RESOLUTION N0. 233
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF YELM
ESTABLISHING PROCEDURES TO ALLOW PUBLIC PARTICIPATION AS
REQUIRED BY THE GROWTH MANAGEMENT ACT (SHB 2929).
WHEREAS, planning goals of the Growth Management Act require citizen
participation and coordination and encourage the involvement of
citizens in the planning process; and ensure coordination between
communities and jurisdictions to reconcile conflicts; and
WHEREAS, a comprehensive plan with mandatory elements as amended
through public participation are required by section 14 of this act;
and
WHEREAS, each county and city mandated or choosing to follow SHB 2929
under section 4 of this act shall establish procedures providing for
early and continuous public participation in the development and
amendment of comprehensive land use plans and regulations implementing
such plans; and
WHEREAS, the procedures shall provide for broad dissemination of
proposals and alternatives, opportunity for written comments, public
meetings after effective notice, provision for open discussion,
communication programs, information services, and consideration of and
response to public comments; and
WHEREAS, errors in exact compliance with the established procedures
shall not render the comprehensive land use plan or development
regulations invalid if the spirit of the procedures is observed; NOW,
THEREFORE,
BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF YELM, WASHINGTON,
AS FOLLOWS:
SECTION 1. Minimum procedures shall include
(a) Maintaining a mailing list and placing on the list all
people who want to know when growth management issues will
be discussed by the Planning Commission, City Council, or
any special advisory committee appointed to consider any
growth management topics. Mailing agendas of relevant
meetings to persons on this list and if warranted by public
interest, maintaining separate mailing lists for specific
issues or specific official or advisory bodies,
(b) Advertising, as required by state law, all meetings where
growth management issues will be decided and by also placing
an ad in the Nisqually Valley News when advisory or official
bodies will be acting on growth management issues.
(c) In any advertising or mailed notices, including a statement
that draft ordinances/plans are available for viewing at
city hall and maintaining a file at the counter for easy
access by the public.
(d) Keeping materials on file at the Yelm Public Library thereby
allowing access to materials during evening hours when the
library is open and city hall is closed and including a
statement to this effect in all advertising or mailed
notices.
(e) Stating on all notices and advertising that written comments
on proposals will be considered by the appropriate advisory
or official bodies.

SECTION 2. Enhanced procedures for major elements.
(a) Mailing copies of draft ordinances/plans upon request. In
addition to maintaining copies at city hall and the library,
mailing copies without charge upon request to anyone wanting
them. In the case of large documents, a small fee to cover
costs of reproduction and mailing would be charged.
(b) Periodically advertising all meetings where growth
management issues will be discussed in a public forum. Even
if a decision is not being made by an advisory or official
body. Ads would be placed on a monthly or bimonthly basis
announcing all planned meetings for growth management
topics.
c) Holding special public work sessions if an issue is of
special public interest providing a forum to explain options
and take informal public input.
(d) Establishing advisory committees for some issues generating
a great deal of interest in the community. Special advisory
committees could be formed as an adjunct to the planning
commission and could develop recommendations for
consideration by the planning commission and city council.
(e) Actively seeking out opportunities to make presentations on
specific topics, or on the growth management program in
general, to organizations such as the Chamber of Commerce,
Rotary, environmental organizations, and others.
