The meeting was called to order at 7:30 p.m. by Mayor Kathryn Wolf. Council present: Don Miller, Martha Parsons, Velma Curry, Amos Lawton and Bob Gallagher. Guests: Kristin Blalack, Yelm Timberland Library, and Rodney Orosco, Nisqually Valley News. Staff: Shelly Badger, Ken Garmann and Glenn Dunnam. ~I 94-223 2. MOTION BY AMOS LAWTON, SECONDED BY MARTHA PARSONS APPROVING THE AGENDA WITH ITEM 6 CANCELLED. CARRIED. 94-224 3. MOTION BY BOB GALLAGHER, SECONDED BY AMOS LAWTON, APPROVING THE NOVEMBER 9, 1994 COUNCIL MINUTES AS WRITTEN. CARRIED. 94-225 4. MOTION BY VELMA CURRY, SECONDED BY AMOS LAWTON APPROVING NOVEMBER, 1994 PAYROLL. CARRIED. MOTION BY BOB GALLAGHER, SECONDED BY AMOS LAWTON APPROVING PAYMENT OF VOUCHER 17462 IN THE~AMOUNT OF $10,006.50. CARRIED. Regular meeting closed at 7:35 p.m. ~~ 5. Public Hearing - 1995 Preliminary Budget - Mayor Kathryn Wolf opened the public hearing at 7:36 p.m. Copies of the 1995 Preliminary Budget were provided to the council. Shelly Badger explained that the general fund and the water fund need some additional work. There will be a work session on Tuesday, November 29, 1994 at 4:00 p.m. to work on these portions of the budget. Agnes Colombo put in $25,000.00 as an estimate for Medic One. There is not a firm contract with Medic One at this time, but needed to make sure an amount was earmarked for it. There being no public comments, Mayor Wolf closed the public hearing at 7:43 p.m. 6. Ordinance No. 532 - adopting a Latecomer`s Agreement between Springfield Development Company, Inc. and the City of Yelm for a waterline extension to the area known as Prairie Creek Subdivision (SUB 8079). 94-226 MOTION BY DON MILLER, SECONDED BY AMOS LAWTON ADOPTING ORDINANCE NO. 532. CARRIED. b. Ordinance 533 - adopting a Latecomer's Agreement between Springfield Development Company, Inc. and the City of Yelm for a sewer system extension to the area known as Prairie Creek Subdivision (SUB 8079). 94-227 MOTION BY DON MILLER, SECONDED BY MARTHA PARSONS ADOPTING ORDINANCE NO. 533. CARRIED. 9. a. Ordinance 534°- annexing certain territory to the City of Yelm, and amending the Yelm zoning map and Comprehensive Plan. 94-228 MOTION BY SOS GALLAGHER, SECONDED BY MARTHA PARSONS TO APPROVE ORDINANCE N0. 534. CARRIED. b. Decision of Request for Qualifications for December Community Development Block Grant Application. Shelly Badger reported that she received a phone call at 4:15 p.m. today that HUD has stated that the State of Washington, like other states must follow the regulations which do not allow this money to be used for acquisition of land. Shelly further requested that this decision be tabled until such time as she and Ken Garmann and Cindy Cecil can meet to discuss it further to ascertain if it is feasible to put together an application that meets the guidelines by December 19, 1994. 94-229 MOTION BY BOB GALLAGHER, SECONDED BY AMOS LAWTON TO TABLE THE DECISION REGARDING REQUEST FOR QUALIFICATIONS FOR DECEMBER COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION UNTIL THE SPECIAL MEETING ON NOVEMBER 29, 1994. CARRIED 10. Reports: a. Planning - Councilmember Parsons reported that the Planning Commission is working on the Comprehensive Plan. Shelly Badger added that Item #6 on the agenda was withdrawn at the request of the applicant, after the planning commission had made the recommendation to the council to deny the variance. Library - Kristin Blalack reported that they are using a new approach to the Preschool Story Time and wanted to thank the City for allowing the library to use the council chambers. c. Council Liaison Reports: 1) City Hall - Shelly Badger gave a review of a proposed garbage survey which will be sent out with the billings. 2) Court - Councilmember Miller said there was nothing to report. It was added that it is anticipated that the court would be getting a new computer program, linking it with a state-wide system. 3) Public Works - Ken Garmann requested approval from the council of the completion of Contract 3 - Sewer Project with Northwest Cascade. 94-230 MOTION SY DON MILLER, SECONDED BY VELMA CURRY TO ACCEPT THE CONTRACT 3 SEWER PROJECT WITH NORTHWEST CASCADE AS COMPLETED. CARRIED. Ken went on to explain some problems that have come up regarding floats that are not working properly. The floats that are being effected are being replaced. This replacement is covered under a warranty, and the city bears no burden or cost in replacing the floats. Other items reported: Street lighting is being discussed with Puget Power and ,the city has been working on the draft of the Corrosion ,Control Study. t. Mayor Wolf added that Gene Borges reported to her that he has been meeting with Tom Skillings regarding funding possibilities for the new study for the wastewater treatment facility. Gene also reported that he had received a call from the Department of Ecology will be meeting with him tomorrow in regard to the appeal on part of the grant that is pending. 4) Police - Chief Glenn Dunnam stated there was nothing to report. cl'.' M_ ayor - Mayor Wolf reported that on November Z0, she met with Mike Crose and Mary Strawl, librarian from Lacey regarding the future of the library in Yelm. Shelly went on to explain that the feasibility of developing the water tower property for a building is not realistic at this time because of the Department of CITY COUNCIL MINUTES NOVEMBER 22, 1994 3 ~~ Health requirements with the well and the radius kept around the well and the area that needs to be kept for future expansion of the system. Mayor Wolf and Martha Parsons reported that the City of Yelm received 2nd prize for the most money collected in the "Heart Walk." Mayor Wolf also reported that she ~' attended the Housing Authority meeting; and the Mayor's Forum in Tenino, and the Nisqually River Council meeting. e. Council - Councilmember Gallagher reported that the Urban Growth's last meeting was last night; Councilmember Miller reported attending the fire hall dedication; Councilmember .Curry reported on the Christmas ir. the Park meeting; Councilmember Miller reported on the CAPCOM meeting. Mayor Wolf reminded the councilmembers of the Thurston ~. County Planning Commission/Yelm Planning Commission Joint Comprehensive Plan meeting on December 7, 1994 at 7:00 p.m., UCBO Conference Room, Yelm. Shelly wanted to remind everyone about Christmas in the Park on December 3rd from 2:00 p.m. to 5:30 p.m. Parade starts at 2:00 p.m. 11. Correspondence was reviewed. 12.
