RESOLUTION NO. 326
A RESOLUTION of Concurrence by the City of Yelm, Requesting
the Thurston County Commissioners to Place an Aquifer Protection
Area Measure on an Upcoming Election Ballot.
WHEREAS, all water used by residents of the City of Yelm is
obtained from the ground; and
WHEREAS, it is recognized that city drinking water supplies
rely on the purity of the ground water within and outside it's
municipal boundaries; and
WHEREAS, it is recognized that groundwater, once contaminated,
is expensive and difficult to purify; and
WHEREAS, a regional ground water protection effort is needed
to assure the purity of the city drinking water aquifers; and
WHEREAS, the Aquifer Protection Area (APA) proposal, developed
by Thurston County and the regional Ground Water Policy Committee,
sets a course~of.action aimed at reducing the risks of groundwater
contamination; and

WHEREAS, implementation of the Aquifer Protection Area
proposal would satisfy many current and pending state and federal
mandates for groundwater protection; and
WHEREAS, ground water protection depends, in the long run, on
a stable source of funding; and
WHEREAS, the APA would establish a fee system based upon water
use that would apply to all property owners in Thurston County; and
WHEREAS, the APA is deemed to be a wise investment that will
help safeguard the health, safety, and welfare of all citizens in
this community, as well as help support the region's continuing
economic vitality; and
WHEREAS, local residents should be given the opportunity to
decide through and election ballot measure whether taking steps to
protect groundwater for present and future generations is important
to them and worth paying for.

NOW, THEREFORE, BE IT RESOLVED BY THE YELM CITY COUNCIL THAT:
The City hereby supports action on the part of the Thurston
County Commissioners to place the APA on a future general or
special election ballot.
