A RESOLU'T'ION BY 'THE CITY COUNCIL OF THE CITY OF YELM, THURSTON
COUNTY, WASHINGTON, AUTHORIZING THE CITY TO CHARC~ A DEPOSIT 'Ili
DEVELIJPNIENT PROJECT PROPONENTS FOR ACTUAL COSTS BORNE BY THE CITY OF YELM.
WHEREAS, RCW 35A.63 authorizes the City to administer a zoning
ordinance and other land use regulations; and
WHEREAS, the fees established by the City to review proposed
developments subject to land use regulations do not cover the actual cost
borne by the City, including staff costs; and
WHEREAS, several large-scale developments have been proposed that
will tax the City's ability to conduct an adequate review; and
WHEREAS, the City will have to hire outside staff to assist in the
review of these large-scale developments, which was not anticipated by the
City; and
WHEREAS, the City Council wishes to establish a policy whereby large-
scale developments must cover the costs incurred by the City in reviewing
such developments;
NC7W, THEREFORE, BE IT RESOLVEIJ BY THE CITY COUNCIL OF THE CITY OF
YELM AS FIOLL~nIS
1.. Costs incurred by the City for reviewing large-scale development
projects shall be recovered fran the project proponents. Large-scale
developments are typically those that require the preparation of an
Environmental Impact Statement.
2. Applications for large-scale developments shall be accompanied by a
deposit of $500.00. The City will charge its costs against the deposit to
cover review costs.
3. When the $500.00 has been depleted, an additional $500.00 must be
deposited with the City by the project proponent. This will continue
until review of the project is completed. Any portion of a deposit
remaining after review is complete will be returned to the project
proponent .
Passed and adopted by the City Council of the City of Yelm on the
26th day of September, 1990, by the following votes:

This Resolution shall take effect immediately upon its passage and
publication.
