268 Crystal Springs Estates RezoneCITY OF YELM RESOLUTION NO. 268 CITY OF YELM RESOLUTION NO. 268 CRYSTAL SPRINGS ESTATES REZONE PAGE 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF YELM EXPRESSING THE INTENT OF THE COUNCIL WITH REGARD TO THE PROPOSED CHANGE FOR CRYSTAL SPRINGS ESTATES FROM INDUSTRIAL TO SINGLE-FAMILY RESIDENTIAL ZONING. WHEREAS, the Yelm Planning Commission and the Yelm City Council have each held public hearings regarding the rezoning of less than five acres east of Crystal Springs Road, WHEREAS, the Commission has recommended that the requested rezone be denied because it would be inconsistent with the Yelm Comprehensive Plan, would increase the possibility of conficts between residential and industrial development, and would reduce the supply of industrial land, WHEREAS, following the Commission's hearing the United Citizens Betterment Organization has selected the adjacent property to the south as the preferred site for a new community center, WHEREAS, this change in the probable neighboring land use constitutes a substantial change in circumstances that favors and justifies granting the requested zoning and associated plan designation. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM DOES RESOLVE. AS FOLLOWS: Section 1. That it is the intent of the Council to grant the requested zone change contingent upon two actions; first, that the owners of the two properties to the north, being Randy Gay and Don and Vicki Workman, must submit an application for a comparable change in zoning, and, second, that final approval must be granted by the Council and accepted by UCBO for use of the neighboring "Lefebvre" property for a community center. Section 2. That upon the above events occuring the Council will pass an ordinance rezoning the property as requested in application ZON- 8055. Section 3. That the Council will consult with the Commission to determine appropriate measures to minimize conflicts between residential and industrial develpment in this portion of the City and that and development of this property shall be subject to such measures. Further, that the Commission is hereby instructed to proceed with review of the subdivision, Crystal Springs Estates, proposed for this property. ADOPTED this 23rddnay of Septerrtaer1992. Robert A.
