A RESOLUTION relating to the public health, safety, and
welfare; withdrawing a reward previously offered to members of
the public generally; and declaring an effective date.
WHEREAS, the Town Council of the Town of Yelm, in response
to a series of arson fires occurring within the Town and to var-
ious specific publicly and privately owned properties has here-
tofore offered a reward of Five Thousand Dollars ($5,000.00) for
information leading to the arrest and conviction of the person
or persons responsible therefor; and
WHEREAS, no such information has been provided by any person,
sufficient to identify, prosecute, and convict the perpetrators
of the said incidents; and
WHEREAS, no such prosecution is now pending or anticipated,
with regard to the said apparent arson fires; and
WHEREAS, the lapse of time without recurrences of such inci-
dents evidences an abatement of the threat, and of the emergency
heretofore declared, and that the need for continuing such offer
of reward has likewise dissipated; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF YELM, as follows:
SECTION 1. That certain emergency, created by the said apparent
arson fires, has abated, and there no longer exists any apparent,
unusual threat of arson to persons or properties within the City
of Yelm.
SECTION 2. That, accordingly, the rationale for the offering of
the said reward has likewise diminished, to such point that con-
tinuation of reward is no longer justified.
SECTION 3. The aforesaid offer of reward, which is an offer to
complete a unilateral contract by the performance thereof, shall
be withdrawn on and after the effective date hereof, and shall no

longer be Susceptible to acceptance by performance.
SECTION 4. This Resolution shall be effective from and after
the 12th day of September 1990.
