NOMINATION OF THE CITY'S 1992 TRANSPORTATION PLAN FOR THE
1994 JOINT AWARDS PROGRAM SPONSORED BY THE
AMERICAN PLANNING ASSOCIATION AND PLANNING ASSOCIATION OF WASHINGTON
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF YELM NOMINATING THE 1992
COMPREHENSIVE TRANSPORTATION PLAN (adopted under resolution 259 of 1992) AS AN
OUTSTANDING PLANNING PROJECT IN THE STATE OF WASHINGTON.
WHEREAS, the City of Yelm developed the first comprehensive transportation plan meeting all
provisions of the 1990 Washington State Growth Management Act, including
transportation planning goals and policies, roadway improvement program,
concurrency management system, and funding strategy; and
WHEREAS, the City of Yelm created an innovative approach for developing the comprehensive
transportation plan wherein the Yelm Transportation Advisory Committee was
staffed with both technical and non-technical oriented members and included
representatives of the City Council, Planning Commission, general public, business
and development interests, the Thurston Regional Planning Council, and the
Washington State Department of Transportation; and
WHEREAS, the 1992 Transportation Plan received widespread public acceptance, broad-based
community support, and recommendation by all reviewing agencies for adoption of the
plan and enthusiasm for its policies and programs; and
WHEREAS, the State of Washington has recommended other communities of similar size to Yelm
follow the 1992 Comprehensive Transportation Plan as a model for developing their
Growth Management Act compatible transportation plans; and
WHEREAS, there is a procedure for honoring such outstanding planning achievements by the
American Planning Association and Planning Association of Washington.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM DOES RESOLVE, AS
FOLLOWS:
Section 1.
That the 1992 Comprehensive Transportation Plan be submitted to the American Planning
.Association and Planning Association of Washington for consideration as an Outstanding Planning
Project in the State of Washington as part of both association's Joint Awards Program.
Section 2.
That this resolution shall be effective immediately.
