355 Flooding State Of EmergencyCITY OF YELM RESOLUTION NO. 355 WHEREAS, the State of Washington Department of Emergency Management/Services has reported to the City of Yelm, beginning December 29, 1996, that unusual weather conditions consisting of heavy snowfall followed by rain have caused a disaster by creating extensive flooding in parts of Thurston County; and WHEREAS, extensive damage has and is still occurring to the City of Yelm roads and bridges, private roads, homes, businesses and farmlands; and WHEREAS, persons and property are and will be damaged unless further efforts are taken to reduce the threat to life and property; and WHEREAS, there is an emergency present which necessitates activation of the Yelm Comprehensive Emergency Management Plan and the utilization of emergency powers granted pursuant to RCW 38.52 and 36.40, therefore, BE IT RESOLVED BY THE MAYOR OF YELM, THE HONORABLE KATFIRYN M. WOLF: Section 1. That it is hereby declared that there is an emergency due to the flooding conditions in the City of Yelm; therefore designated departments are authorized to enter into contract and incur obligations necessary to combat such emergency to protect the health and safety of persons and property, and provide emergency assistance to the victims of such disaster. Section 2. Each designated department is authorized to exercise the powers vested under Section 1 of this resolution in the light of the exigencies of an extreme emergency situation without regard to time-consuming procedures and formalities prescribed by law (excepting mandatory constitutional requirements). ~/ Kat n M. olf, Mayor Recgeled pnper
