RESOLUTION N0. ~ 7 T
A RESOLUTION relating to the public health, safety, and welfare, and
authorizing the entry of a contract for SCAN telephone services and the
designation of a telecommunications coordinator.
WHEREAS, the Yelm Police Department has procured state-of-the-art
equipment for its use in the investigation of probable incidents of Driving
While Intoxicated within the geographic limits of the Town of Yelm, which
equipment is generally known as a "BAC Verifier"; and
4-~:_!?EAS, use of the said BAC Verifier requires use of a centrally-
located computer, and a computer link therewith from Yelm by means of a
telephonic connection and a computer "modem" device; and
WHEREAS, such telephone contacts will be frequent and recurring during
the ongoing period that the BAC Verifier is in use by the Yelm Police Depart-
ment, which is projected to be lengthy; and
WHEREAS, both the minimization of the expense of such telephonic con-
nections attendant to BAC Verifier use, and also the proper attribution and
accounting of the expenses thereof will be served by the entry of the Town
into a contract with the State of Washington for the provision by the latter
of SCAN telephone services; and
WHEREAS, a contract for the provision of such services has been prepared,
reviewed and approved by the Town Attorney, a copy thereof being attached
hereto as Exhibit "A" hereof, incorporated herein by this reference as though
here fully set forth;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF YELM that
the Mayor, or any appropriate Town official or employee who may by the Mayor
be designated, should be and hereby is directed to execute and enter, in
behalf of the Town of Yelm, the annexed Agreement for SCAN Services, in
quadruplicate, and to forward by appropriate means three (3) such duplicate
originals of the said contract to the State Department of General Administra-
tion, for execution by that agency in the State's behalf. The Mayor should
be and hereby is further authorized and directed to name and designate a
"telecommunications coordinator", as requested by the State, to serve as a
contact person in connection with this contract and the services contemplated
thereunder.
