WHEREAS, it is the intention of the City Council of the
City of Yelrn to continue to have low-to moderate-income housing
available in Yelm.
WHEREAS, the addition of item number 7 to this document
is necessary to meet state requirements.
NOW, 'THEREFORE, it is hereby
RESOLVED by the City Council of the City of Yelm that the
city adopt and follow the policy listed below:
The City of Yelm will replace all occupied and vacant
occupiable low-to moderate-income dwelling units demolished or
converted to a use other than as low- to moderate-income housing
as a direct result of activities assisted with funds provided
under the Housing and Community Development Act of 1974, as
amended, as described in 24 CFR 570.496a(b) (1).
All replacement llors5l.ng will be provided within three
years of the commencement of the demolition or rehabilitat ion
relat ing to conversion. E3c;fore obligating or expending fu nds
that will directly result in such demolition or conversion, the
City of Yelm will make public arsd submit to the Department of
Commu nity Development the following information in writing:
1. A description of the proposed assisted activity;
2. The general location on a map and approximate number of
dwelling units by sire (number of bedrooms) that will be
demolished or converted to a use other than as low- to
moderate-income dwelling units as a direct result of the
assisted activity;
3. A time schedule for the commencement and completion of
the demolition or conversion;
4. The general location on a map and approximate number of
dwelling units by sire (number of bedrooms) that will be
provided as replacement dwelling ursits;
5. The source of funding and a time schedule for the
provision of replacement dwelling units; and

6. The basis for cuncluding that each replacement dwelling
unit will remain a low- to moderate-income dwelling unit
for at least 10 years from the date of initial occupancy.
7. Information demonstrating that, any proposed replacement
of dwelling units with smaller dwelling units (e.g., a
two-bedroom unit with two one-t-eclroom units) is
consistent with the housing needs of low- and
moderate-income households in the jurisdiction.
The City of Yelm will provide relocation assistance, as
described in 24 CFR 570.496a(b)(2), to each low- to
moderate-income household displaced by the demolition of housing
or by the conversion of a low- to moderate-income dwelling to
another use as a direct result, of assisted activities.
Consistent, with the goals and objectives of activities
assisted under the Act, the City of Yelm will take the following
steps to minimize the displacement of persons from their homes:

In designing current and future l~ro,jects that will be
funded with Community Development Block Grant, funds, the City of
Yelm will prohibit the elimination of housing that is available
to low- to moderate-income households unless no practicable
alternative is available.
if it is deemed as necessary Lo eliminate such housing as
part of a CDBG funded project., the City of Yelm agrees to comply
with Department of Community Develolrment's reduirements as
stated herein.
