259 Transportation Plan Of 1992 CITY OF YELM RESOLUTION NO. 259 TRANSPORTATION PLAN OF 1992 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF YELM REPEALING THE CURRENT CIRCULATION ELEMENT OF THE YELM COMPREHENSIVE PLAN, AND ADOPTING AND SUBSTITUTING THE YELM COMPREHENSIVE TRANSPORTATION PLAN. WHEREAS, the Yelm Transportation Advisory Committee composed of representatives of the general public, business and development interests, the Thurston Regional Planning Council, and the Washington Department of Transportation has prepared and recommended adoption of the accompanying transportation plan; WHEREAS, the Yelm Planning Commission has held a duly-noticed public hearing and recommends adoption of this plan; and WHEREAS, the Yelm City Council has held a duly-noticed public hearing and finds this plan to be in the best interests and general welfare of the citizens of Yelm. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM DOES RESOLVE, AS FOLLOWS: Sect ion 1 . That the accompanying document entitled "Draft Environmental Impact Statement - Comprehensive Transportation Plan," July, 1992, as amended by the changes set forth in the accompanying Attachment A, is hereby adopted as the "Yelm Comprehensive Transportation Plan and Final Environmental Impact Statement." Section 2. That the Circulation Element of the Ye1m Comprehensive Plan of July, 1985, is hereby repealed in its entirety and that the Yelm Comprehensive Transportation Plan is hereby substituted as the circulation element of the Comprehensive Plan. Section 3. That the City Clerk is directed to publish this resolution in the local newspaper and to certify this resolution and file one copy of the plan with the County Auditor, and the City Planner is hereby directed to acknowledge all comments received and publish and distribute this document as necessary to ensure general public awareness of this plan. Section 4. 'It~ai. the members of the Yelm Transportation Advisory Committee are hereby commended for their service to the community. Section 5. That this resolution shall be effective immediately. ATTACFIMEN-( A YELM TRANSPORTATION PLAN RESOLUTION - FINAL~AMENDMENTS (1) The following policy shall be added following policy #9. Street Name and Numbering Policy To maintain a uniform and reliable addressing system for naming public and private streets and numbering abutting property. Uniform, reliable and predictable addressing of property ensures that buildings and property within the City can be located conveniently and quickly in emergencies, when doing business, or when visiting other members of the community. Significant Environmental Impacts and Mitigation This policy is a mitigation measure intended to minimize travel distances and reduce emergency response times. (2) The environmental impacts associated with the Regional Transportation Policy (#3) shall be amended by the addition of the sentences: "The City will analyze methods of improving regional connections concurrently with permitting future development. These methods may include physical improvements or system and demand management techniques. Financial responsibility for mitigating potential deficiencies will also be identified." (3) The supporting paragraph of the Maintenance Policy shall be amended by the addition of the following sentence. 'These programs will be funded from various sources including general tax revenue and special assessments." (4) Amend the second sentence of the first full paragraph of Page 46 as follows: The recommendation includes reconstructing Five-Corners for a four-way intersection with Morris Road SE and Yelm Avenue or redirec.ting__southbound traffic along Vancil Road. (5) Replace the first full paragraph of Page 52 with the following paragraph: Due to anticipated environmental impacts of Alternative Y- 4.1, Alternative Y-4.2 is the preferred route. Should this latter route be selected property owners will be fairly and appropriately compensated. A final route selection will be made by the City following a design study. (7) Amend Y-7 route depicted on Figure 1-1 as shown on attached Exhibit A submitted by Dennis Su of KCM. (6) Add a new facility ~~Y-13" to the l"ransportation Improvement Program. This facility, to be entitled, "Yelm Transit Center,~~ is to provide for siting, design, and construction of a principal Inter-City bus stop with consideration of rider amenities such as kiosks and shelters, park-and-ride facilities, and bus parking.
