COMMUNITY DEVELOPMENT BLOCK GRANT GRIEVANCE PROCEDURE
WHEREAS, the City of Yelm and Yelm Community Services Center have entered into
an arrangement for the purpose of building a Youth Center with Community Development Block
Grant Funds; and
WHEREAS, a grievance procedure for this project will help provide a resolution to any
problems incurred; and
WHEREAS, Resolution No. 383 designates the City Administrator as the authorized City
agent regarding the CDBG program;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM, THURSTON
COUNTY, WASHIlVGTON, RESOLVES
The City of Yelm, Washington has established a grievance procedure for the resolution of
problems and complaints arising from the Community Development Block Grant (CDBG)
project, named above and submitted on February 25, 1999 to the Washington State Office of
Community, Trade, and Economic Development. Anyone having a complaint (the grievant)
concerning this project should contact the project coordinator Cynthia Cecil located at the Yelm
Community Services Center, 624 CrXstal Springs Rd NW, P.O. Box 5320. Yelm, Washington
98597, or call (360, 458-8678. Such action must take place within ten (10) working days of the
time the problem occurred. The project coordinator will attempt to resolve a grievance
informally through conciliation. This approach is encouraged by the City and may lead to an
amicable and beneficial result without .the need for further action.
If this initial decision is not satisfactory to the grievant, the grievant has five (5) working
days after the day of the initial decision in which to appeal in writing to the City Administrator
located at Yelm City Hall, 105 Yelm Ave. W., P.O. Box 479, Yelm, WA 98597. The Yelm City
Administrator is designated as the authorized City agent regarding the CDBG program. The City
Administrator will review the matter on the basis of documents presented, statements made
during an appointed interview, and any investigation that may result concerning the matter and at
the discretion of the City Administrator.
If the problem remains unresolved after the City Administrator's decision is rendered, a
letter of grievance may be' submitted in writing to the Yelm City Council at Yelm City Hall, 105
Yelm Ave. W., P.O. Box 479, Yelm, WA 98597. Copies of the letter must be submitted to the
City Clerk and any sub=grantee at the same time. The action and decision of the Council is final
and binding.
The petitioner will receive written notification of the Council's decision explaining
conclusions and actions taken with respect to the matter in question. Written notification will
suffice as formal response to a grievance. However, in all cases, wherever possible an approach
based on conciliation and information sharing will be used to resolve all grievances.
The responde'nt's in all cases shall be the City, the sub-grantee agency, or the City Council
rather than any individual. The respondents may be represented by the appropriate designated

director or manager. The filing or pendency of a grievance shall not delay or interfere with the
implementation of a program or prof ect action during the processing of a grievance.
A grievance is defined as a formal written statement by a person or agent that the City or
its sub-grantee has violated an express term of the CDBG program or project and that by and that
by reason of such violation, the grievant's rights have been adversely affected. All other matters
and disputes of any nature are beyond the scope of these procedures.
A "day" is a day, which the central administrative office of the appropriate respondent is
open for business.
Anyone wishing to initiate this grievance procedure should contact the project manager
during normal office hours, Monday through Friday, excluding holidays.
