexes. 'She pointed out that senior units should be
on one level.
Dean Hooper, addressed the need for economic development and
mentioned a home-based business inventory with
newsletters/?~~r•ochures advertising the businesses. Tutorinc;
program with adult supervised high school students working with
younger children over the summer. Also mentioned was a
community resource index of business people available to speak
to school groups.
Shelly Badger, identified the need for construction of
industrial buildings to strengthen the financial basis of the
community .
Cindy Cecil, UCBO, explained that most individuals present are
proponents of senior housing and that CDBG grants offered funds
that don't have to be repaid. She spoke in support of a land
purchase for locating 14 senior housing units and 4 units each
for developmentally disabled and head injured individuals.
Earl Grosneck, spoke of the need for community facilities for
area young people.
Jeremy Mungaro felt a recreation center would be an asset to
the community and give kids something to do.
Being no additional comment, Mayor Pro Tempore Parsons closed
the public hearing at 7:53.
Items identified during the public hearing were recorded on the
white board. Ballots, pens and copies of recorded items were
distributed to the audience.

7. Public Hearincr - Set-Back Variance in Commercial C-1 Zone.
Continued to the 11/22/94 City Council meeting as requested by
the Yelm Planning Commission.
8. Public Comment:
Stephanie Crone spoke of a school sponsored program for
identifying youth involved in or at risk for gang involvement.
Letters would be sent to parents of identified children. If no
response was received in 2 weeks, she would like the police
department to contact the parents to see if they had received
the letter. Ms. Crone also stated that the school and PTA
lacked funding for this type of activity.

Councilmember Lawton explained that he had spoken with Chief
Dunnam concerning this program and encouraged Ms. Crone to
contact Thurston Co. Gang Awareness, TOGETHER or the UCBO.
Cindy Cecil, UCBO, explained that a coalition had been formed.....
to address this problem and that the coalition would bE
holding a dance on Thursday evening at the community center fo?
middle school students.
No additional public comment/questions received.
9. New Business
a. Ordinance No. 530 - amending the '94 Budget (Ord 486) by
establishing Fund 420, Wastewater (Sewer) Reuse Fund.

ORDINANCE NO. 530 ESTABLISHING FUND 420. CARRIED.
b. Ordinance No. 531 - Ad Valorem Taxes
94-220 MOTION BY BOB GALLAGHER, SECONDED BY AMOS LAWTON ADOPTING
ORDINANCE NO. 531 SETTING AD VALOREM TAXES FAR 1994. CARRIED.
c. Housing Rehabilitation Loan Subordination Request.
94-221 MOTION BY BOB GALLAGHER, SECONDED BY VELMA CURRY APPROVING THE
LEMOINE LOAN SUBORDINATION REQUEST. CARRIED.

10. Old Business
a. Ordinance No. 529 (ANX8099)
94-222 MOTION BY AMOS LAWTON, SECONDED BY BOB GALLAGHER ADOPTING
ORDINANCE NO. 529 (ANX8099) SMITH/RAILWAY ROAD ANNEXATION.

11. Reports:
a. Planning - Mayor Pro Tempore Parsons reported that the
Planning Commission is working on the Comprehensive Plan
Update.
b. Parks - Councilmember Curry reported that the Christmas in
the Park planning meeting had been held on Tuesday evening and
that the regular meeting would take place next week.
Shelly Badger invited all interested individuals to attend the
next Christmas in the Park meeting at Yelp. City Hall on
Tuesday, 11/15/94, at 7 pm.
Councilmember Miller arrived.
c. Police - Councilmember Lawton reported that an authorization
to execute the contract for the New World Systems public safety
software which will tie in to Tumwater/Lacey/Olympia at a cost...
of $8,000 is needed prior to setup on 12/12/94. Shelly Badger
explained that Chief Dunnam agreed that if the '95 budget.
couldn't include funding to cover this expense he would reduce
other items to cover this cost.

94-223 MOTION BY BOB GALLAGHER, SECONDED BY VELMA CURRY AUTHORIZING
THE CITY CLERK TO EXECUTE THE CONTRACT FOR NEW WORLD SYSTEMS
SOFTWARE. CARRIED.
d. Public Works - Ken Garmann reported that a letter had been
received from EAR Enterprises requesting that parking be
permitted on one side of the street in the Prairie Heights
Plat. He continued by explaining that the plat had been drawn
up and approved with 24 ft. streets as each unit would include
a two car garage and space for parking two additional vehicles.
Several plats had been approved city-wide using these
standards. Based on design parameters-and on site observation
staff recommended that the maintain the intent of the project.
Newer plats have wider streets.
Other items reported: John Edwards, a new public works
employee, has been hired to fill a vacancy left by a
resignation; work continues on STEP floats, manufacturer is
involved at this point and staff would like to see all floats
replaced; Shur Clean should begin construction in 2 weeks;
Kingsview II construction has started.

returned from her vacation but was unable to attend tonight's
meeting due to illness.
f. Council Report: Councilmember Curry reported on attending
the Hands On Childrens' Museum Open House. Councilmember
Miller reported on today's CAPCOM and Intercity Transit
meetings.
Shelly Badger announced that the audit had been completed and
that today had been Ty Peterson`s last day.
