WHEREAS, the City of Yelm believes young people are a significant community
resource; and
WHEREAS, we believe young people best understand the needs of today's teens and
have the most influence to create positive change ui support of our youth; and
WHEREAS, it is important to encourage youth involvement in the process of local
;government and promote the ideals of public service; and
WHEREAS, the creation of a Youth Council is an appropriate means to foster that
involvement and increase opportunities for young people; and
WHEREAS, the City will work in partnership with Yelm Community Schools to
establish and support a Youth Council that is representative of our diverse
population; and
WHEREAS, die Youth Council will advise the Mayor and City officials on strategies
to empower the voice of youth and strengthen partnerships with other organizations,
including Joint Base Lewis-McChord and the Nisqually 'Tribe; and
WHEREAS, Youth Council Members shall be appointed by the Mayor, will create
policies and procedures to guide the implementation of their goals, and propose a
resolution to City Council to establish an enduring partnership with the young; people
of our community forever.
Now, THEREFORE, 1, Mayor fW Foster, on behalf of the City, establish the

1. Mayor Foster called the meeting to order at 6:00 p.m.
Roll Call Present: EJ Curry, Molly Carmody, Cody Colt, Tad Stillwell, Tracey
Wood, Joe DePinto and Terry Kaminski.

19-001 MOTION BY TRACEY WOOD TO MOVE PUBLIC COMMENT IN FRONT OF

3. Public Comment
Scott Bannister sent an email inviting the Mayor and Council to an upcoming
event and wanted to know if any of them would be attending.
Sandra Manwiller, Co -Chair for Citizens for support of Yelm Schools updated
Council on the upcoming activities related to the February School Bond.
Lisa Smith, Executive Director for Enterprise for Equity thanked the Mayor and
Council for the opportunity to provide free financial education through classes held
at the Yelm Community Center. These classes are open to the public and more
information can be found at www.enterpriseforequity.ora/financial-education/.

8. UPDATES -
City Administrator Michael Grayum -

• Michael Grayum had shoulder surgery over the holidays.
• The transition into the new City Hall building went well. There will be a
ribbon cutting ceremony once everyone is settled in.
• The Police Department has promoted a Patrol Officer to Sergeant,
Community Development Department has hired a Civil Review Engineer,
and the Finance Department hired a new Accounting Assistant.
• Chad Bedlington, Public Works Director gave an update on the low water
pressure around the city due to the power outage.
• Grant Beck, Community Development Director and Project Manager for the
City Hall move thanked staff and a special thank you to the public works
department for getting all the furniture and boxes moved over to the new
building and the IT department for getting everyone's computers up and
running. We continue to work to improve processes and organization in the
new space. The building is beautiful.
Councilmember Curry attended the Solid Waste Advisory Committee meeting
and the School Bond Support Kick off meeting.
Councilmember Carmody has been contacted by Pacific West Athletic Center to
discuss doing a feasibility study for Yelm and they are scheduled for the Study
Session in February to discuss before the full Council. Councilmember Carmody
shared information for free training opportunity through the Department of Labor
& Industries for Contractor training. The Council Retreat is scheduled for February
23rd in Olympia.
Councilmember Colt added that the Pacific West Athletic Center are not asking
for anything but support from the Council. The General Government Committee
has been working on a Legislative Agenda for 2019. The Youth Council
Proclamation will come before Council at the next meeting. Councilmember Colt
also attended the School Bond Support Kick off meeting.
Councilmember Stillwell attended the General Government Committee
meeting, Yelm Downtown Corridor Study meeting and the School Bond Support
Kick off meeting.
Councilmember Wood attended the General Government Committee meeting.
Councilmember DePinto thanked the high school students in the audience for
attending the meeting. Councilmember DePinto attended other Community
events.
Councilmember Kaminski attended the Public Works Committee meeting,
Thurston Thrives meeting, Downtown Corridor Study meeting, Yelm Chamber
Luncheon meeting and will be attending a behind the scenes tour with the Port of
Olympia.
Mayor Foster attended the Annual Thanksmas Appreciation Luncheon for city
employees and volunteers, Community Potluck Dinner at the Yelm Community
Center; Government -to -Government luncheon with Nisqually Tribal Council, new
County Commissioner Tye Menser spent time with Mayor Foster getting to know
Yelm and attended funeral services for Battalion Chief Officer John Ostergard. It
has been one year since Pierce County Deputy Daniel McCartney was killed in the
line of duty. Mayor Foster attended a shared legislative agenda meeting with other
Mayors and will be giving an address on the Mayor's State of the Communities
tomorrow at the Red Lion Hotel. The point in time homeless census will be held on
January 24th in Yelm. Mayor Foster asked the Council to review their Committee

and Liaison Assignments and let him know if they would like to continue to serve
on those committees or if they would like to be on any other ones.

