710 Amend Ord 550CITY OF YELM ORDINANCE NO. 710 AN ORDINANCE OF THE CITY OF YELM, WASHINGTON, AMENDING Ordinance 550 by amending the Yelm Development Guidelines. These-amendments include: minor amendments to Chapter 4, Transportation, providing more detailed guidelines for illumination and deleting the specific street tree list with a requirement to use the lasted adopted list, Chapter 6, Water, modifying details to meet current standards and correcting conflicts within the guidelines and Chapter 7, Sanitary Sewer, changing references to outdated material part numbers and conflicts within the guidelines. WHEREAS, on July 3, 2000, pursuant to notice duly given, a public hearing was held and the Planning Commission made a recommendation to City Council by consensus; WHEREAS, on July 17, 2000, pursuant to Resolution No. 249, the Planning Commission by quorum unanimously confirmed the Planning Commission's recommendation from July 3, 2000; WHEREAS, on July 12 , 2000, pursuant to notice duty given, a public hearing was held and findings were duly made pursuant to RCW 35A.63.070; and WHEREAS, on June 9, 2000, pursuant to the State Environmental Policy Act, the City issued a Determination of NonSignificance on the proposed Development Guideline amendments. NOW, THEREFORE THE COUNCIL OF THE CITY OF YELM ORDAINS THAT THE YELM DEVELOPMENT GUIDELINES SHALL BE AMENDED AS FOLLOWS: Section 1. Chapter 4, Transportation, Section 46.030 shall be amended by deleting the Minimum Street Design Standard Table and replacing it with the attached Minimum Street Design Standard Table. Section 2. Chapter 4, Transportation, Section 4B.130.C. shall be amended to read as follows: C. Spacing between adjacent intersecting streets, whether crossing or'T"should be as follows: When hiahest classification involved is: Major Arterial/Boulevard Urban Arterial Commercial Collector Neighborhood Collector Local Access Private Roadway Minimum Centerline offset should be: 350 feet 300 feet 200 feet 200 feet 150 feet 150 feet When different class streets intersect, the higher standard shall apply on curb radii. Deviations to this may be allowed at the direction of the City. Section 3. Chapter 4, Transportation, Section 4E.020, Design Standards, first paragraph, shall be amended to read as follows: A street lighting plan submitted by the applicant and approved by the City shall be required for all street light installations. Type of installation shall be as set forth in WSDOT/APWA/IES Standard Specifications and as directed by the City except where noted herein. Section 4. Chapter 4, Transportation, Section 4G.100 shall be amended as follows. A. Paragraph one (1) shall read: All boulevard, arterial and collector streets in the City have been planted with trees which have created a distinct and pleasant character for those roadways. It is the goal of the City to continue patterns that have traditionally been used and to create distinctive character where it is presently lacking. Therefore, the street trees on the current plant list shall be employed when planting street trees in or along the public Right-of--Way. B. The Current Plant List shall be deleted. Section 5. Chapter 6, Water, shall be repealed and replaced with the attached. Section 6. Chapter 7, Sewer, shall be repealed and replaced with the attached. Section 7. Severability. If any provisions of this ordinance or its application to any person or circumstance is held invalid, the remainder of the ordinance or the application of the provisions to other persons or circumstances is not affected. Section 8. Effective Date. This Ordinance shall be in full force and effect from and after its passage, approval and publication as provided by law.
