ORDINANCE NO. 718
AN ORDINANCE OF THE CITY OF YELM, WASHINGTON, READOPTING
ORDINANCE NO. 682 ESTABLISHING A STORM WATER UTILITY AND
SETTING FEES FOR THE OPERATION AND MAINTENANCE OF THE STORM
WATER UTILITY PROGRAM.
WHEREAS, on November 23, 1999, the City Council passed Ordinance No. 682 which in part
establishes service charge rates to insure the responsible operation and maintenance of a Storm Water
Utility Program, and
WHEREAS, the City of Yelm has been charged with providing adequate quantities of potable
water for Yelm's citizens, and a Storm Water Utility Program is a key component in protecting the water
supply of Yelm's citizens and our resources,
WHEREAS, creation of a Storm Water Utility Program has been mandated by a higher level
governmental authority, and this Ordinance was not adopted in attempt to avoid any requirement for voter
approval of fee or tax increases.
NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YELM, WASHINGTON, as
follows:
Section 1. Ordinance No. 682, a copy of which is attached hereto, is hereby readopted in its entirety.
Section 2. Severability. If any section, subsection, paragraph, sentence, clause, or phrase of this
ordinance is declared unconstitutional or invalid for any reason, such decision shall not
affect the validity of the remaining parts of this ordinance.
Section 3. Effective Date: This ordinance shall become effective on and after December 6, 2000