RESOLUTION NUMBER 597
SUPPORT FOR THE YELM COMMUNITY SCHOOLS BOND
WHEREAS, according to the Yelm History Project, Yelm Community Schools (YCS) was
formed upon a request of a small school district consolidation in 1906; and
WHEREAS, it serves the communities of Yelm, McKenna, Bald Hills, Nisqually Indian
Reservation and parts of Lacey's suburbs; and
WHEREAS, Citizens for the Support of Yelm Schools was formed in 1997, to provide
advocacy and education to families and businesses within Yelm's school district boundaries
about its aging school facilities; and
WHEREAS, voters will be asked to approve a $98.9M local share bond on February 12,
2019; and the goal is to achieve 60 percent supermajority passage in Thurston and a small
segment of Pierce counties; and
WHEREAS, the Board of Directors of Yelm Community Schools (YCS) has approved a bond
measure to the voters of the district, which boundaries include the City of Yelm; and
WHEREAS, the bond measure would provide funding to replace Yelm Middle School and
Southworth Elementary; and
WHEREAS, if passed, this initiative gives each school site-specific safety upgrades,
addressing our community's desire to keep our children better protected; and
WHEREAS, passage of the bond would meet YCS Board goal number 3 of its 2017 — 2021
Strategic Plan: allowing each student to learn in a modern classroom equipped with the
necessary tools to achieve at exemplary levels; and
WHEREAS, the City of Yelm Comprehensive Plan updated by the City Council in 2017
includes many goals and policies which support education throughout the community; and
WHEREAS, the City Council believes the proposed Bond measure is necessary to ensure
Yelm Community Schools continues to be a leader in preparing our children for the future;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Yelm that Yelm voters are
encouraged to support the February 12, 2019 bond measure by voting Yes!

4. Public Comment
Brian Wharton, Yelm Community School Superintendent thanked the Mayor and
Council for their continued support for the School Bond and thanked them for the
Resolution.
Sandra Manwiller, Citizens for Yelm Schools Co-chair also thanked the Mayor and
Council for their ongoing support for the upcoming School Bond and updated
Council on upcoming proposed changes in Legislature for schools.
Mary Shockman thanked the Mayor and Council for the Human Trafficking
Proclamation from the last meeting and updated them on trafficking data.

• Our awesome community has created a program to assist furloughed
employees with gas cards.
• New website is now up and running, please check it out.
• The City has an open position for a Water Operator.
• Nisqually Watershed Plan has been updated.
• South Puget Sound Community College will be holding extension classes at
the Yelm Community Center.
• Stacy Field, Crime Prevention Officer will be the staff person assigned to
the Homelessness Task Force. First meeting is January 29, 2019 at 5:30
Pm.
• The Pacific West Athletic Center will give a presentation at the February 5,
2019 Study Session.
• Michael Malek, the new Accounting Assistant was introduced as the newest
member of the Yelm Team.
Councilmember Curry attended the Yelm Public Safety Committee meeting, the
Yelm Finance Committee meeting and the South East Thurston Fire Authority
meeting.
Councilmember Carmody attended the Yelm Finance Committee meeting, the
Intercity Transit Authority meeting, the Nisqually River Council meeting and
attended a presentation by a furloughed USGS employee on the sediments and
the health of the Nisqually Delta. The Council Retreat is scheduled for February
23, 2019 in Olympia.
Councilmember Colt attended the Thurston County Emergency Services
meeting.
Councilmember Stillwell attended the Yelm Public Safety Committee meeting,
the Yelm Emergency Operations Board meeting and the Law and Justice Council
meeting.
Councilmember Wood attended the Yelm Public Works Committee meeting and
the Transportation Policy Board meeting.
Councilmember DePinto attended the Yelm Public Safety Committee meeting,
the South Thurston Economic Development Initiative meeting and will be
attending the Economic Development Council meeting for Councilmember
Stillwell.
Mayor Foster attended the Thurston County Chamber and gave the State of the
Community Address with the other Mayors, the Community Investment
Partnership meeting, the Safety Series at Yelm Community Schools, a meeting in
Tenino who is partnering with their school district and the utility company to
create a non-profit program and educate students on clean energy, Leadership
Awards of Thurston County and furloughed employees with the proper
identification will receive gas cards and if they need assistance paying their
water/sewer bill, the city will work with them to set-up a payment program during
the government shut down. Mayor Foster stated there are now defibrillators at
our schools and the Yelm Police Officers have received training and will carry
Narcan to assist in life saving events.
