AN ORDINANCE OF THE CITY OF YELM, WASHINGTON, AMENDING the Yelm
Comprehensive Plan and Joint Plan with Thurston County.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM DOES HEREBY
ORDAIN AS FOLLOWS:
Section 1. Adoption. In accordance with the requirements of Chapter 36.70A.RCW, the Yelm City
Council does hereby adopt the amended Yelm Comprehensive Plan and Joint Plan with Thurston
County.
Section 2. Findings of Fact. The findings and assumptions supporting the Yelm Comprehensive
Plan and Joint Plan with Thurston County are as follows:
I. GENERAL FINDINGS
A. The State Growth Management Act (GMA), Chapter 36.70A RCW, requires counties
within its scope to adopt comprehensive plans which are guided by the Act's goals and which meet
the Act's requirements.
B. The GMA requires counties to adopt county-wide planning policies to guide the adoption
of comprehensive plans. The principal purpose of these policies is to insure that the comprehensive
plans of counties and the cities within them are coordinated and consistent with each other. The
amendments to the comprehensive plan adopted by this ordinance were prepared, considered and
adopted ir_ compliance with county-wide planning policies.
C. The amendments to the comprehensive plan adopted by this ordinance were subject to a
public hearing before the City of Yelm Planning Commission and a public hearing before the City of
Yelm Council.
D. The joint amendments to the comprehensive plan adopted by this ordinance were subject
to a public hearing before the Thurston County Planning Commission, a public hearing before the
Thurston County Board of Commissioners, and separate work sessions by each body.
E. "The comprehensive plan amendments adopted by this ordinance were prepared, and
adopted in compliance with the joint planning process established by the county-wide policies.
F. This ordinance amends the existing 1995 Yelm Comprehensive Plan and Joint Plan with
Thurston County.

G. The measures adopted by this ordinance comply with the GMA and other governing law
and are reasonably related to the public health, safety, and welfare.
III. FINDINGS RELATING TO THE HARPER REDESIGNATION AND REZONE
A. The Thurston County Board of Commissioners initiated a redesignation of 12 acres on
Railway Road in the Yelm Urban Growth Area from Light Industrial to Rural Residential 1/5. The
tax parcel identification numbers of said parcels are 64300600401, 64300600402, 64300600407,
64300600408 and 64300600409. The property will also be redesignated for a future land use and
zoning classification of R-6, Moderate-Density Residential, which will be the zoning activated if
annexation to the City of Yelm occurs.
B. The redesignation and rezone is consistent with the current use of the property at issue as
such properties are currently developed with single family residential uses. Further, one of the
subject properties is zoned half RR 1/5 and half LI, with a residence currently located on the half
zoned LI. Surrounding residential properties are also designated for future land use and zoning
classification as R-6.
C. The property subject to the proposed redesignation and rezone is surrounded on all sides
by single-family residential uses.
III. FINDINGS RELATING TO THE FORRESTER REDESIGNATION AND REZONE
A. The Yelm City Council initiated a redesignation of one acre of an eight acre parcel on
State Hwy 507 in the City of Yelm from Low Density Residential (R-4) to Commercial (C-1). The
tax parcel identification number of said parcel is 21725120100.
B. The subject site is adjacent to the Y2 transportation corridor and its terminus with Hwy.
507. This areas was identified in the Y2/Y3 Environmental Assessment as an area in which
secondary impacts of incompatible land uses could occur as currently zoned with the adoption of the
transportation corridor.
C. The redesignation and rezone is consistent with the current use of the property at issue as
such the area of the property designated for a rezone is currently developed with a retail commercial
use.
IV FINDINGS RELATION TO THE Y2/Y3 TRANSPORTATION CORRIDOR
A. The state Growth Management Act requires the City of Yelm to adopt a transportation
element as part of its Comprehensive Plan, consistent with RCW 36.70A.070.

B. An Environmental Assessment evaluating the alternative locations of the Y2/Y3 corridor
was completed. The Y2/Y3 Corridor Environmental Assessment was issued a finding of No
Significant Impact by the Federal Highway Administration on February 1, 2000. The City Council
approved the preferred alternative of the Y2/Y3 Environmental Assessment on March 8, 2000,
Resolution No. 398.
C. The design and right-of--way acquisition for the Y2/Y3 corridor is included in the six year
transportation plan of expenditures and revenues for the City, covering the years 1997-2002.
V. FINDINGS RELATED TO THE CONTENTS OF THE COMPREHENSIVE PLAN
A. Maps and documents in the Comprehensive Plan that are specific as appendices or as
supporting documents of the comprehensive plan are redundant. When appendices and/or
supporting document(s) are amended it then requires an amendment to the Comprehensive Plan.
B. By referencing appendices and supporting documents in the Comprehensive Plan "or as
amended in the future" and removing the associated maps from the Comprehensive Plan better
consistency between documents will be achieved.
C. The Comprehensive Plan maybe amended on an annual basis. Numerous amendments
over time can make it difficult for citizens, elected officials and plan administrators to understand
the progression of the Comprehensive Plan. A preface section added to the Comprehensive Plan,
Titled Adopted Amendments to the Comprehensive Plan in Chronology Order will provide a
historical summary of amendments.
VI. FINDINGS RELATED TO THE Y2/Y3 TRANSPORTATION CORRIDOR
A. The City of Yelm Comprehensive Transportation Plan identifies a number of street
improvement projects needed to meet concurrency requires established by the Growth Management
Act. The Y2/Y3 Transportation Corridor is identified as a new road and needed facility. Its location
has been conceptually identified since 1992.
B. The preferred alternative of the Y2/Y3 corridor adopted by this ordinance were subject to
public hearings before the City of Yelm Council.
C. An Environmental Assessment evaluating the alternative locations of the Y2/Y3 corridor
was completed. The Y2/Y3 Corridor Environmental Assessment was issued a finding of No

Section 3. The Official Zoning Map, Yelm, Washington, is hereby amended to incorporate
changes related to redesignation and rezone of tax parcel 21725120100, as shown in Attachment A
hereto, which is by this reference incorporated herein.
Section 4. The Official Zoning Map, Yelm, Washington, is hereby amended to incorporate
changes related to redesignation and rezone of tax parcels 64300600401, 64300600402,
64300600407, 64300600408 and 64300600409 as shown in Attachment B hereto, which is by this
reference incorporated herein.
Section 5. The Comprehensive Plan is hereby amended to include the preferred alternative for
the Y2/Y3 Transportation Corridor as shown in Attachment C hereto, which is by this reference
incorporated herein.
Section 6. The format of the Comprehensive Plan is hereby amended as follows:
A. The following summary page(s) shall be incorporated in the Comprehensive Plan, before the

Section 7. Severability. If any provisions of this ordinance or its application to any person or
circumstance is held invalid, the remainder of the ordinance or the application of the provisions to
other persons or circumstances is not affected.
Section 8. Effective Date. This Ordinance shall be in full force and effect from and after its passage,
approval and publication as provided by law.
