214 Change In Structure Of Government In Thurston CountyCITY OF l~llrl RESOLUTION NO. 214 A RESOLUTION relating to a change in the structure of government in Thurston County proposed by the Thurston County Board of Freeholders in the form of the proposed city/county charter to be voted on under the ballot title "Proposition One" by the citizens of Thurston County on November 6, 1990. . WI-AREAS, an elected 15-member Board of Freeholders has drafted a proposed city/county charter for review by Thurston County voters; and Wf-~REAS, said Freeholders were asked to study ways in which local goverment might be improved; and Wf-~REAS, said city/county charter grants additional authority to the county than currently exists; and WI-iEREAS, the proposed charter potentially will add to rather than subtract from the complexity of government by inserting additional layers of elected officials and associated .staff; and Wf-~REAS, the proposed charter potentially will increase costs by adding two elected carmissioners, staffing for an undetermined number of new elected community councils, and more complex services; and WI~REAS, the true fiscal impact of the charter will not be known until completion of a financial study in 1992; and Wf-~REAS, we continue to believe that services are most effective when provided by government closest to the people rather than by a complex county government. NOW, Tl-IEREFURE BE IT RESOLVED BY THE COUNCIL AND MAYOR OF T[-~ CITY OF YELM, THAT THE CITX OF YELM OPPOSES ADOPTION OF THE PROPOSED THURSTON CITY/COUNTY CHARTER, PROPOSITION ONE, AND URGES ITS RESIDENTS TO W'IE AGAINST THE '.~ASURE DURING THE NOVEMBER 6, 1990 GENERAL ELECTION. THIS RESOLUTION shall take effect immediately upon its passage and publication.
