08-26-04 SS MINUTES YELM CITY COUNCIL MEETING MINUTES STUDY SESSION THURSDAY, AUGUST 26, 2004 1. Call to Order. Mayor Pro-Tern Harding called the meeting to order at 5:00 p.m. 2. Roll Call. Present: Joe Baker and Bob Isom. Late arrivals: Don Miller and Mayor Rivas. Excused: Pat Fetterly. 3. Agenda Approval MOTION BY DON MILLER, SECONDED BY BOB ISOM APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Presentations a. Department Report: Yelm Public Works Quarterly Report. Tim Peterson reviewed his staff report on activities in the Animal Control, Parks, Sewer, Streets and Water Departments, b. Business & Occupation Taxes 'Model Ordinance.' Agnes Bennick reviewed the General Provisions, Administrative Provisions and Model Ordinance that will replace Yelm's current regulations. The new ordinances are required by the state and must be adopted by the end of the year. As part of the process a new Utility Tax Ordinance will also be required. Council requested additional model ordinance review time. 5. Mayor/Council Initiatives Issues discussed included: · Entering the city float in the Patriots Day Parade on 9/11 · Council's Economic Development GoalslBelkin Corp Presentation · Chamber's interest in a farmers market and hanging baskets · Road projects/issues including Stevens/l03rd/MosmannlLonemire · Open Public Meetings Act Training · Mill Road parking and students walking on roadside · September Study Session Agenda and pre-budget planning 6./7.
