AN ORDINANCE OF THE CITY OF YELM, WASHINGTON, AMENDING the Yelm
Comprehensive Plan and Joint Plan with Thurston County.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM DOES HEREBY ORDAIN AS
FOLLOWS:
Section 1. Ado tp ion. In accordance with the requirements of Chapter 36.70A.RCW, the Yelm City
Council does hereby adopt the amended Yelm Comprehensive Plan and Joint Plan with Thurston County.
Section 2. Findings of Fact. The findings and assumptions supporting the Yelm Comprehensive Plan and
Joint Plan with Thurston County are as follows:
I. GENERAL FINDINGS
A. The State Growth Management Act (GMA), Chapter 36.70A RCW, requires counties within
its scope to adopt comprehensive plans which are guided by the Act's goals and which meet the Act's
requirements.
B. The GMA requires counties to adopt county-wide planning policies to guide the adoption of
comprehensive plans. The principal purpose of these policies is to insure that the comprehensive plans
of counties and the cities within them are coordinated and consistent with each other. The amendments
to the comprehensive plan adopted by this ordinance were prepared, considered and adopted in
compliance with county-wide planning policies.
C. The amendments to the comprehensive plan adopted by this ordinance were subject to a
public hearing before the City of Yelm Planning Commission.
D. The joint amendments to the comprehensive plan adopted by this ordinance were subject to a
public hearing before the Thurston County Planning Commission, a public hearing before the Thurston
County Board of Commissioners, and separate work sessions by each body.
E. The comprehensive plan amendments adopted by this ordinance were prepared, and adopted
in compliance with the joint planning process established by the county-wide policies.
F. This ordinance amends the existing 1995 Yelm Comprehensive Plan and Joint Plan with
Thurston County.
G. The measures adopted by this ordinance comply with the GMA and other governing law and
are reasonably related to the public health, safety, and welfare.

II. FINDINGS RELATING TO THE TRANSPORTATION PLAN UPDATE
A. The state Growth Management Act requires the City of Yelm to adopt a transportation
element as part of its Comprehensive Plan, consistent with RCW 36.70A.070.
B. An Environmental Assessment evaluating the alternative locations of the Y2/Y3 corridor was
completed. The Y2/Y3 Corridor Environmental Assessment was issued a finding of No Significant
Impact by the Federal Highway Administration on February 1, 2000. The City Council approved the
preferred alternative of the Y2/Y3 Environmental Assessment on March 8, 2000, Resolution No. 398.
C. The design and right-of-way acquisition for the Y2/Y3 corridor is included in the six year
transportation plan of expenditures and revenues for the City, covering the years 1997-2002.
D. The plan has been update to comply with House Bill 1487, Level of Service to include
Highways of Statewide Significance, levels of service of Highways of Statewide Significance and
concurrency requirements.
E. The City of Yelm purchased the Yelm/Roy Prairie Railroad Line to continue the availability
of freight rail service which is vital to business retention and development.
Section 3. Severability. If any provisions of this ordinance or its application to any person or
circumstance is held invalid, the remainder of the ordinance or the application of the provisions to other
persons or circumstances is not affected.
Section 4. Effective Date. This Ordinance shall be in full force and effect from and after its passage,
approval and p~blica~}on as provided by law.
