A RESOLUTION relating to the public health, safety, and
welfare; declaring that an emergency exists with regard to
arterial vehicle traffic on Yelm Avenue; and requesting the
onset of meetings, planning, and dialogue with the State of
Washington, Department of Transportation, aimed at resolving
such traffic congestion and flow problems; and declaring an
effective date.
WHEREAS, the main traffic arterial through Yelm and be-
tween Tacoma and the Olympia-Lacey-Tumwater area consists of
State Routes 507 adn 510, commonly known as Yelm Avenue; and
WHEREAS, unprecedented area growth has resulted in great-
ly increased vehicular traffic along such main arterial and
through the middle of the Town of Yelm, overburdening such
highway far beyond its historical use and design capacity; and
WHEREAS, such overburdening has resulted in inordinant-
traffic delays and congestion; and
WHEREAS, such congestion threatens to impair the safety
of drivers, passengers, and pedestrians lawfully making use
of such public highways, unless the same be improved so as to
accommodate current and anticipated traffic burdens, or unless
such congestion be otherwise alleviated; and
WHEREAS, the said highways are State Routes, belonging to,
maintained, and improved by the State of Washington, through
its Department of Transportation; and
WHEREAS, joint meetings, planning, and dialogue should be
begun by and between the Town of Yelm and the State of Wash-
ington, aimed at identifying all possible alternatives for the
alleviation of the problems above outlined; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF YELM, as
follows:
Section 1. Declaration of Emer ency. An emergency exists, due
to excessive vehicular traffic and congestion on those portions
of State Routes 507 and 510 lying within the town limits of the
Town of Yelm, commonly known as Yelm Avenue.
Section 2. Authorization to Enter into Joint Planning. The
appropriate departments of the municipal government, each
within its purview and through its department head, and the
Mayor, directly or through his designee, are jointly author-
ized and directed to contact appropriate representatives of
the Washington State Department of Transportation; and to ini-
tiate a dialogue with such State Agency, and to engage in
joint planning with such Agency, to identify alternative means
of addressing the traffic emergency above set forth.
Section 3. Authorization to Forward Co ies of Resolution.
The Clerk of the Town of Yelm is authorized and directed to
forward copies of this Resolution, after passage, to any and
all agencies having an interest and involvement in the des-
cribed highways or otherwise appropriate to receive the same.
Section 4. No Action Without Further Council Review. Once
the same be identified, and to the extent that action by or ex-
pense to the Town may be necessary to a resolution, all options

to resolve the aforesaid traffic problems shall be first pre-
sented to the Council, together with the advantages and dis-
advantages and anticipated costs of each, before any such cur-
ative action be undertaken or expense incurred by the Town.
Section 5, Effective Date. This Resol ion shall be effec-
tive from and after the '~ day of ~yp,~j 1989,
when the Council members considered this ction and voted
favorably thereon.
